General purpose: To determine the "CAMELS++" regulatory rating system with China characteristics, and to rate the six single factors of commercial banks, such as capital adequacy ratio, asset quality, management, profitability, liquidity and market risk, and then get a comprehensive rating through weighted summary, and then make more subtle positive or negative adjustments to the comprehensive rating results according to the nature of other factors and the degree of influence on bank risks. The comprehensive rating results * * * are divided into six grades, and the results will serve as the basic basis for the regulatory agencies to implement classified supervision and take regulatory measures according to law. For high-risk commercial banks with rating results of Grade 5 and Grade 6, the CBRC will continue to pay attention to supervision, limit their high-risk business behavior and require them to improve their operating conditions. When necessary, the CBRC may take regulatory measures such as replacing senior management personnel, arranging reorganization, taking over or even closing down.
The regulatory rating results show that confidential information shall not be disclosed or inquired without special reasons. . . .
What needs to be added is that the basis and standards of rating documents of banking institutions in different banks are different. For example, ROCA rating system is adopted for joint-stock branches instead of CAMELS+ rating. . .
