Today, we hold a special working meeting here to make concrete mobilization and deployment. Next, I would like to make a few comments.
First, fully understand the importance of doing a good job in the election of deputies and nomination of candidates for the two committees.
The Tenth Party Congress is a very important meeting held at the critical period of accelerating the pace of building a high-level research university and fully implementing the Outline of the National Medium-and Long-term Education Reform and Development Plan, and it is a major event in the political life of all teachers and students. It is an important political task for party organizations at all levels in the school to do a good job in the election of deputies to the tenth Party Congress and the recommendation and nomination of candidates for the two committees, which is of great significance to ensuring the complete success of the Congress.
1. Electing deputies and recommending candidates for committee members is an important basis for convening the Tenth Party Congress. Delegates to the 10th Party Congress will shoulder the trust of Party organizations at all levels and nearly 5,000 party member, listen to and consider the report of the Party Committee and Discipline Inspection Commission of the school, reflect the opinions and demands of party member and the masses, and elect a new Party Committee and Discipline Inspection Commission of the school. Candidates for Party Committee members and Commission for Discipline Inspection will elect new members of Party Committee and Commission for Discipline Inspection to form a new working team of Party Committee and Commission for Discipline Inspection. During the term of office, the representatives and members of the two committees will participate in the discussion and decision on major issues of the school. The task is very glorious and the responsibility is very great. Therefore, the selection of delegates and candidates for members is an important basis for holding a good congress and completing its tasks.
2. Electing deputies, recommending and nominating candidates for the two committees is an important process for organizing party member to participate in inner-party democratic practice and carry out democratic centralism education. Democratic centralism is the party's fundamental organizational system and leadership system. The election of party representatives and the recommendation and nomination of candidates for the two committees fully reflect the combination of centralism on the basis of democracy and democracy under centralized guidance. The emergence of deputies and committee members is not only a process in which party member exercised his democratic rights and participated in the political life within the Party according to party constitution, but also a process in which party organizations at all levels concentrated the opinions of most party organizations and party member and realized their intentions in accordance with relevant regulations. Party organizations at all levels, while organizing party member to nominate candidates for deputies and committee members, and listening to party member's opinions on the candidates for deputies and committee members, put the education of democratic centralism through it, guide party member to correctly exercise his democratic rights, faithfully perform his obligations as a party member, abide by relevant disciplinary provisions, and consciously look up to the Party Committee, which is of great significance for further improving party member's enthusiasm and initiative in participating in party life, resolutely safeguarding the party's centralization and unity, and enhancing the party's vitality.
3. Electing deputies and recommending and nominating candidates for the two committees is an important opportunity for party member to carry out party spirit, party style and party discipline education and further promote the activities of striving for excellence. It should be every party member's persistent and conscious pursuit to strengthen the cultivation of party spirit, rectify the party style and strictly observe party discipline. It is recommended to nominate outstanding party member in recent years, especially party member advanced models in teaching, scientific research, management and service, as representative candidates, and party member leading cadres with outstanding achievements, strong dedication, strong sense of political responsibility, strong leadership, strong organizational decision-making ability and strong deliberation ability as candidates for the two committees. Second, ensure the advanced and extensive nature of the representatives.
To do a good job in the election of deputies, we must implement party constitution, carry forward democracy, strengthen leadership, select good people, and highlight the advanced nature and extensiveness. Grasping this requirement, fulfilling party constitution is the foundation, promoting democracy is the key, strengthening leadership is the guarantee, and selecting the right people is the goal.
After research by the Party Committee and approval by the higher authorities, the number of deputies to the 10th Party Congress is 180. They should be the outstanding elements in the party member of our school. They should have firm ideals and beliefs, correct political stance, good moral style, excellent work performance and strong ability to perform representative duties. Specifically, representatives of the tenth Party Congress should meet five conditions:
1. Abide by and implement party constitution in an exemplary manner, be strict with yourself according to party member standards, maintain the advanced nature of Communist party member, have lofty ideals of communism and firm beliefs of Socialism with Chinese characteristics, study hard Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and Theory of Three Represents, and thoroughly implement Scientific Outlook on Development;
2. Be able to resolutely implement the party's line, principles and policies, safeguard the party's centralization and unity, maintain a high degree of consistency with the CPC Central Committee, stress politics, take care of the overall situation, be disciplined, stand firm, distinguish right from wrong, adhere to principles, and stand the test at critical moments;
3. Being able to consciously practice the party's fundamental purpose and socialist core value system, keep close contact with the masses, serve the masses enthusiastically, abide by national laws and regulations, be fair and upright, be honest and have good moral quality;
4. Can give full play to the exemplary role of * * * in party member, take the lead in striving for Excellence, be dedicated and diligent, work hard, blaze new trails, and make remarkable achievements in teaching, scientific research, management, service, study or other activities;
5. Be able to correctly exercise democratic rights in party member, faithfully perform representative duties, have strong deliberation ability and mass work ability, actively and truthfully reflect the opinions and demands of party member and the masses, and consciously accept supervision.
With the above conditions, in recent years, those who have won awards at or above the school level can be recommended first.
According to the requirements of the higher authorities, the representatives of the Party Congress should have broad representation and reasonable structural proportion. First, it should be widely distributed. Representatives should include representatives of party member, leaders at all levels and representatives of party member at all levels; There should be representatives of teaching and scientific research as well as management and service; There should be representatives of both teachers and students; There should be representatives of both serving comrades and retired veteran comrades. Second, the structure should be reasonable. According to the requirements of superiors, the proportion of leading cadres at all levels in party member at the 10th Party Congress is about 32% (at the 9th Party Congress, it is about 30%), and the proportion of party member in the fields of teaching, scientific research, management and service is about 52% (at the 9th Party Congress, it is about 50%). The proportion of students representing party member is not more than 8% (about10% at the ninth Party Congress); The proportion of retired party member delegates does not exceed 8% (about10% at the Ninth National Congress); The proportion of female party member party member representatives is not less than 38% (about 30% at the ninth Party Congress); The proportion of ethnic minorities in party member is about 6% (about 3% at the Ninth National Congress); The proportion of party member representatives under 50 years old is generally not less than 50% (not stipulated in the Ninth National Congress).
The key to ensure the universality of representative components is to do a good job. The whole school has identified 23 electoral units, that is, each secondary party organization has 1 independent electoral units. The total number of deputies to the 10th Party Congress is 180. According to the above seven ratios, party member represents about 58 people, two-level leaders of the school and college, party member represents about 94 people, and the front line of teaching, scientific research, management and service, party member represents no more than 14, and party member represents no more than 14; Among these four categories of delegates, there are no fewer than 69 women delegates from party member, about 65,438+065,438+0 delegates from party member, and no fewer than 90 delegates from party member under 50. According to the basic situation of the electoral units in party member, the Party Committee of the school allocates the number of deputies and the proportion according to the needs of the work. See the attachment of the notice for details. All units should consider the extensiveness of the representative structure when recommending elections. For example, some units require students' representatives, lesbians' representatives and ethnic minorities' representatives, so it is best to consider party member who meets these requirements at the same time when recommending elections.
Third, ensure the representativeness and rationality of the composition of the "two committees"
The 10th Committee of China Geo University (Beijing) consists of 2 1 members, including 1 secretary and 2 deputy secretaries. The 10th Commission for Discipline Inspection of China Geo University (Beijing) consists of 7 members, including 1 secretary and 1 deputy secretary. According to the requirement that the difference ratio is not less than 20%, 26 candidates for the 10th Committee of China Geo University (Beijing) and 9 candidates for the 10th Commission for Discipline Inspection of China Geo University (Beijing) were proposed respectively.
According to the relevant provisions of the articles of association, the candidates for the "two committees" in our school must be party member, an official of China who has the right to be elected. In addition to the basic conditions, the above-mentioned party congress representatives must also meet the following conditions:
1. has a high theoretical level and can use Marxist standpoint, viewpoint and method to analyze and solve practical problems.
2 with a strong sense of reform and dedication, broad vision, open thinking, can keep pace with the times, pioneering and innovative, outstanding performance.
3. Have a strong sense of professionalism and responsibility, be pragmatic, dare to take responsibility, and have the organizational decision-making ability, cultural level and business knowledge to be competent for leadership.
4. Correctly exercise the power entrusted by the people, be honest and diligent for the people, adhere to the party's mass line, and accept the criticism and supervision of organizations and the masses with an open mind.
5. Uphold and maintain the party's democratic centralism, stress politics, take the overall situation into account, and have a democratic style of work, which has high prestige among the masses.
In addition, Party committee members should also have the ability to analyze, study and solve major problems such as party building in schools, have a strong overall concept and be good at uniting comrades. Members of the Commission for Discipline Inspection should also have a high level of policy, dare to adhere to principles, be fair and upright, and not be selfish.
The composition of the "two committees" should be conducive to strengthening and improving the party's leadership over the school. In addition to considering the position and nature of members, we should also consider the combination of young and old, complementary knowledge and ability, convenient work and other factors.
Four, conscientiously do a good job in the election of deputies and the nomination of candidates for members.
According to the requirements of the higher authorities, the procedure for selecting deputies to the 10th Party Congress in our school has to go through four main steps:
1. Nomination of candidates for Party representatives. The secondary party organizations should organize all the party member with the grass-roots party branch as the unit according to the requirements of the proportion of representatives allocated by the school party committees, and make full preparations for nomination in accordance with democratic procedures. Each official party member fills in the Nomination Form for the Candidates for the Tenth Congress of China Geo University (Beijing) in China, and the Party branch fills in the Nomination Summary Form for the Candidates for the Tenth Congress of China Geo University (Beijing) in China, and the Party branch will summarize the nominations to the secondary party organizations within the specified time.
2. Put forward a preliminary list of candidates for deputies. The secondary party organizations shall convene committee meetings according to the requirements of the proportion of representatives stipulated by the Party Committee of the school, make selection according to the opinions of most Party branches and most party member, put forward a list of candidates recommended by representatives according to the difference ratio of more than 30% of the number of representatives, and communicate with the Organization Department of the Party Committee of the school. After the exchange, the secondary party organization held a committee meeting, put forward a preliminary list of representative candidates according to the requirements of the proportion of representatives stipulated by the school party committee and the difference ratio of more than 20%, and filled in the Recommended List of Preliminary Candidates for the Tenth Congress of China Geo University (Beijing) to conduct a comprehensive investigation on the preliminary candidates one by one. On the basis of extensively soliciting opinions from people inside and outside the Party, the secondary Party organizations will
3. Determine the list of candidates for deputies. The secondary party organization shall hold a committee meeting according to the school party committee's reply to the list of preliminary candidates, and determine the list of representative candidates on the basis of full discussion, and report it to the school party committee for review according to the specified time. The qualification examination team for deputies shall review the preparation procedures and methods of the candidates for deputies submitted by each electoral unit, whether the difference ratio is in compliance with the provisions, whether the composition of deputies is reasonable, and whether the candidates for deputies meet the conditions for deputies, and report the review to the Party Committee, and give a reply after passing.
4. Determine the list of candidates for deputies and elect deputies. After receiving the reply from the Party Committee of the school to the candidates, the secondary party organizations will hold a congress in general party membership meeting or party member to fully brew the candidates and determine the candidates according to the opinions of the majority of voters. Then, according to the difference ratio of not less than 20%, the representatives will be elected from the candidates and reported to the school party Committee for examination and approval according to the specified time.
According to the requirements of superiors, on the basis of fully developing inner-party democracy, the candidates for the tenth Party Committee and Discipline Inspection Commission of our school are proposed by combining bottom-up, top-down and bottom-up. The main experience is "three ups and three downs".
1. "Once". According to the number of members of the "two committees" and the prescribed difference ratio (that is, 26 members of the Party Committee and 9 members of the Commission for Discipline Inspection), the secondary party organizations organize party member to brew nominations with the Party branch as the unit (since the Party Committee and the Commission for Discipline Inspection are working groups, retired faculty members have left their posts and are no longer nominated as candidates for the Party Committee and the Commission for Discipline Inspection); The secondary party organizations shall report all nominated comrades to the Organization Department of the Party Committee in the order of the number of Party branch nominees (indicate the number of nominated party member) within the specified time. The Organization Department of the Party Committee submits all the nominated comrades to the Party Committee of the school in the order of the number of nominees of the Party branch.
2. "one open". Convene the Standing Committee of the Party Committee of the school, and determine the preliminary list of candidates for Party Committee members and Disciplinary Committee members according to the nomination of secondary party organizations.
3. "Two strokes". On the basis of the "second list", the secondary party organizations organized party member to fully discuss the nomination with the party branch as the unit. The secondary party organizations shall report all the nominated comrades to the Organization Department of the Party Committee in the order of the number of Party branch nominees (indicate the number of nominated party member) according to the specified time. The organization department of the Party Committee will report all the nominated comrades to the Party Committee of the school in the order of the number of nominees of the Party branch.
4. "two open". Convene the Standing Committee of the Party Committee of the school to determine the intentional list of candidates for Party Committee members and Disciplinary Committee members according to the "two nominations".

5. "Three times". Second-level Party organizations will seek party member's opinions again on the "three times" list determined by the school party committee. The secondary party organizations reported party member's opinions to the Party Committee Organization Department, and the Party Committee Organization Department summarized and reported party member's opinions to the Party Committee of the school.
6. "Three opens". Convene the Standing Committee of the Party Committee of the school to determine the list of candidates for 26 Party Committee members and 9 Disciplinary Committee members.
(After the "third class", the school will report the written materials such as "Request for Instructions on the candidates of the two committees" to the Municipal Education and Work Committee and the Personnel Department of the Ministry of Education to assist the Beijing Municipal Party Committee and the Party Group of the Ministry of Education to inspect the candidates of the two committees. )

Five, pay attention to grasp several problems in the process of work
1. The definition of leading cadres and frontline party member. Party member is a leading cadre and party member is a front-line cadre, aiming at on-the-job personnel. Leading cadres mainly refer to the leading cadres at the college (department) level, among which the school-level party and government leaders belong to the category of leading cadres in party member; Party and government leaders at the department level engaged in teaching, scientific research, management and service can be regarded as leading cadres or frontline personnel; Other on-the-job personnel are all front-line personnel.
2. Actively mobilize grassroots party organizations and party member to participate extensively. According to the regulations, the recommendation and nomination of candidates for deputies and committee members should start at the grassroots level, and all grassroots party organizations and party member should participate. The Party Committee explicitly requires the nomination of candidates for deputies and members of the 10th Party Congress, and the participation of grass-roots party organizations should reach 100%, so that every party member can participate. In the process of brewing nominations, all units should not simply make hasty nominations, but must do a good job of publicity and mobilization extensively and deeply, and adopt various ways to do a good job of recommendation and nomination. Party member, in particular, is old and frail, so he can visit at home. In short, efforts should be made to make every party member effectively participate in the nomination, ensure that the participation rate of party organizations reaches 100%, and strive to achieve the education rate and participation rate of party member reach 100%. In addition to considering the position and nature of members, we should also consider the combination of young and old, complementary knowledge and ability, convenient work and other factors. The second is to insist on collective discussion and decision. In the process of electing deputies and recommending and nominating candidates for membership, we should adhere to the principle of democratic centralism and make collective discussions and decisions. The third is to solicit opinions from the grassroots. In the process of recommending and nominating candidates for deputies and members, every link should be repeated step by step, and the candidates should be selected well, and the procedures cannot be simplified instead of arrangements. Candidates who have not been recommended and nominated by lower-level party organizations cannot be listed as the selection targets of higher-level party organizations, so as to ensure the advanced and extensive nomination of representatives and the representativeness and rationality of the nomination of Committee candidates.
4. Material preparation. All units should report relevant materials in strict accordance with the prescribed time.
Six, strengthen leadership, pay close attention to implementation, to ensure the smooth progress of the election of deputies and the nomination of candidates for the two committees.

The purpose of convening the 10th Party Congress is to unswervingly hold high the great banner of Socialism with Chinese characteristics, continue to carry forward the fine style of hard work and plain living, seeking truth and being pragmatic, continue to work hard on the basis of existing development, and constantly promote school construction.
