Chapter I General Provisions
Article 1 China Billiards Association is a national mass sports organization with legal personality. China Taiwan Province Association for short. English is "Chinese billiards &; Snooker Association ",referred to as" CBSA ".
Article 2 The purpose of China Billiards Association is to unite billiards workers, athletes and activists all over the country and rely on the strength of the whole people to guide the development of billiards in China. Actively advocate the popularization of billiards in China, and strive to improve the level of billiards in China. Promote the spiritual civilization construction of national Taiwan teams and enhance the friendship with billiards associations and athletes from all over the world. Strengthen contact and cooperation with the International Billiards Federation.
Article 3 This Association recognizes the articles of association and articles of association of the International Federation of Taiwan, and uses the rules promulgated by the International Federation of Taiwan. China Billiards Association is the only legal organization that represents China in the corresponding international billiards activities and the International Taiwan Federation.
Article 4 China Billiards Association is a group member of China Sports Federation and a national sports association recognized by the Chinese Olympic Committee.
Fifth, actively rely on social forces to realize the development of billiards itself.
Article 6 The headquarters of China Billiards Association is located in Beijing.
Chapter II Tasks
Article 7 The task of China Billiards Association is to organize and coordinate the development of billiards nationwide, promote the popularization of mass activities and the improvement of sports level, and promote the progress of billiards in Asia and the world according to the national sports guidelines, policies, relevant laws and regulations and the relevant provisions of the International Federation of Taiwan.
Article 8 The duties of this Association are:
1. Publicize and popularize billiards, organize the masses and teenagers to actively participate in billiards, improve their physical fitness and sports skills.
2, according to the relevant provisions of the state sports administrative department and international sports organizations, responsible for coordinating and organizing international competitions, put forward suggestions on international activities and related matters to relevant departments, and be responsible for the full implementation after approval. Promote international exchanges and friendship with billiards associations in various countries and regions.
3. Responsible for coordinating and organizing billiards competitions and training at all levels in the country, strengthening the contact and exchange between associations and clubs, and enhancing the unity and friendship between billiards players and workers.
4. Draw up the management system and competition system of billiards coaches and athletes, and report to the state sports administrative department for approval before implementation.
5 responsible for coordinating and organizing the training of billiards coaches, referees and athletes. Formulate the technical grading system for billiards players, coaches and referees. Responsible for the examination and handling of athletes' qualifications.
6. According to the regulations of the state sports administrative department, the National Sports Federation and the Chinese Olympic Committee, select and recommend national team coaches and athletes, and be responsible for organizing national team training and participating in billiards competitions.
7, responsible for sending coaches to teach abroad and centralized management of individual athletes to train and compete abroad.
8. Be responsible for coordinating and organizing billiards scientific research.
9. Carry out business activities related to project development to accumulate funds for the development of billiards.
Chapter III Members
Article 9 The Association shall include billiards associations of all provinces, autonomous regions and municipalities directly under the Central Government, China People's Liberation Army, sports associations of various industries, affiliated billiards organizations and influential billiards places as group members. Individuals who apply for membership are approved as individual members. Honorary members will be accepted as members of the association.
Article 10 Member rights:
1. has the right to participate in and hold national competitions.
2. Give priority to participating in activities such as training courses organized by the association.
3. Have the right to put forward various suggestions to the Association on amending the articles of association, developing and perfecting billiards.
4. Have the right to vote and stand for election.
5. Have the right to apply for withdrawal.
Article 11 Obligations of members:
1, actively promote billiards and seriously abide by the rules and regulations of the association.
2. Members have the obligation to undertake the tasks assigned by the National Association.
3. Group members and individual members are obliged to provide financial assistance to the Association from time to time to develop billiards.
4. Group members are obliged to provide free venues for training and competitions organized by the association.
5. Team members are obliged to accept the technical evaluation of the site, facilities and equipment.
Twelfth in any of the following circumstances, with the approval of the China Billiards Association, its membership will be cancelled:
1. Did not pay the due amount to China Billiards Association.
2. Serious violation of the articles of association and relevant regulations of China Billiards Association.
3. Causing great reputation or economic losses to China Billiards Association.
Chapter IV Organization
Article 13
1. The National Committee of China Billiards Association is the highest authority of the association.
2. The secretariat of China Billiards Association is the executive body of the association, and the National Committee is led by the chairman and vice-chairman during the intersessional period.
3. Handle the work of the Association.
4. The specialized committees of China Billiards Association are the specialized working bodies of the Association, and the secretariat is responsible for organizing and coordinating the daily work.
Section 1 National Committee
Article 14 The National Committee adopts a representative system. Representatives from relevant provinces, autonomous regions, municipalities directly under the Central Government, the People's Liberation Army, billiards associations of various industries and relevant departments will be selected to form the National Committee of China Billiards Association.
Article 15 The functions of the National Committee are:
1 Listen to the review report.
2, through the chairman, vice chairman, treasurer, secretary general, deputy secretary general and the Standing Committee.
3. To adopt and amend the Articles of Association.
4. Discuss and adopt relevant resolutions.
Article 16
1. Only the National Committee has the right to amend the articles of association of China Billiards Association.
All members of the National Committee have the right to vote.
3. The proposal to amend the articles of association must be jointly proposed by the secretariat of the association or three or more member associations before it can be submitted to the National Committee for voting.
4. The voting on the proposal to amend the Articles of Association must be attended by more than two thirds of the voting representatives.
5. The proposal to amend the Articles of Association must be approved by more than three-fourths of the voting representatives.
Article 17
1, expulsion of members and other important motions must be jointly proposed by the Secretariat or more than three member associations and member clubs, with two-thirds of the voting representatives voting and three-quarters passing.
2. Other bills must be jointly proposed by the secretariat of the association or three or more member associations, and more than two thirds of the voting representatives can vote and one half agree.
Article 18
The candidates for chairman, vice-chairman, treasurer and secretary-general of China billiards association have been fully brewed by relevant parties and reported to the state sports administrative department for approval.
Section 2 Special Committee
Article 19
The Association has the following special committees:
1, Training Competition Committee
2. Referee Rules Committee
3. Equipment Approval Committee
4. Press and Publicity Committee
Article 20
1. Each special committee consists of a chairman, several vice-chairmen and members. The director is responsible for the work of the Committee.
2. The directors and deputy directors of the special committees shall be nominated by the Secretariat and adopted by the National Committee.
Twenty-first special committees shall formulate working rules according to their functions and implement them after being approved by the chairman of the association.
Article 22
1. Responsibilities of the Training Competition Committee:
(1) Organize the training and assessment of athletes and coaches.
(2) Responsible for the recommendation and selection of coaches and athletes.
(3) Compile training materials and make TV materials.
(4) Responsible for the training of young athletes.
(5) Responsible for national and international competitions.
(6) Write a competition manual.
2. Responsibilities of the Rules Committee:
(1) Organize the training and study of referees.
(2) Organize and manage the referee team and formulate relevant disciplines and regulations.
(3) Review the translation competition rules.
(4) Recommend candidates to participate in international competitions.
(5) Examining and approving national referees.
(6) Be responsible for the interpretation of rules.
3. Responsibilities of the Equipment Approval Committee:
(1) Approve the national billiards competition equipment.
(2) Supervise and inspect the quality of the national billiards competition supplies.
(3) Recommended equipment for large-scale international competitions.
(4) Hold an exhibition of billiards equipment.
4. Press and Publicity Committee:
(1) put forward suggestions on the news propaganda work of China Taiwan Province Association.
(two) to draft and modify the relevant provisions of the news propaganda management, and report to the secretariat of the association for approval and implementation.
(3) Assist news organizations to organize and arrange the news publicity of this project.
(4) To guide and supervise the publication, competition television and broadcasting of this project.
Chapter V Funds
Twenty-third sources of funds:
1. Membership fee income.
Second, state funding.
Three. Donations from public figures, organizations and enterprises.
Fourth, the association's socialized operation generates income.
Five, paid service income and other legitimate income.
Chapter VI Television Broadcasting
Article 24
1. China Billiards Association, its member associations and member clubs have the right to broadcast live and choose through TV and radio during the billiards competition.
2. China Billiards Association is responsible for broadcasting or receiving overseas competitions.
Chapter VII Competition
Article 25
1, the official competitions of China Billiards Association at all levels in the country, and the competitions entrusted by the International Taiwan Federation or the Asian Taiwan Federation to the China Taiwan Association are directly managed by China Billiards Association.
2. The competitions between the member associations of China Billiards Association or with overseas countries or regions shall be managed by the member associations, but they can only be held after being approved by China Billiards Association.
Twenty-sixth member associations and clubs that are not registered in China Billiards Association, as well as unregistered coaches and athletes, are not allowed to participate in the official billiards competition organized by China Billiards Association.
Chapter VIII Supplementary Provisions
Article 27 The flag and emblem of the Association shall be uniformly issued by the National Committee, and no unit or individual may copy them without permission.
Article 28 The termination of the work of this Association shall be effective only with the consent of more than two thirds of its members, and it shall be responsible for clearing up the creditor's rights and debts and going through the termination formalities with the registration authority.
Article 29 The right to interpret the Articles of Association and the right to decide on matters not covered herein belong to the Secretariat of China Billiards Association.
Article 30 The Articles of Association shall come into force as of the date of promulgation.
