Airworthiness management is a technical management aimed at ensuring the safety of civil aircraft.

The contents of airworthiness management are as follows:

1. Formulating and supervising the implementation of airworthiness regulations, standards, procedures, instructions or notices related to aircraft is the basis of airworthiness management;

Obtaining type certificate is a prerequisite for approving production. Model design is a kind of property right. Type certificate can transfer it, but it must notify the Civil Aviation Administration in writing. 3. Examining and approving the production licenses of aircraft, engines and propellers, and issuing production licenses; Examining and approving the design and production of other civil aviation products, and issuing the Manufacturer's Approval Letter or the Project Approval Letter as stipulated in the Technical Standards. This is to ensure that each product conforms to the model design and is in a safe state of use. In order to obtain such certificates, the manufacturer must maintain an approved quality control system or production inspection system that conforms to the products. The products thus produced can obtain airworthiness certificates or use airworthiness certificates or marks. The Civil Aviation Administration appoints representatives of professional production inspection to supervise in the factory, and regularly analyzes, inspects and reviews its quality assurance system;

4 to inspect and identify the aircraft that has obtained the nationality registration certificate and issue the airworthiness certificate. Fill in the nationality mark and registration mark, manufacturer's name and model, factory number and application category of the aircraft on the certificate. The certificate shows that the aircraft has reached the airworthiness standards of this kind of aircraft in China and ICAO, and maintained airworthiness under the conditions of flying within its performance limits and correct maintenance. The airworthiness certificate must be displayed on the plane and transferred with the plane. It is illegal to fly without a valid airworthiness certificate;

Issue an export airworthiness certificate or airworthiness label to the domestic aviation product exporter, which proves that the product meets the airworthiness standards of the country, but this certificate is not used as proof that the aircraft is allowed to operate. According to the application of foreign aviation product manufacturers, the Ploughshares are reviewed, and type approval certificates or design approval certificates are issued to prove that they meet the airworthiness standards or requirements of the country or are equivalent to the country. At the same time, this model of products must have an export airworthiness certificate issued by the state before they can be exported. In order to facilitate the mutual recognition of test results, type design certificates or marks, and avoid repeated evaluation and inspection by manufacturing countries according to the requirements of importing countries, there is a bilateral airworthiness agreement between importing countries and exporting countries, which is not trade-oriented but technical. In the case that modern aircraft tend to design and produce in series, this agreement is also conducive to cooperative research and development. Each party to the agreement has the responsibility to provide the other party with its own regulations, standards, requirements and explanatory or consulting documents on airworthiness management at any time.
