Article 15 The evaluation subject of social stability risk analysis report (chapter) of the project shall entrust an engineering consulting institution with Grade B or above qualification to evaluate the social stability risk analysis report (chapter) submitted by the project owner according to the Outline and Description of Social Stability Risk Assessment Report of Major Fixed Assets Investment Projects (Trial).

Where the National Development and Reform Commission and the people's government of the autonomous region have special requirements for the qualification of engineering consulting institutions entrusted to evaluate the social stability risk analysis report (chapter) of the project, its provisions shall prevail.

Article 6 An engineering consulting institution entrusted to prepare the social stability risk analysis report (chapter) of a project shall not engage in the evaluation of the social stability risk analysis report (chapter) of the same project.

Article 16 An entrusted engineering consulting institution may, according to the needs of its work, form an evaluation team composed of relevant departments such as politics and law, comprehensive management, maintaining stability, legal system, letters and visits, and relevant social organizations, professional institutions, experts and scholars, and representatives of the masses to participate in the evaluation of the social stability risk analysis report (chapter) of the proposed project.
