Chapter I General Provisions Article 1 In order to strengthen urban management, improve public service level and build a civilized, harmonious and livable urban environment, these Regulations are formulated in accordance with relevant laws and administrative regulations and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the urban management activities within the area where urbanization management is implemented in this Municipality.

The people's government at the county level shall announce the areas within its jurisdiction where urbanization management is implemented and report them to the Municipal People's Government for the record. Article 3 The term "urban management" as mentioned in these Regulations refers to the activities of managing public affairs and order such as planning and construction, environmental protection and landscaping, municipal public facilities, road traffic, city appearance and environmental sanitation. Article 4 Urban management shall follow the principles of people-oriented, public participation, governance according to law, consistency of rights and responsibilities, and collaborative innovation. Article 8 The urban management department of the people's government at the city or county level is the administrative department in charge of urban management, responsible for the relevant work of urban management, and exercising the power of relatively centralized administrative punishment in the field of urban management according to law.

Housing and urban and rural construction, planning, environmental protection, water affairs, public security, civil affairs, industrial and commercial quality supervision, food and drug supervision, transportation, culture, radio, film and television, press and publication, commerce and other administrative departments shall, according to their respective functions and duties, do a good job in urban management.

Water supply, power supply, gas supply, postal services, communications, public transportation and property services. People's governments at all levels shall establish and improve the publicity and mobilization, organization and management, encouragement and support system and organization and coordination mechanism of urban management volunteer service, and support and standardize service, public welfare and mutual assistance social organizations to participate in urban management according to law. Eleventh people's governments at all levels should strengthen publicity and education, enhance citizens' awareness of social morality and civilized quality, and create a social atmosphere in which everyone participates in urban management and maintains the image of the city.

Citizens, legal persons and other organizations shall abide by the relevant provisions of urban management and have the right to discourage and report violations of urban management. Chapter II Urban Management Matters Article 12 The urban management department shall, jointly with the competent department of urban and rural planning, organize the preparation of special urban management plans such as city appearance and environmental sanitation and outdoor advertising. The competent department of urban and rural planning shall solicit the opinions of the relevant administrative departments when organizing the preparation of urban public infrastructure, municipal engineering pipelines, building facades and other related plans involving urban management. Thirteenth urban and rural planning departments should supervise and manage the implementation of urban and rural planning, and issue opinions on illegal construction, and the urban management department should investigate and deal with it according to law. Article 14 Urban roads and bridges shall meet the following requirements:

(three) the temporary occupation or excavation of urban roads, bridges and culverts and the erection of various pipelines on bridges shall be approved. Fifteenth approved occupation and excavation of municipal facilities, shall comply with the following provisions:

(a) the temporary closure of traffic shall be approved by the competent construction department and the traffic management department of the public security organ, and shall be announced;
