For example, Ningguo proposed "decisive battle in the 11th Five-Year Plan, returning to the top 100 counties", and Feixi proposed "creating the first-class in the province and striving for the top 100 in the country". In 2009, Feixi County finally became one of the "Top 100 Counties in China", ranking 94th. It is undeniable that there is still a big gap between the most counties and cities in Anhui and the "Top 100 Counties in China".
