Technical requirements for standardized remediation of sewage outlets (for Trial Implementation)

(1No.470 of the State Environmental Protection Agency on May 20, 1996)

Chapter I General Principles

1.65438+

1.2 standardized remediation of sewage outlets is one of the basic tasks for implementing the total pollutant control plan, with the purpose of promoting pollutant discharge units to strengthen management and pollution control, strengthen environmental supervision and law enforcement, better perform the duties of "three inspections, two adjustments and one charge", and gradually realize scientific and quantitative management of sewage discharge.

1.3 The principle of facilitating sample collection, measurement and monitoring, and daily on-site supervision and inspection should be followed in the standardized remediation of sewage outlets.

1.4 this requirement is applicable to the standardized renovation of the sewage outlets of all sewage units.

Chapter II Scope of Standardized Remediation of Sewage Outlet

2. 1 All the outlets (points and sources) of pollutant discharge units that discharge pollutants (waste water, waste gas, solid waste and noise) into the environment need to be regulated.

2.2 The standardized remediation of sewage outlets can be carried out step by step. During the pilot period, the scope of remediation shall not be less than 50% of the units that have collected sewage charges within their jurisdiction, and the following four principles shall be followed (2.3-2.6).

2.3 Give priority to the transformation of sewage outlets, taking into account the transformation of waste gas, solid waste and noise sewage outlets (points and sources).

2.4 focus on remediation of key pollution sources. Sewage outlets listed in national, provincial and municipal key pollutant discharge units shall be rectified first.

2.5 It is mainly to rectify the sewage outlets of 12 pollutants (soot, industrial dust, sulfur dioxide, chemical oxygen consumption, petroleum, cyanide, arsenic, mercury, lead, hexavalent chromium and industrial solid waste) listed in the total control index.

2.6 In order to embody the pilot principle, different types, different industries, different specifications and different subordinate relationships should be selected for sewage outfall remediation.
