First of all, the law does not allow teachers to hit children again. According to the law, beating others is an illegal act against others' health. If the victim is slightly injured, it is a criminal act and should bear criminal responsibility.
Secondly, the education authorities say "no" to teachers' behavior of punishing students. Some parents can understand and accept that teachers punish their children at school because of discipline problems.
But some parents think that the teacher is at fault. If the complaint goes to the Education Bureau and is reflected in the news media, it will be a disaster to wait for the teacher. Those who are light will be criticized and punished, and those who are heavy will be dismissed. This cost is really too high for teachers.
Third, in the actual education and teaching, teachers are cautious, unwilling and afraid to take care of students at all. Most teachers don't try to bring pain to their students with a ruler.
We know that schools can manage teachers, education departments can punish teachers, parents can complain about teachers, and the media can expose teachers. If the teacher doesn't follow the rules in teaching and uses a ruler to discipline the students, it may be asking for trouble.
