Chapter I General Provisions Article 1 In order to prevent fires, reduce fire hazards, strengthen emergency rescue work, protect personal and property safety and maintain public safety, these Regulations are formulated in accordance with the basic principles of the Fire Prevention Law of People's Republic of China (PRC) and other relevant laws and administrative regulations, and in light of the actual situation of Shenzhen Special Economic Zone. Article 2 Fire control work shall follow the principle of putting prevention first and combining prevention with fire fighting, implement the responsibility system for fire control safety, and establish and improve a socialized fire control network in accordance with the principles of unified leadership of the government, supervision by departments according to law, overall responsibility of units and active participation of citizens. Article 3 The municipal and district people's governments (hereinafter referred to as municipal and district governments) shall be responsible for the fire control work within their respective administrative areas.

The municipal and district governments shall incorporate fire control work into the national economic and social development plan, increase fire control investment, and ensure that fire control work is compatible with economic and social development. Fourth fire control work is supervised and managed by the municipal public security organs, and the fire control institutions of the municipal public security organs are responsible for the specific implementation.

The relevant departments of the municipal and district governments shall, within the scope of their respective duties, do a good job in fire control according to law.

Sub-district offices and public security police stations shall conduct fire control supervision and inspection in accordance with these regulations and relevant provisions, and carry out fire control publicity and education activities. Article 5 All units and individuals have the obligation to maintain fire control safety, protect fire control facilities, prevent fires and report fire accidents. All units and adults have the obligation to participate in organized fire fighting.

The residents' committee shall formulate a fire safety convention, assist the government and public security organs and other departments to carry out fire prevention publicity and education, and report the implementation of the fire safety convention to the local police station. Article 6 Every year 1 1.9 is Shenzhen Fire Day. Chapter II Responsibility for Fire Safety Article 7 The municipal and district governments shall perform the following duties:

(a) to organize the implementation of fire laws and regulations;

(two) to study and solve major problems in fire control work within their respective administrative areas;

(three) to organize fire prevention publicity and education to raise public awareness of fire prevention;

(four) the establishment of emergency rescue mechanism to deal with fires and special disasters, unified leadership of fire fighting and emergency rescue work;

(five) organize relevant departments to jointly carry out fire safety inspection;

(six) regularly listen to the report of the fire department of the public security organ;

(seven) to urge the relevant departments and enterprises to implement the responsibility of fire safety and production safety;

(eight) other duties as prescribed by laws and regulations. Article 8 The Municipal Fire Safety Committee shall perform the following duties:

(a) to review the fire planning and fire safety policies, and to provide advice for the decision-making of the municipal government;

(two) to conduct a comprehensive analysis and evaluation of the fire safety situation on a regular basis and report the situation;

(three) to urge important departments, key industries, key fields and key fire safety units to perform their fire safety duties and implement the fire safety work of their own departments and systems;

(4) Organizing the aftermath of major fire accidents;

(five) to coordinate the relevant departments to jointly carry out fire law enforcement inspection and fire safety special inspection;

(six) to review the list of key fire safety units proposed by the fire department of the municipal public security organ;

(seven) other fire safety work determined by the municipal government.

The Municipal Fire Safety Committee consists of the deputy mayor in charge of fire control work and the person in charge of relevant departments. The meeting of the fire safety committee shall be convened by the deputy mayor in charge. Article 9 Fire control institutions of public security organs shall perform the following duties:

(a) the implementation of fire laws and regulations, to carry out fire supervision and inspection according to law, investigate and deal with fire violations;

(two) to participate in the preparation of fire planning;

(three) to carry out fire safety publicity and education, organize and guide fire drills;

(four) to provide professional guidance for the duty, training, rescue and management of full-time fire brigades and volunteer fire brigades;

(five) according to the implementation of the construction project fire design review, acceptance, filing, spot checks and public gathering places put into use, fire safety inspection before business;

(six) to draw up a list of key units of fire safety, and after examination and approval by the Fire Safety Committee, the public security organ shall report it to the government at the same level for the record;

(seven) supervision and management of fire technical service institutions;

(eight) responsible for or involved in the investigation of fire accidents;

(nine) in accordance with the provisions of the state to organize fire fighting and rescue and participate in other emergency rescue work;

(ten) other duties as prescribed by laws and regulations. Tenth street offices shall perform the following duties:

(a) to carry out publicity and education on fire safety and guide the residents' committees to formulate fire prevention conventions;

(two) regularly assess the fire safety situation in this area;

(three) to assist the fire control institutions of public security organs in organizing, managing and training fire safety ambassadors;

(four) to urge and assist the relevant units to establish full-time fire brigades or volunteer fire brigades;

(five) to assist the fire control institutions of public security organs in conducting fire control supervision and inspection;

(six) to assist the fire control institutions of public security organs to carry out fire fighting and rescue work;

(seven) other fire control work assigned by the district government.

Sub-district offices may entrust fire control technical service institutions to evaluate the fire control work in this area, and the evaluation report shall be reported to the district government and the fire control institutions of public security organs for the record. Eleventh police stations shall perform the following duties:

(a) to supervise and inspect the residents' committees, property service enterprises and relevant units to establish and improve the fire safety work system and implement the duties of fire safety work;

(two) in accordance with the provisions of this Ordinance to punish fire violations or promptly transferred to the fire control institutions of public security organs for investigation;

(three) to assist the fire control institutions of public security organs in investigating fire accidents;

(four) to investigate and deal with fire violations reported and complained in accordance with the scope of duties;

(five) to carry out publicity and education on fire safety;

(six) other duties as prescribed by laws and regulations.

The specific implementation measures for the police station to carry out fire safety supervision and inspection shall be formulated separately by the municipal public security organ.
