"May 7th Workers" refers to those who worked in oil, coal, chemical industry, construction, building materials, transportation, metallurgy, nonferrous metals, pharmaceuticals, textiles, machinery, light industry, agriculture, forestry, water, animal husbandry, electric power, military industry and other 19 state-owned enterprises in the 1960s and 1970s, and had permanent residence in cities and towns.

"May 7th Workers" is different from temporary workers in the general sense.

First of all, most of them are a special form of employment when the planned employment of enterprises is insufficient during the planned economy period. Generally, they have formed long-term labor relations with enterprises, and they can only be hired by enterprises after strict examination and approval procedures.

Secondly, the existence of this form of employment had a strong political color during the planned economy period, and some industries or departments consciously created or retained this group for political needs in the later period.

Third, after the reform and opening up, the national work center shifted to economic construction, and no longer advocated slogans such as "militarization of action, collectivization of labor, and revolutionary thinking". According to statistics, the working hours of these people are generally before 1980.

Solving the problem of old-age security for workers and family workers during the May 7th Plan is an important measure to implement the spirit of the 17th National Congress of the Communist Party of China, thoroughly study and practice Scientific Outlook on Development, and also an important step to improve the social security system. Incorporating "May 7th Workers" into the basic old-age insurance and "May 7th Workers" and "Family Workers" into the basic old-age insurance means that our social security system has a wider coverage and more social security beneficiaries.
