Air Traffic Control Bureau refers to the Air Traffic Management Bureau of the General Administration of Civil Aviation of China, which is the functional organization of the General Administration of Civil Aviation to manage the national air traffic service, civil aviation communication, navigation, surveillance, aviation meteorology and navigation information. The responsibility is to prepare the medium and long-term development plan and annual construction plan of civil aviation air traffic control system.

The current industry management system of China civil aviation air traffic control system is composed of three levels of management: the Air Traffic Control Bureau of the General Administration, the Air Traffic Control Bureau of the Regional Administration and the Air Traffic Control Center. The operation organization form is basically a three-level air traffic service system with area control, approach control and airport control as the main lines.
The air traffic control bureau is equivalent to the traffic management bureau. It is a public institution and an air traffic controller in charge of directing flights. The work of air traffic control includes clearance, ground taxi guidance, take-off and landing instructions, climb, cruise and descent guidance. Generally, air traffic control is divided into tower, approach, area dispatching and other seats.
Airlines are enterprises engaged in passenger transport and freight transport. Airlines are equivalent to automobile transportation companies, air transportation carriers and for-profit enterprises. The employees of airlines include pilots, flight attendants, dispatchers, maintenance personnel and ground crew. The dispatcher is responsible for flight planning, release, monitoring and coordination.
