According to the requirements of the "Implementation Plan", the project of "Jebon in command" system can be divided into two categories: technical research and achievement transformation:
1, technical research class
Technical requirements are put forward by enterprises in the province or relevant industry management departments of the provincial government, municipal and county governments and relevant industry management departments. After the provincial science and technology department issued a document, units with R&D capabilities inside and outside the province will unveil the key problems.
If the enterprise is the publisher, the total investment in science and technology of the project shall not be less than 5 million yuan, the provincial financial subsidy shall not exceed 20% of the total investment in science and technology of the project, and the maximum subsidy amount shall not exceed 6,543,800 yuan.
Provincial government related industry management departments, city and county governments and their related industry management departments as publishers, financial funds can be subsidized according to the total investment in science and technology of the project, financial funds can be subsidized according to the total investment in science and technology of the project. In principle, the provincial financial input shall not exceed 50% of the total financial subsidies, and the specific funding ratio shall be decided by both parties through consultation.
2. Result conversion category:
The transformation demand is mainly put forward by scientific research institutes, universities and other institutions with independent intellectual property rights and scientific and technological achievements inside and outside the province. After the provincial science and technology department posts the list, the enterprises in the province will expose the list and transform it.

Second, strengthen innovation capacity building. Implement key projects and solve key problems. Reform the transformation mechanism of scientific and technological achievements, smooth the innovation chain, and create a scientific research environment that encourages innovation and tolerates failure. Formulate supporting policies to support the industrialization of major special achievements, improve the support mechanism and policies for innovative talent training, and improve the talent classification and evaluation system. Improve the innovation and development level of national independent innovation demonstration zones and high-tech zones.
Third, promote innovation and entrepreneurship and create high-quality development. Implement a new round of comprehensive innovation and reform experiments. Establish and improve the technological innovation system with enterprises as the main body, market orientation and deep integration of Industry-University-Research, and support the integrated innovation of large, medium and small enterprises and various main bodies. We will build a number of dual-innovation demonstration bases and implement a number of dual-innovation support platform projects. Implement the special action of "school-enterprise trip" in the demonstration base. Accelerate the reform of institutional mechanisms in the field of venture capital. Study and increase policy support for innovative and entrepreneurial service institutions such as incubators and creative spaces. We will increase assistance to enterprises affected by the epidemic, expand the scope of entrepreneurial guarantee loans, exempt high-quality projects from counter-guarantee requirements, and increase support for key groups' entrepreneurial venues.
