China has 15 sub-provincial cities. In these sub-provincial cities, the deputy directors of the municipal party committee (such as the deputy director of the research office of the municipal party committee and the deputy director of the municipal government working committee), the municipal government (such as the deputy director of the Municipal Science and Technology Bureau and the deputy director of the Municipal Audit Bureau) and the deputy directors of all districts (such as the Standing Committee of Laiwu District Committee of Jinan City and the deputy head of Gangcheng District) are all deputy bureau levels.
Kuozu is a provincial cadre.

Cadres at the section level and metre level:
The main leaders of villages and towns, that is, party secretaries and township heads, are all department-level cadres with local real power.
Department-level cadres and heads of government departments are the smallest officials in the cadre sequence, and most of them are the most basic executive officials in the government bureaucracy. The officials that ordinary people can face most directly basically belong to this level.
Note: Cadres at all levels in institutions of higher learning, scientific research institutes, hospitals and other institutions are treated as government cadres at all levels, but there is no administrative level, which does not belong to the establishment of civil servants.
If government cadres at all levels are members of the Standing Committee of the Party Committee at the next higher level, the administrative level will be upgraded by one level. For example, the mayor of Qinhuangdao is a cadre at the level, and the words of the Standing Committee of Suzhou Municipal Committee are CPC cadres.
Generally speaking, senior cadres are often transferred to the people's congresses and CPPCC committees at the same level after they are 60 or 65 years old, which is the legendary "retreat to the second line"
