New infrastructure (that is, new infrastructure construction) is not a new concept. The new infrastructure is explained as follows:

As early as 20 18, the Central Economic Work Conference proposed "accelerating the pace of 5G commercialization and strengthening the construction of new infrastructure such as artificial intelligence, industrial Internet and Internet of Things". Since the beginning of this year, relevant central meetings have mentioned relevant contents four times. The frequent appearance of "new infrastructure" has become a hot word of widespread concern in society, but there has never been a very clear definition. In layman's terms, the new infrastructure mainly includes seven areas: 5G infrastructure, UHV, intercity high-speed rail and urban rail transit, new energy vehicle charging piles, big data centers, artificial intelligence, and industrial Internet.

On April 20 this year, the National Development and Reform Commission made an authoritative interpretation of the new infrastructure: the new infrastructure is an infrastructure system that is guided by new development concepts, driven by scientific and technological innovation, and based on information networks, providing digital transformation, intelligent upgrading and innovative services for high-quality development needs. With the technological revolution and industrial transformation, the connotation and extension of new infrastructure will not remain unchanged.

The new infrastructure mainly includes three aspects:

Information infrastructure. It mainly refers to the infrastructure based on the evolution of a new generation of information technology, such as communication network infrastructure represented by 5G, Internet of Things, industrial Internet and satellite Internet, new technology infrastructure represented by artificial intelligence, cloud computing and blockchain, and computing infrastructure represented by data centers and intelligent computing centers.

Converged infrastructure. It mainly refers to the deep application of Internet, big data, artificial intelligence and other technologies, supporting the transformation and upgrading of traditional infrastructure, and then forming integrated infrastructure, such as intelligent transportation infrastructure and smart energy infrastructure.

Innovative infrastructure. Mainly refers to the public infrastructure supporting scientific research, technology development and product development, such as major scientific and technological infrastructure, science and education infrastructure, industrial technology innovation infrastructure, etc.
