The first is to improve the quality of employment and entrepreneurship.

Take multiple measures to stabilize and expand county jobs and improve the employment stability of migrant workers in the county. Deepen the precise docking mechanism of labor cooperation between Jiangsu and Shaanxi, make full use of the role of industrial transfer in the east, and enhance local employment capacity. Guide counties to vigorously cultivate and develop labor brands, give play to brand effects, and expand the scale of labor export. We will continue to expand public employment services and implement the support policy for migrant workers to return to their hometowns to start businesses. Relying on a dynamic and accurate employment service platform, we will provide urban and rural workers with employment and entrepreneurship policy advice and fast employment and unemployment registration services. Organize a series of special recruitment activities such as Spring Breeze Action, establish a post information release mechanism, hold various online and offline recruitment activities, build a bridge between workers and employers, and realize the docking and matching of people and posts. We will implement the policy of supporting migrant workers to return home to start businesses, give play to the leading role of provincial-level demonstration parks for returning home to start businesses and get rich, and drive a group of migrant workers to find jobs nearby. Continue to carry out rural entrepreneurial innovation, hold rural entrepreneurial innovation competitions and skill competitions, recommend award-winning projects to participate in the national rural entrepreneurial innovation project creative competition, and create a good atmosphere for rural entrepreneurial innovation through holding competitions. Publicize and promote a number of typical cases of outstanding leaders of rural entrepreneurial innovation in the province, and play a typical demonstration and leading role.

The second is to improve skills.

Carry out vocational skills training for migrant workers on a large scale, constantly improve their skills and stabilize their employability. In 2023, more than 10,000 people will be trained in the key areas of rural revitalization10.5 million, and about 300 people will be trained in high-skilled talents and rural skilled craftsmen. Taking returning migrant workers as the training object of high-quality farmers, we will implement the "investment and research" project to train high-quality farmers 1 10,000 or more. The third is to strengthen the protection of labor rights and interests.

Further expand the scale of migrant workers' participation in social insurance for enterprise employees, and carry out the national insurance plan in depth. Expand the scale of migrant workers' participation in employee medical insurance and improve the convenience of migrant workers' medical treatment and medical insurance transfer. Expand the scope of direct settlement of basic medical insurance for medical treatment in different places, include all migrant workers in the scope of direct settlement of hospitalization in different places, promote inter-provincial direct settlement services for five kinds of chronic diseases and special diseases in outpatient clinics, further simplify and optimize the filing procedures for medical treatment in different places, and promote the free flow of migrant workers and the nearest medical treatment. Give full play to the role of unemployment insurance in safeguarding people's livelihood and maintaining social stability, encourage migrant workers to participate in unemployment insurance for urban workers, pay the same proportion as urban workers, and enjoy unemployment insurance benefits and pay basic medical insurance premiums, funeral grants and pensions according to regulations. Establish a treatment adjustment mechanism, steadily improve the treatment level of work-related injury insurance, and continuously enhance the guarantee ability.

The fourth is to strengthen the supply of county public services.

We will improve the relevant policies linking financial transfer payments with agricultural transfer population, and support relevant cities and counties to ensure that agricultural transfer population enjoys the same public service standards as urban residents. Increase the construction of affordable housing, and timely include eligible migrant workers into the scope of urban housing security. Continue to carry out the establishment, supervision and evaluation of high-quality and balanced compulsory education in the county, and promote the high-quality and balanced development of compulsory education. Do a good job in compulsory education enrollment, and strictly follow the policy of "two-oriented, two-inclusive, and residence permit as the main basis" to ensure that the children who move in live within their means. Fully implement the policy of canceling the restrictions on the settlement of county towns, further relax the restrictions on household registration migration, and realize the convenient settlement of migrant workers with stable employment; Optimize the process of various types of household registration business, continuously improve the quality of household registration, and gradually promote the establishment of a permanent household registration system; Fully implement the "inter-provincial" convenience measures for related household registration business.

The fifth is to improve the ability of grassroots to serve migrant workers.

Considering the towns (streets) whose economic and social development is comparable to that of county towns and which attract more migrant workers, a comprehensive service platform for migrant workers (government service center and comprehensive service window) with nine service functions should be established. By the end of the "Fourteenth Five-Year Plan", all counties (districts) in the province have at least one comprehensive service platform for migrant workers with diversified functions, standardized services, terminal informationization, professional personnel and different levels, which provides support for improving the quality of urbanization of migrant workers in counties.
