From the experience and lessons of every major earthquake, disaster in the event and analysis of the causes of earthquake disasters, we can clearly see that all buildings built on soft foundations, on buildings, on rivers and along the banks of buildings, and the buildings designed or built according to the seismic design code for seismic safety evaluation have been completed, and no seismic reinforcement has been carried out on the buildings. In the sudden earthquake attack, it suffered serious damage. However, all people lack the knowledge of earthquake prevention and disaster reduction, and often appear in panic, or jump or run, or are easily affected by earthquake rumors and blind actions, which may cause harm in earthquake disasters and accidents, but they should be avoided. Again, whoever set up an emergency organization or did not organize training drills before the earthquake, after the earthquake, was helpless, ineffective in rescue, unable to do anything, and harmful. On the other hand, those who carry out construction and seismic reinforcement in strict accordance with the legal requirements and the seismic requirements of building projects, and have the awareness of disaster reduction and knowledge of earthquake prevention of existing structures, make plans and implement disaster reduction activities as planned, and receive obvious effects in disasters, such as the collapse of buildings, which are not damaged in the earthquake, but the earthquake-proof people survive. After the correct implementation of the plan, or due to rapid emergency response, casualties and property losses are greatly reduced. These two facts, as well as the Japanese earthquake in 1985, the Kobe earthquake in 1995, the Taiwan Province Strait earthquakes in 1998 and 1999, and the Turkish-Indian earthquake in 2000.
This gives us some enlightenment: in order to obtain clear results, people should be free from danger at ordinary times, and should have a sense of urgency in prevention, establish the concept of prevention, and conscientiously implement preventive measures, so that the earthquake-proof and earthquake-resistant ability of engineering construction, communities and cities will become safe cities that truly meet the earthquake-resistant requirements. In our previous post-disaster emergency operations, we always thought of adequate preventive measures beforehand, and this plan should be formulated in accordance with the regulations. Earthquake disasters should be defended beforehand, with high quality. In strict accordance with the requirements of earthquake prevention and disaster reduction, formulate disaster prevention plans, formulate emergency plans, improve disaster reduction operation systems and information networks, do a good job in urban construction and seismic fortification, and administer according to law. To make all kinds of preparations for emergency work before disasters occur, it is necessary to supervise, inspect and urge the state to solve them according to law, which is the most effective way and road for urban disaster relief.
