China is rich in inland water transport resources. Since the reform and opening up, especially in recent 10 years, remarkable achievements have been made in the construction and development of inland waterway transportation in China, and a pattern of inland waterway transportation with the Yangtze River, Pearl River, Beijing-Hangzhou Canal, Huaihe River, Heilongjiang River and Songliao River system as the main body has been formed. The trunk line of the Yangtze River has become the largest and busiest navigable river in the world, which has played an important role in promoting the coordinated development of river basin economy. However, there is still a big gap between the development level of inland river transportation in China and the requirements of the development of national economy and comprehensive transportation system. In order to further develop the advantages and potential of inland waterway transportation, the following suggestions are put forward to speed up the development of inland waterway transportation such as the Yangtze River.

First, fully understand the significance of accelerating the development of inland water transport such as the Yangtze River.

(1) Accelerating the development of inland waterways such as the Yangtze River is conducive to building a modern comprehensive transportation system. Inland river transportation has the advantages of large transportation capacity, small floor space and low energy consumption. Speeding up the development of inland river transportation, realizing the organic connection between waterway transportation and highway, railway, aviation, pipeline and other modes of transportation, developing multimodal transport, and giving full play to the comparative advantages and combined benefits of various modes of transportation are conducive to optimizing the transportation structure, reducing the cost of social comprehensive logistics, changing the mode of transportation development, enhancing the function of national defense transportation and building a modern comprehensive transportation system.

Major inland ports such as the Yangtze River and important ports in some areas have been built into large-scale, professional and modern port areas. Transport ships are standardized and large-scale, and the average tonnage of transport ships on the Yangtze River trunk line exceeds 2,000 tons.

For new water conservancy and hydropower projects and bridges and other infrastructure, we should fully consider the development requirements of inland river transportation. Establish an emergency mechanism for pollution accidents in inland river transportation, and equip with pollution emergency treatment equipment to improve the ability of rapid response and disposal. Construction of onshore reception and treatment facilities for ship domestic garbage and oily sewage. Strict implementation and gradual improvement of ship emission standards. Relying on major inland ports, we will scientifically plan and build logistics parks and special customs supervision areas, expand modern comprehensive service functions such as port distribution, processing, commerce, finance, insurance, shipping trade and shipping transactions, and develop modern logistics.

People's governments at all levels should further increase investment in the construction and maintenance of inland river transportation, and the state will continue to increase investment, strengthen the infrastructure construction of waterways, support and security systems, inland river ports, etc. in the central and western regions, arrange certain funds to guide the standardization of ship types, and eliminate old transport ships in advance. Local people's governments at all levels should actively arrange financial funds for the construction of inland waterways, and gradually expand the scale of funds according to the needs of construction. Encourage and support port and shipping enterprises to issue stocks and corporate bonds and build ports, docks and logistics parks. Deepen the research on financial policies to support the development of inland waterway transportation, and actively guide foreign capital and private capital to invest in the construction and maintenance of inland waterway transportation infrastructure.

(16) Improve laws and regulations. Establish and improve the relevant laws and regulations system of inland waterway development, speed up the introduction of waterway law, improve the relevant laws and regulations of waterway management, speed up the formulation of local laws and government regulations to promote the development of inland waterway, protect inland waterway resources according to law, safeguard the legitimate rights and interests of inland waterway, and standardize the behavior of departments, localities and enterprises.

(17) Protection of shoreline resources. Strengthen the layout planning and overall planning of inland ports, scientifically formulate the planning scheme of port shoreline utilization, and ensure the sustainable development of inland ports. Strengthen planning and supervision, strictly examine and approve the use of port coastline, encourage the development of specialized and large-scale public port areas, and ensure the orderly development and rational utilization of port coastline resources. Effectively protect the port shoreline resources, and without obtaining the shoreline use license according to law, the construction of wharf facilities shall not be started.
