Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Military Service Law of People's Republic of China (PRC), the National Defense Law of People's Republic of China (PRC) and the Regulations on Conscription Work of the State Council, in combination with the actual situation of this province, in order to standardize the management of conscription work, ensure the quantity and quality of soldiers and strengthen national defense construction. Article 2 These Regulations shall apply to organs, organizations, enterprises (including foreign-invested enterprises and private enterprises, the same below), institutions, grassroots mass autonomous organizations and citizens within the administrative region of this province. Article 3 It is the sacred duty of every citizen to defend the motherland and resist aggression, and it is the obligation of every citizen to perform military service according to law. Article 4 People's governments at all levels and their military service organs shall do a good job in conscription according to law, and the relevant departments of public security, justice, health and family planning, human resources and social security, civil affairs, finance, agriculture, education, transportation, industry and commerce, market and quality supervision, press and publication, radio and television, etc. shall do a good job in conscription according to their respective duties.

The conscription office of the people's government at or above the county level shall, under the leadership of the conscription leading group, be specifically responsible for the conscription work within its administrative area. The conscription office is composed of personnel from military service organs and relevant departments.

According to the arrangements and requirements of the people's government at the county level, all organs, organizations, enterprises and institutions are responsible for the conscription work of their own units, and township people's governments and sub-district offices are responsible for the conscription work in their respective jurisdictions. Fifth, strengthen the publicity and education of conscription. People's governments at all levels should incorporate it into patriotic education, national defense education and legal publicity planning. Recruitment publicity and education in accordance with the "Regulations on National Defense Education in Jiangxi Province".

Newspapers, radio, television, news websites and other news media should strengthen the publicity and education of military service according to law. Organs, organizations, enterprises and institutions, township people's governments and sub-district offices shall educate citizens in patriotism, revolutionary heroism and military service according to law, and encourage citizens to perform their military service obligations according to law. Sixth people's governments at all levels in the recruitment work, must resolutely implement the recruitment order, strictly grasp the standard conditions, to ensure the quality of recruits. Article 7 The funds needed for conscription work shall be included in the budget at the corresponding level by the people's governments at all levels, allocated in time, and gradually increased with the development of local economy. Article 8 Units and individuals that have made remarkable achievements in conscription shall be commended and rewarded by the people's governments at or above the county level or military service organs. Chapter II military service registration Article 9 The military service organs of the people's governments at the county level, under the leadership of the military service organs of the people's governments at the corresponding levels and the people's governments at higher levels, are responsible for the work of military service registration within their respective administrative areas.

State organs, social organizations, enterprises and institutions, people's governments at townships and sub-district offices shall, in accordance with the requirements and arrangements of the military service organs of the people's governments at the county level, set up military service registration Station during the conscription period, announce and notify male citizens in their own units or areas in writing to carry out military service registration, fill in the military service registration form, determine the personnel who should perform military service, are exempted from military service and are not allowed to perform military service according to law, and report to the military service organs of the people's governments at the county level for approval.

The public security organ shall, according to the requirements of the military service organs at the county level, provide a list of male citizens of school age in the region and other relevant information.

Military service registration should be completed before June 30th every year. Tenth male citizens of school age shall implement the military service certificate system.

The military service certificate shall be uniformly printed by the provincial military service organs, and the county military service organs shall be responsible for the management, examination and organization of free issuance.

The military service certificate shall not be lent, altered or forged. Eleventh male citizens of school age should log on to the official website of the national conscription registration within the prescribed time limit or bring their household registration certificate, resident identity card and education certificate to the designated military service registration station to go through the registration formalities and get a military service certificate.

The military service organs at the county level shall, according to the relevant provisions of the state and the actual situation, indicate the conditions for enlistment, deferment, exemption from service, refusal to accept service, conscription and compulsory service, exemption from service and refusal to serve in the reserve service on citizens' military service certificates respectively.

Citizens who have been determined by military service registration to enlist in the army shall obey the unified arrangements of the military service organs and participate in enlistment activities. Twelfth male citizens of school age shall, within the prescribed time limit every year, carry their military service certificates to military service registration Station to perform the review procedures. Where the domicile of the household registration changes, it shall go through the formalities of change registration with the issuing authority in time; If the military service certificate is lost, it shall promptly report to the issuing authority and apply for a replacement. Thirteenth male citizens of school age who can't go to military service registration Station to register or perform the review procedures in person due to special reasons may entrust their relatives or units to register or perform the review procedures in writing. Chapter III Physical Examination, Political Assessment and Approval of Recruits Article 14 The physical examination of conscription shall be organized by the conscription office of the people's government at or above the county level, and the competent department of health and family planning shall be responsible for the specific implementation. Article 15 The competent department of health and family planning of the people's government at or above the county level shall work out a work plan for physical examination, deploy medical personnel to engage in physical examination after training, inspect and guide the physical examination at the next lower level, and organize physical examination reexamination for soldiers with conditions (including soldiers with physical conditions and soldiers with political conditions) and physical examination spot checks for ordinary soldiers.

The physical examination of submarine personnel, surface ship personnel, tank crew, airborne troops and other soldiers with special physical requirements shall be attended by doctors of the receiving troops. The main duty of the doctors in the receiving army is to participate in the work of the main examination room and conduct necessary medical history investigation on the scheduled recruits.
