On July 8, 2023, at the 42nd General Assembly of the Olympic Council of Asia held in Bangkok, Thailand, Harbin, Heilongjiang Province, China, known as the "Ice City", won the right to host the 9th Asian Winter Games in 2024. This is another international comprehensive high-level winter sports event held in China after the Beijing 2022 Winter Olympics.

At the OCA General Assembly held on the same day, Yu Zaiqing, vice chairman of the Chinese Olympic Committee and member of the International Olympic Committee, recommended Harbin to bid for the 9th Asian Winter Games in 2024 on behalf of the Chinese Olympic Committee. Zhang Hong, a member of Harbin's bid delegation, member of the International Olympic Committee and speed skating champion of the Winter Olympics, made a bid presentation.

As the highest level winter sports event in Asia, the Asian Winter Games has been successfully held for 8 sessions. From 65438 to 0996, Harbin successfully hosted the third Asian Winter Games, which was the first time that China hosted the Intercontinental Winter Games.

According to the constitution of the Olympic Council of Asia and the existing facilities and conditions of venues, the bid committee initially drew up 6 events, 12 sub-events and 68 sub-events, and selected the competition venues and athletes' villages.

Among them, the ice project is planned to be held in four venues, including the provincial ice base and the municipal ice hockey hall, and all the snow projects are held in Yabuli Ski Resort. Nine hotels have been initially identified as alternative hotels in the main village of Yadong Village, which can basically meet the peak demand of 4,000 people, including the Athletes' Village (including officials of delegations), the Technical Officials Village, the Media Reporters Village and the Olympic Council of Asia.
