Article 5 The development of fire prevention shall be incorporated into the national economic and social development plan; The funds for fire control construction shall be included in the financial budget of the people's governments at all levels and gradually increased. Article 6 It is the obligation of units and citizens to maintain fire safety, protect fire control facilities and actively prevent and put out fires. Seventh people's governments at all levels, relevant departments and units shall commend and reward units and individuals that have made outstanding contributions in fire control work. Chapter II Construction and Maintenance of Public Fire Control Facilities Article 8 Urban fire control planning must be incorporated into the overall planning of construction, and shall be compiled by the public security fire control institutions jointly with the administrative departments of urban planning and construction.

City fire station, fire water supply, fire passage, fire communication and fire command system engineering and other public fire control facilities shall be designed and constructed synchronously with other municipal infrastructure in accordance with relevant state regulations.

City public fire control facilities are insufficient or do not meet the actual needs, public fire control institutions shall urge the relevant units to build or rebuild. Ninth public security fire station and fire command system by the public security organs responsible for the construction and maintenance.

The construction and maintenance of municipal fire hydrants, fire exits, fire communication lines and other public fire control facilities shall be implemented by urban construction, telecommunications, power supply and other departments respectively, and public security fire control institutions shall be responsible for supervision, acceptance and use.

Fire fighting facilities such as fire stations, fire hydrants and fire exits in various development zones, industrial zones, residential areas and large markets are built and maintained by construction units and property management companies, and public security fire control institutions are responsible for supervision, acceptance and use.

Public fire control facilities such as township fire water sources and fire exits shall be built and maintained as needed. Tenth fire water supply pipe diameter, fire hydrant spacing should comply with the relevant provisions of the state. Dismantling or moving public fire control facilities such as fire water supply pipes, fire hydrants and fire pools due to construction needs must be approved by public security fire control institutions, and the construction unit shall be responsible for repairing or building them. Units undertaking fire protection design of construction projects must hold corresponding qualification certificates, be equipped with fire protection design auditors, and establish and improve the post responsibility system and self-examination system for fire protection design. Fourteenth new construction, expansion, renovation of construction projects and architectural decoration projects (except residential decoration, the same below), the construction unit shall submit the fire control design drawings and other relevant materials to the public security fire control institutions for review in advance.

After the completion of the project, the construction unit shall organize the acceptance of fire control facilities, and then apply to the original public security fire control institutions for acceptance. Only after the acceptance of the project can it be put into use.

No unit or individual may deliver the design drawings that have not been audited by the public security fire control institutions; The design drawings audited by public security fire control institutions shall not be changed by any unit or individual without authorization. If it is really necessary to change the original design, it must be approved by the public security fire supervision institution. Fifteenth building decoration design and construction units, to undertake the project must hold the "building decoration design and construction fire permit" issued by the public security fire supervision institutions.

Units and individuals engaged in the design, construction, testing and maintenance of fire control facilities must have corresponding professional qualifications and be audited and filed by public security fire control institutions.

Design units and designers should check the on-site construction of construction projects and architectural decoration projects. Sixteenth fire engineering design and construction units, fire facilities testing and maintenance units and fire products should be selected by the construction unit, but must be approved by the public security fire supervision institutions in advance. Seventeenth construction units and construction units in the signing of the project contract, should also sign the site fire responsibility. The construction unit shall be responsible for the fire safety work on the construction site, designate a special person to be responsible for the fire safety work on the construction site, implement the fire safety system, and equip with necessary fire-fighting equipment. Eighteenth construction projects should choose electrical products that meet the requirements of fire safety, and the quality of electrical projects must be inspected by relevant quality supervision institutions.
