The Ministry of Transport is responsible for the supervision and management of national highway overrun detection stations.
The transportation departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall be responsible for the supervision and management of highway overrun detection stations within their respective administrative areas, and shall be responsible for the planning and acceptance of highway overrun detection stations.
The transportation departments of the people's governments at the city and county levels shall be responsible for the supervision and management of the highway overrun detection stations within their respective administrative areas in accordance with the provisions of the People's Republic of China (PRC) Highway Law, the Regulations on Highway Safety Protection and other laws, regulations and rules.
Highway management agencies are responsible for the specific supervision and management of the construction and operation of highway overrun detection stations. Article 4 As an agency of highway management organizations, highway overrun detection stations are mainly responsible for:
(a) to publicize, implement and enforce the laws, regulations, rules and policies of the state on the control of over-limit vehicles;
(two) to formulate various management systems for highway overrun detection stations;
(three) to identify, investigate and correct the illegal acts of over-limit vehicles driving on expressways according to law;
(four) to supervise the parties to take corrective measures such as unloading and repackaging the over-limit transport vehicles to eliminate the illegal state;
(5) Collecting, sorting out and reporting data and dynamic information related to investigation and law enforcement;
(six) to manage and maintain the facilities, equipment and information systems of highway overrun detection stations;
(seven) other duties as prescribed by laws and regulations. Article 5 The transportation departments of the people's governments at or above the county level shall make overall arrangements for the construction and operation of highway overrun detection stations in the approved highway management budget, with special funds for special purposes. No unit or individual may intercept, occupy or misappropriate. Article 6 The transportation department of the local people's government at or above the county level may, under the unified leadership of the people's government at the corresponding level, jointly organize law enforcement officers such as road administration and traffic police, and carry out joint law enforcement on over-limit vehicles at highway inspection stations according to their respective functions and duties. Chapter II Planning and Construction Article 7 Highway overrun detection stations are divided into primary detection stations and secondary detection stations according to their layout and functions:
(1) Class I checkpoints are mainly used to monitor important sections and nodes of the national highway network, such as provincial boundary entrances of national or provincial roads, intersections of multiple national or provincial roads, and main channels for inter-provincial cargo transportation.
(2) The second-level checkpoint is mainly used to monitor the important sections and nodes of the regional highway network, such as the cargo distribution centers of ports and docks, factories and mines, the main access sections of freight stations, and the main channels of cargo transportation in the province. Article 8 The establishment of highway overrun detection stations shall follow the principles of unified planning, rational layout, total amount control and timely adjustment. The transportation departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall put forward plans and report them to the people's governments at the corresponding levels for approval. Among them, the setting of the first-level detection station should also conform to the planning of the Ministry of Transport on the over-limit detection station.
The highway overrun detection station approved to be set up shall not be revoked or changed without the consent of the original approval authority. Article 9 The full name of a highway overrun detection station shall be named in the form of "name of highway management organization+name of the location of overrun detection station+overrun detection station", and its appearance requirements such as color and logo shall comply with the provisions in Annexes 1 and 2. Tenth highway overrun detection station construction, in addition to meet the requirements of relevant technical specifications, should also follow the following principles:
(1) Priority is given to the location of key nodes of the highway network;
(two) try to choose a place with broad vision, convenient water and electricity and convenient life;
(three) due to objective conditions, it is really necessary to stay away from the main road construction, and an auxiliary road connecting the main road and the checkpoint area should be built;
(4) Make overall consideration of factors such as road network operation monitoring, emergency materials reserve for road emergencies, and make full use of existing facilities, equipment, manpower, information and other resources along the line to enhance the comprehensive function of the detection station and reduce operating costs. Eleventh construction of highway overrun detection station, should be based on the needs of vehicle overrun detection, reasonable set up the following functional areas and facilities:
(1) Basic functional areas such as detection, law enforcement, unloading and parking are used for vehicle overrun detection;
(2) Auxiliary facilities such as traffic safety, traffic diversion, video monitoring, network communication and lighting for vehicle overrun detection in the station area;
(3) Necessary daily office and living facilities.
For expressway overrun detection stations with large traffic volume and heavy management tasks, non-stop pre-inspection facilities can be set up on the main roads to identify overrun transport vehicles in advance.
