Delegates and comrades, since the third Party Congress in Huizhou District, Huangshan City, Party organizations at all levels and the broad masses of cadres and masses in party member have adhered to the guidance of Deng Xiaoping Theory and Theory of Three Represents, conscientiously implemented the Party's basic line, comprehensively implemented Scientific Outlook on Development, firmly grasped the economic construction as the center, seized opportunities, and made pioneering efforts.
