Policy content: improve the mechanization level of grain and major agricultural products production, adhere to the green ecological orientation, promote the publicity of machinery subsidies within the scope of subsidies, promote the socialized service of agricultural machinery, focus on improving the level of institutionalization, informationization and facilitation, ensure the clean and efficient implementation of policy norms, and continuously improve public satisfaction and policy realization. According to the actual situation, all localities can further narrow the scope and highlight key points. Counties (cities, districts) should take further measures within the amount of subsidies, and implement open subsidies for machines and tools that support green development, such as no-tillage seeders, peanut harvesters, high-efficiency plant protection, primary processing of agricultural products, residual film recycling, resource utilization of livestock and poultry manure, and harmless treatment of dead livestock and poultry.

4. Procedures for purchasing subsidies for agricultural machinery: (1) Independent purchase. After inspection, the purchaser himself brings the purchase invoice, bargaining receipt, ID card and social security card to apply for subsidies; (3) Payment of subsidy funds. The competent department of the county agricultural and rural bureau conducts spot checks and verifications, and after publicity without objection, collates and summarizes the subsidy settlement materials and submits them to the financial department for subsidy payment.
5. Responsibility of subsidy buyers and agricultural machinery production and marketing enterprises: the subsidy object is responsible for the authenticity of the independent purchase behavior and the purchase of machinery, and the buyers and agricultural machinery production and marketing enterprises are responsible for the authenticity of the submitted agricultural machinery purchase subsidies and application materials for the purchase of machinery, and bear legal responsibilities.
Declaration time: subsidy funds in the current year until they are used up.
Subsidy standard: agricultural machinery purchase subsidy funds are subject to fixed subsidies, that is, the same type and grade of agricultural machinery are subject to unified subsidy standards in the province in principle, and the subsidy amount is generally adjusted every year. In view of the fluctuation of market prices, in the process of policy implementation, the actual subsidy ratio of central financial funds to specific products or specific grades fluctuates within a certain range of 30%, which is in line with the policy provisions.
