Under the current severe economic situation, it is of great significance to strengthen the construction of quality integrity.
First, strengthening the construction of quality and integrity is an important measure to cope with the international financial crisis, implement policies and measures to expand domestic demand, maintain growth and adjust the structure, and promote steady and rapid economic development. At present, the problems existing in China's industrial quality are closely related to the imperfect quality credit system and the failure to implement the product quality responsibility of enterprises. Quality integrity is the key factor for enterprises to win consumers and win the market. Facing the grim situation of shrinking external demand and insufficient domestic demand, we must put the construction of quality integrity in a prominent position, attach importance to credibility and defense, develop varieties, improve quality, build brands and services, boost the confidence of investors and consumers, enhance market competitiveness, stabilize exports, expand domestic demand, tide over difficulties and promote development.
Second, strengthening the construction of quality and integrity is an important content to promote the construction of social credit system and improve the socialist market economic system. Credit is the cornerstone of modern market economy. The lack of quality credit not only seriously damages the interests of consumers and the development of enterprises themselves, but also disrupts the market economic order and tarnishes the national reputation. To improve China's socialist market economic system, give play to the basic role of market mechanism in resource allocation and improve the efficiency of market economy, we must take quality and integrity as the core, vigorously strengthen the construction of social credit system, and fundamentally standardize and maintain the market economic order.
Third, strengthening the construction of quality and integrity is an important guarantee for adhering to the people-oriented, safeguarding the legitimate rights and interests of consumers, and promoting the improvement of people's livelihood and a harmonious society. The quality of industrial products is related to people's quality of life, physical health and life safety. An enterprise that lacks quality and integrity cannot stand on the market, let alone develop healthily. With the gradual improvement of market rules and the continuous strengthening of public opinion supervision, enterprises must put quality and integrity construction through all aspects of development strategy, production and operation, marketing, internal management, etc., based on integrity, strive for perfection, build brands, establish images and seek development.
Quality integrity is not only a moral issue, but also a legal issue; It is not only an economic problem, but also a social problem. Strengthening the construction of quality integrity is a systematic project, which needs to give full play to the role of the government, associations, enterprises, consumers and all walks of life, and cooperate vigorously to form a joint force. Here I have the following five experiences.
First, strengthen the legal system and improve the institutional environment. System is the foundation and cornerstone of quality credit construction. Government departments should strengthen communication and cooperation, conduct in-depth investigation and study, vigorously promote the improvement and implementation of planning, policies and standards, and implement the principle of good faith in specific laws and regulations. Give full play to the role and advantages of various associations and other intermediary organizations, accelerate the establishment and improvement of quality credit rating system and mechanism, and constantly improve the institutional environment for quality credit construction.
The second is to improve product quality and strengthen the foundation of integrity. Product quality is the foundation of enterprise quality integrity construction. Enterprises should adapt to the market demand, strengthen independent innovation, strengthen internal management, speed up variety renewal, improve quality, build brands, improve services, and provide high-quality products and services to the society. Government departments should comprehensively use quality planning, industrial policies, technical standards, technological transformation, enterprise management, rules and regulations and other means to guide and support enterprises to strengthen quality work. Summarize, exchange and popularize advanced quality management methods and establish a quality service system to support the development of the industry.

In June, the Association forwarded the Notice of the Ministry of Civil Affairs on Developing Industry Self-discipline and Integrity Creation Activities of Trade Associations to the member enterprises of our Association, clearly pointing out that this is a guiding document for strengthening the construction of trade associations and has important practical significance. It requires all member enterprises to study hard and deeply understand the spiritual essence, and calls on all our member units to create an upsurge of strengthening industry self-discipline and developing honest service in the customs declaration industry in Beijing through this study.
Our company actively responded to the call of the association, carefully studied relevant documents, and combined with the actual work. Through study and practice, we have deepened our understanding of honesty and credit construction. Here I will report to you from three aspects:
First, to keep your promise, you must first abide by the law.
Whether it is the customs, the consignee or consignor of import and export goods, or customs declaration enterprises, they must abide by relevant customs laws and regulations. Compared with laws and regulations in other fields, a series of customs laws and regulations in China are still very perfect, first of all, they are in line with international standards. Because we not only joined the WTO, but also became a member of the World Customs Organization as early as 1983, our customs laws and regulations not only conform to China's national conditions, but also take into account the relevant agreements with international organizations, so the relevant customs laws and regulations in China are relatively perfect and rigorous.
Then, as a customs declaration enterprise, how to strengthen industry self-discipline and carry out honest service? I think the first thing is to strictly abide by customs regulations. It is hard to imagine that we will honestly and credibly provide illegal services to our customers. This situation, which is both trustworthy and illegal, is illogical in itself, because we should be trustworthy not only to our customers, but also to our country, that is, to our customs. Being honest and trustworthy to the customs means ensuring that the matters we declare to the customs are true and reliable, and going through the formalities in strict accordance with the procedures stipulated by the customs. Keeping faith with customers puts forward higher requirements for us, that is, we should not only know, understand and abide by the law. It is also necessary to preach relevant legal knowledge to customers, so that customers can obtain their commercial interests on the basis of obeying the law. Therefore, the premise of honest service is to abide by the law.
I once had a colleague, and a typical seemingly trustworthy incident happened to him, which was actually illegal. When he used to work in our company, we nicknamed him "Dare" because he was reckless and unrestrained. Later, about 1996, I resigned and started my own freight forwarding company, also doing customs declaration services. His business is still booming and his income should be good. However, a few years ago, I heard that something had happened to him. It is said that in order to attract customers, he declared and paid taxes to the customs at a price far lower than the actual transaction price. He did cash it himself, saving customers customs duties and value-added tax, but he finally paid a high price for it. He was sentenced to prison for many years and should be out of prison now. I don't know whether he still works in this industry.
Therefore, keeping promises must first abide by the law. What laws do you obey? You can find them all on the website of the General Administration of Customs, including the following laws and regulations, including: customs law, customs regulations, customs administrative punishment regulations, administrative licensing law, and departmental regulations and normative documents formulated according to the above laws and regulations.
Second, the gains and losses of integrity construction
Just as reinforced concrete is needed to build a house, so is the integrity of the building. The quality of a house is in direct proportion to its construction cost. Similarly, if you want to build an honest high-rise building, you can't cut corners and bear the cost. To put it bluntly, when it's time to bleed, you have to bleed. At the end of last year, a customs broker of our company accepted the client's entrustment to declare a ticket of wine imported from Chile. Because the customs declarant didn't know the agreed tax rate between China and Chile, he didn't submit the certificate of origin enjoying the agreed tax rate to the customs, and didn't apply for tax payment according to the agreed tax rate, resulting in the customer overpaying about 50,000 yuan. Later, after the customer found out, the customs broker explained this to me. He explained that although the customer provided the certificate of origin, he only provided an original, did not explain whether the certificate of origin was used for customs declaration or inspection, and did not require us to declare at the agreed tax rate, so she used this certificate of origin for inspection instead of customs declaration. The key point is that the customer did not mention the tax rate wrong when paying taxes, and immediately paid taxes according to the amount of the tax bill and went through the release procedures. Therefore, our customs broker thinks that this matter has nothing to do with our company and the customer should bear the losses. Although I listened patiently to her explanation, I was already impatient. I told her that our clients chose us because we are professionals. A client finds us just like a patient finds a doctor, entrusting us with a field he doesn't understand. They need our professional advice and services. If our ignorance or negligence brings losses to our customers, the responsibility for this matter lies with us. At this moment, any explanation will look pale and powerless, so let us take responsibility. So I asked her to call the customer immediately and said two words: First, "Because of our negligence, you paid more taxes, which is our fault." Second, "our company will bear the extra tax, and we will pay attention to it next time." When customers heard this, their attitude towards us changed. I can feel each other's words are full of understanding, sympathy and respect. This customer later said that they were also negligent and offered to contact the customs first to see if they could get a tax refund. Even if they can't get the tax refund, they don't need us to pay. This loss will be included in our future business charges, and we will give them a certain discount in several votes and gradually digest it. It is precisely because we are honest and trustworthy, have the courage to undertake, and have won the trust of our customers. This customer not only became our loyal friend, but also introduced several new customers to us. Through this incident, we realize that it is not easy to establish our own image of honesty by shouting a few slogans without making practical efforts. Because both customers and everyone who deals with us actually value our performance in front of interests, especially in the choice of some practical interests. If we make the right choice, although we will suffer some economic losses, we will also gain the trust of the other side. In fact, as long as we understand this, it is completely possible and should be done to abandon some immediate interests and create long-term integrity. Because only in this way can we fundamentally safeguard our long-term interests. As the saying goes, "give up small profits and gain big profits."
There is also an opposite case, which touched me a lot. About 2000. A friend of mine in Tianjin used to work in Tianjin Shipping Company, but later resigned to work in our Tianjin branch and contracted the marine export department of our Tianjin branch. It is reasonable to say that his business has nothing to do with import declaration, but one day he called me and proudly boasted that he had received an import business a few days ago and made more than 70 thousand at once. I said, how can there be so much profit? He said it was an import business for importing duty-free equipment. According to past practice, the customs should collect supervision fees. However, in the actual customs declaration process, because this unit applied for tax exemption, it was also allowed to be exempted from the supervision fee, so the on-site customs did not levy this fee. Because the customer's agent didn't know this, he still agreed to pay the supervision fee according to the usual practice, while my colleague in Tianjin charged the customer the so-called customs supervision fee at 0.3% of the value of the goods, which made a big profit. I listened to what he said with relish, so I have two feelings. The first is envy, envy that he earned this money too easily. Secondly, I don't think it's appropriate for him to do this, and it's not a long-term solution, because this dishonest deception will definitely bring negative effects. Although this effect may not be immediate, just as bad living habits will eventually damage his health, dishonest deception will subtly affect his healthy development in this industry and even ruin his future. Later, he left our company to register a freight forwarding company and became the boss. 10 I haven't heard from you for years. Just before the Spring Festival this year, he called me. He said that dry freight forwarders have not made any money in recent years, and now they have stopped doing it. He has switched to insurance and now sells life insurance in Ping An Insurance Company. I think he started a company as a boss, and now he is selling life insurance, which should not be considered progress. His present situation reminds me of the supervision fee he earned more than ten years ago. It seems to be a warning to us. Although we have made a small profit without honesty, we will eventually lose the whole market. As the saying goes, "be greedy for petty gain and lose great benefits."
Third, three aspects of credit construction.
According to the Buddhist point of view, a person's practice is realized from three aspects: body, language and mind. Body represents our actions, language represents our language, and meaning represents our thoughts. Integrity construction also needs to be practiced from these three aspects.
First of all, we should have a correct understanding of the construction of honesty and realize that honesty is the foundation of our career. Without integrity, it is difficult for our enterprise itself to survive, and even as a whole industry, it is difficult to survive without integrity. We know that industrial and commercial registration used to be a very popular industry, but due to the existence of a large number of black intermediaries, the self-discipline and integrity construction of this industry have not been fundamentally improved, and it has caught up with this year's decentralization. From March of 1 year, the capital verification of registered capital was cancelled, making it easy to register a company, which greatly squeezed the living space of intermediaries.
Secondly, in our language, we should keep our promises, that is, we should practice the spirit of contract. Modern society is a contract society, and the spirit of contract is the most basic cultural bottom line of a modern society, the foundation of a country's survival and development, and the cornerstone and soul of a market economy. And our language includes written language, spoken language, body language and so on, and the generalized language includes all the expressions of our consciousness. No matter how we express ourselves, we need to be very careful. Because once we succeed, we must do everything possible to achieve it.
In addition, in terms of action, only action is the direct means for us to change the status quo and transform the world. All our thoughts and words will eventually be put into action, and our actions will fully reflect our integrity. The quality of integrity construction is mainly judged by actions.

Under the condition of market economy, many people put money first and forget the essence of being a man. The media reports cheating from time to time. People all over the world often feel that the world is getting worse and worse, and the traditional "benevolence, righteousness, courtesy, wisdom and faith" of China people has been destroyed, resulting in the lack of trust between people and the destruction of social order and good customs. In a trance, China, which seems to be known as the state of etiquette, lost the aura of civilization and fell into the edge of darkness.
But the fact is not as bad as we thought. Count carefully, no matter from the media or from our own side, there are many people who are loyal and sincere like Teacher Chen. In fact, we are expressing our yearning for beauty and respect for honesty, and it is the self-diagnosis and adjustment of ugly phenomena in society by social mechanisms.
Honesty has never completely left us, and all the beautiful things in our cultural tradition have never really left us. They are rooted in the depths of our souls and will jump out when necessary to remind us to be an honest person, a person with integrity and conscience.

It is true that the society is still very complicated. The "angels" and "demons" in our minds always coexist and are always "struggling". It is hard to say when the "devil" will prevail. At this time, we need external forces to help our "angels", so let's strengthen our own constraints. Recently, the Central Civilization Committee issued the "Opinions on Promoting the Institutionalization of Integrity Construction", which is an important measure for the state to intervene in social moral construction. I think this Opinion is very necessary and timely. With the development of China's economy, we should keep up with the pace of social moral construction. Moreover, the construction of honesty is not only the need of social morality, but also the need of maintaining the normal economic order-don't forget, the market economy is a contract economy and an economy based on honest management. Although we have a variety of legal norms to adjust the behavior of individuals in the market, the law is mandatory after all, and there will be some loopholes in the law. Only by truly planting the concept of honesty in people's hearts and externalizing it into people's behavior can our social moral level be truly improved and our social and economic order be truly "modernized".
