Chapter I General Provisions Article 1 These Measures are formulated in accordance with the relevant laws and regulations of the Party and the State in order to further improve the reception and handling of collective letters and visits by the masses, resolve contradictions in a timely manner, and maintain the normal work order and social stability of party and government organs at all levels. Article 2 Collective letters and visits refer to letters and visits by more than five people (including five people) to the party and government organs to reflect the same problems and requirements. Article 3 The Party and the government welcome the people to reflect their opinions and demands through normal channels and ways, make criticisms and suggestions on the work of the Party and the government and their staff, and report violations of laws and regulations. Party committees and governments at all levels should educate the masses not to reflect problems in the form of collective petitions. Article 4 Party and government organs at all levels shall regularly investigate and analyze "hot" and "difficult" issues involving the interests of the masses, study and solve them in time, and strive to resolve contradictions at the grassroots level and solve them in the bud, so as to prevent and reduce the occurrence of mass collective petitions. Article 5 The relevant departments and units shall, in accordance with the principle of "graded responsibility and centralized handling" and the principle of resolving contradictions on the spot, be responsible for receiving and handling the mass collective letters and visits. Chapter II Reception and Handling of Collective Petitions of the Masses Article 6 When handling collective petitions of the masses, the accepting unit shall actively do a good job in persuasion, and handle them in a timely and proper manner in line with the principle of "dispersing without gathering, dispersing without arousing, and resolving without knot". Seventh party and government organs at all levels shall do the following when accepting collective petitions from the masses:

(a) to stabilize the mood and maintain a good order of letters and visits. We should warmly receive the petitioners, patiently and meticulously publicize the relevant policies, laws and regulations of the party and the state, and educate the masses to consciously abide by the law. When the number of collective petitioners is large, the representatives elected by them (no more than 5 people) will reflect the problem. For intense and large-scale collective petitions, appropriate measures should be taken to control the situation so as to avoid accidents.

(2) Grasp the situation and study measures. Listen carefully to the complainant's complaints, understand and master the complainant's mentality, find out the reasons for the complaint and the main problems and requirements reflected, and take corresponding treatment measures in time. If the situation is clear and there are clear policies and regulations to follow, then reply in time; If the applicable policies are not clear, it is necessary to seek the opinions of relevant departments to study and reply, and do a good job in explaining and guiding the petitioners. If it is necessary for the relevant authorities to send personnel to assist in the work, it shall immediately notify the relevant authorities.

(4) If the problems reflected in the mass collective petition are beyond the processing authority of the corresponding level and department, and the petitioner may go to the higher authorities for collective petition, the reception unit shall actively do a good job in propaganda, explanation and stability, and report to the higher authorities in a timely manner. Article 8 Party and government organs at all levels shall do the following when handling mass collective petitions:

(a) where the mass collective petition reflects the problem, it should be promptly assigned to the relevant local or departmental investigation. The host localities and departments should quickly organize their forces, conduct in-depth investigations and studies, make timely and proper handling in accordance with the relevant policies and regulations of the party and the state, and report the handling results in writing to the higher authorities.

Chapter III Code of Conduct for Collective Petitioners Article 11 When receiving and handling collective petitions, party and government organs at all levels shall educate petitioners to regulate their behavior in accordance with national laws and relevant regulations, observe social ethics, and earnestly do the following:

(a) to reflect the problems to the Party committee, government or relevant departments, and to select the reception department as required; Elected representatives should objectively reflect the opinions and demands of collective petitioners, and be responsible for maintaining the petition order of representatives.

(two) truthfully reflect the situation, and shall not resort to deceit, fabricate facts, falsely accuse or frame others; There must be sufficient facts, policies and laws to solve the problem, and excessive or unreasonable demands cannot be made.

(three) not in the party and government organs containment, sit-in and detention; Do not shout slogans, do not post large and small posters, and disturb the working order of the organs; Not disturbed by the residence of leading comrades of the party and government; Do not besiege, abuse or beat state functionaries; Do not smash and rob public and private property, and do not impact the party and government organs. (four) no illegal organization shall be established on the grounds of collective petition, and no assembly shall be held to block traffic; No petition, procession or demonstration may be held without authorization in violation of relevant laws and regulations.
