Article 2 These Regulations shall apply to the work of national unity and progress within the administrative area of the autonomous region. Article 3 Xinjiang has been an inalienable part of the territory of the motherland since ancient times. Maintaining national unity, national unity and social stability, and opposing ethnic separatist forces, religious extremist forces and violent terrorist forces are the basic obligations of citizens. Article 4 The cause of national unity and progress is an important part of Socialism with Chinese characteristics's great cause, the foundation of social stability and long-term stability, the foundation of promoting economic and social development, and the important guarantee for promoting the construction of economic, political, cultural, social and ecological civilization. Article 5 In the cause of national unity and progress, adhere to the leadership of the Producer Party of China, adhere to the Socialism with Chinese characteristics road, adhere to national unity, adhere to the equality of all ethnic groups, adhere to and improve the system of regional ethnic autonomy, and adhere to the rule of law, unity and stability, and long-term construction of Xinjiang. Article 6 National unity is the lifeline of the people of all ethnic groups. It is necessary to firmly establish that the Han nationality can not be separated from ethnic minorities, ethnic minorities can not be separated from the Han nationality, and ethnic minorities can not be separated from each other's ideological awareness, national awareness, and Chinese national identity awareness, so as to enhance their recognition of the great motherland, the Chinese nation, Chinese culture, the Communist Party of China (CPC) and Socialism with Chinese characteristics. Article 7 In the whole society, all ethnic groups are strongly encouraged to respect differences, tolerate diversity, trust and appreciate each other, create a social environment in which people of all ethnic groups live and work in peace and contentment, strengthen exchanges and make contributions to the cause of national unity and progress, and build a United, harmonious, prosperous, civilized and progressive socialist Xinjiang. Article 8 The work of national unity and progress shall be under the unified leadership of the Party committee, the overall responsibility of the government, the guidance and coordination of ethnic affairs departments, the cooperation of various departments and the extensive participation of all sectors of society. Chapter II Duties Article 9 The duties of the people's governments at or above the county level to carry out the work of national unity and progress are as follows: (1) To implement the party's national policies and relevant laws and regulations of the state and autonomous regions; (two) to study and formulate the development plan of national unity and progress, formulate the objectives and responsibilities of national unity and progress, and establish and improve the long-term mechanism of national unity and progress; (three) the cause of national unity and progress into the national economic and social development plan, combined with economic and social development work, unified deployment, unified arrangement, unified implementation, unified inspection and acceptance; (four) to carry out activities to create national unity and progress, improve the working mechanism, improve the evaluation system, clearly set goals, cultivate and establish models, and guide cadres and masses of all ethnic groups to cherish, maintain and strengthen unity; (five) to strengthen the publicity and education of national unity, coordinate and solve the problems related to national unity and progress; To guide, supervise and inspect the work of the people's government at the next lower level to carry out the cause of national unity and progress; (six) to do a good job in national unity and progress of the military and political, military (police) people, soldiers, central units stationed in Xinjiang and localities; (seven) to promote the all-round economic and social development in the region, safeguard and improve people's livelihood, improve the production and living standards of people of all ethnic groups, and enjoy the fruits of reform and development. Article 10 People's governments at all levels shall incorporate the education of national unity into the whole process of national education, cadre education and social education, into the whole process of civic moral education and rule of law education, and into the whole process of learning and education for young people of all ethnic groups; Carry out publicity and education on national unity and progress, and enter institutions, schools, enterprises, places for religious activities, towns (streets), villages (communities), police camps and league organizations to create activities, laying a solid ideological and mass foundation for the cause of national unity and progress. Article 11 People's governments at all levels should formulate policies, adopt measures such as economic subsidies, environmental optimization and resource inclination, and gradually promote the establishment of a social structure and community environment in which all ethnic groups blend with each other, so as to deepen understanding and enhance feelings in production, life, work and study, so that people of all ethnic groups can get to know each other and help each other. Article 12 In the work of national unity and progress, state organs at all levels should fully implement the Party's basic policies on religious work, adhere to the basic principles of protecting legality, stopping illegality, curbing extremism, resisting infiltration and cracking down on crimes, and actively guide religions to adapt to socialist society. Further promote "depolarization", adhere to religious issues and do a good job in accordance with religious laws, and give play to the positive role of religious figures and believers in national unity. State functionaries should strictly implement the Party's ethnic and religious policies and play an exemplary and leading role in the cause of national unity and progress. Thirteenth state organs at all levels should vigorously train minority cadres. Improve the training, selection, use and exchange mechanism of minority cadres and professional and technical personnel. Fourteenth township (town, field), street, village (neighborhood) committees and communities should strengthen the national unity and progress of the village (neighborhood) people and the floating population within their respective jurisdictions. Relevant contents of national unity and progress should be incorporated into citizen conventions, village rules and regulations, student codes and industry norms. Article 15 The judicial administrative department shall do a good job in publicizing the progress of national unity and the rule of law, incorporate the laws and regulations related to national unity into the law popularization plan, improve the system of studying and using the law for the staff of state organs, and guide citizens to know and abide by the law. Article 16 People's courts, people's procuratorates, public security organs and state security organs at all levels shall protect the legitimate rights and interests of citizens according to law, severely crack down on illegal and criminal acts that use ethnic and religious issues to split the country, undermine national unity and undermine social stability, persist in solving the problem of terrorism by the rule of law, and provide judicial guarantee for the cause of national unity and progress. Article 17 The education department should incorporate the education of national unity into the important content of moral education and ideological and political education in schools, run through all aspects of school education at all levels, and promote the party's national theory, national policies, national laws and regulations and national knowledge into classrooms and textbooks. The education department should actively promote minority students who receive compulsory education to master and use the national common language. Respect and guarantee the right of ethnic minorities to receive education in their own spoken and written languages, unswervingly promote bilingual education according to law, establish and improve the bilingual education system from preschool to university, and improve the quality of bilingual teaching. Eighteenth departments of culture, sports, press and publication, radio and television should lead the work of national unity and progress with modern culture and persist in solving cultural problems with cultural methods. Improve the equalization system of public cultural services, and promote cultural projects that benefit the people, such as radio and television coverage, household access, rural (community) public welfare film screening, and farmer's bookstores; Carry out cultural and sports activities that are national, traditional, regional and contemporary, and advocate a healthy and civilized lifestyle; Encourage and support the creation of excellent books and cultural works, and publish bilingual publications reflecting national unity and progress; Encourage and support the creation of films, songs and dances and other literary and artistic works that reflect the unity and progress of ethnic groups, increase the number of radio, film and television programs in minority languages, support the translation of outstanding cultural works of various ethnic groups, and promote the digitalization and network dissemination of outstanding cultural works. Nineteenth human resources and social security, education departments should strengthen vocational skills training, and gradually realize the full coverage of vocational and technical education and training for unemployed junior and senior high school graduates. Strengthen the vocational skills training for re-employed people, especially those with employment difficulties in cities and towns and rural surplus labor force; Guide the people of all ethnic groups to start businesses together, transfer employment in an orderly manner, find jobs on the spot nearby, and return home to start businesses. We will implement the policies of entrepreneurship support for all ethnic groups and employment for graduates. Human resources and social security departments should coordinate with all employers to ensure that an appropriate proportion of minority citizens are employed in the recruitment work. Twentieth industry and commerce, urban management and other departments should innovate the social governance model, guide citizens of all ethnic groups to consciously abide by urban management laws and regulations, and form a social environment conducive to citizens of all ethnic groups to enter the market on an equal footing and integrate into the city. Twenty-first overseas Chinese, overseas Chinese and overseas students service management departments and units should strengthen the publicity and education of ethnic unity for overseas Chinese, overseas Chinese and overseas students in Xinjiang, expand exchanges and safeguard the reunification of the motherland. Twenty-second floating population service and management departments should establish and improve the management mechanism of active cooperation between inflow management and outflow management, and gradually realize the equalization of basic public services for floating population; Strengthen the publicity and education of national unity of floating population and promote social harmony and stability. Twenty-third development and reform, environmental protection, land and resources and other departments should implement the system of paid use of national resources and ecological compensation, rationally develop and utilize ecological resources and natural resources, and promote the development and utilization of resources to benefit more local people of all ethnic groups. Twenty-fourth departments of land and resources, development and reform, transportation, water conservancy and other departments should improve the degree of local enterprises and labor force to participate in resource exploration and development, transportation, energy and water conservancy projects. Encourage enterprises to absorb local labor, especially ethnic minority labor. For energy resources projects that can be processed and transformed locally, priority should be given to the implementation of industrial layout in the local area. Twenty-fifth poverty alleviation, civil affairs, health and family planning departments should implement a precise poverty alleviation mechanism, promote the whole village, provide fixed-point assistance, and connect social security to help the poor get rid of poverty accurately; Improve the social assistance and security mechanism; Strengthen the construction of county and township medical and public health family planning service network system, meet the basic medical and health needs of farmers and herdsmen, and gradually improve the level of basic medical insurance for urban residents and new rural cooperative medical insurance. Twenty-sixth language and translation management institutions shall carry out the work of the national common language according to law, ensure the use and development of the common language of all ethnic groups, and encourage and drive all ethnic groups to learn from each other. Plaques, advertisements, notices, signboards, publicity and public service slogans in public places, public facilities and public service industries should use both the standardized national common language and the local common minority languages. Article 27 Departments of culture, cultural relics, housing and urban and rural construction should strengthen the protection of outstanding cultural heritages and traditional ancient villages of all ethnic groups, strengthen the collection, protection, rescue, excavation, collation, publication and research of endangered cultural relics, intangible cultural heritages and ancient books, and support the inheritance and development of outstanding cultures of all ethnic groups. Article 28 Agriculture, forestry, animal husbandry and other relevant departments should promote the capacity building of characteristic agriculture and animal husbandry base construction, scientific and technological support, processing and transformation, market development, build a modern agriculture and animal husbandry system, promote the sustainable development of characteristic agriculture and animal husbandry, realize the long-term stable income increase of farmers and herdsmen of all ethnic groups, and lay a solid material foundation for the cause of national unity and progress. Twenty-ninth development and reform, finance, tourism, ethnic affairs, commerce, taxation, finance and other departments should implement the preferential policies of the state and the autonomous region to support ethnic trade, commodity production with ethnic characteristics, ethnic handicrafts and tourism, cultivate ethnic brands and promote the development of industries with ethnic characteristics. Chapter III Social Responsibility Article 30 The cause of national unity and progress is the common responsibility of the whole society. Citizens of all ethnic groups should hold high the banner of national unity and practice the socialist core values and the Xinjiang spirit of patriotism and love for Xinjiang, unity and dedication, hard work and mutual assistance, and openness and enterprising. Citizens of all ethnic groups should understand each other, respect each other, tolerate each other, appreciate each other, learn from each other, help each other, share the same fate, and be heart-to-heart. Thirty-first citizens of all ethnic groups should respect each other's customs and habits, and treat the problem of sticking to customs with respect. Thirty-second citizens of all ethnic groups should adhere to anti-violence, stress the rule of law, keep order, abide by the provisions of constitutional laws and regulations, and actively safeguard national unity and social stability and harmony. Thirty-third mass organizations at all levels should give full play to the advantages of mass work, creatively carry out the work of national unity and progress, and create an atmosphere for the whole society to promote national unity and progress. Trade unions should play a bridge role in contacting workers of all ethnic groups and actively carry out activities of national unity and progress. * * * The Communist Youth League should play the role of leading young people, unite and unite young people, lead young people to actively participate in the cause of national unity and progress, carry out extensive love-loving practice activities among young people, sow the seeds of national unity, and let young people of all ethnic groups play, study and grow together. Women's federations should give full play to women's role in society and family, educate and guide women of all ethnic groups to build a United and harmonious neighborhood and family relationship in the cause of national unity and progress. Article 34 All kinds of social organizations such as Federation of Industry and Commerce, Federation of Literary and Art Circles, and Federation of Social Sciences should give full play to their respective characteristics and advantages and actively do a good job in national unity. Thirty-fifth schools should strengthen the education of national unity for teachers, students and employees, and consciously assume the responsibility of anti-secession and reverse osmosis. Give full play to the leading role of teachers in education guidance and demonstration in "depolarization", and guide students to advocate science, pursue truth, reject ignorance, oppose superstition and resist extremes. No one is allowed to use school platforms, forums, etc. Spreading or spreading remarks that endanger national unity and social stability. Article 36 Party schools, administrative colleges, socialist colleges and other training institutions at all levels shall incorporate the education of national unity into their teaching plans, vigorously carry out educational activities such as national unity and progress and the party's ethnic and religious policies, and give play to the role of the education of national unity and progress as the main front. Institutions of higher learning and relevant social science research institutions should strengthen the study of Marxist ethnic and religious theories and policies, strengthen the theoretical study of social sciences related to Xinjiang, do a good job in discriminating and guiding major ideological and theoretical issues, and categorically refute such erroneous concepts as "pan-Turkism", "pan-Islamism", "national self-determination" and "high degree of autonomy" so as to provide scientific theoretical support for the cause of national unity and progress. Thirty-seventh mass media and emerging media should innovate carriers and methods, make full use of new technologies, and carry out multi-channel and all-round publicity and reporting activities on national unity and progress according to the characteristics of different targets and audiences. Thirty-eighth enterprises should play the role of the main channel to attract the employment of citizens of all ethnic groups and fulfill their political and social responsibilities of strengthening national unity and maintaining social stability. All kinds of enterprises should incorporate the activities of creating national unity and progress into enterprise development planning, actively create model enterprises of national unity and progress, and commend model collectives and individuals of national unity and progress. Article 39 Families should play an active role in the cause of national unity and progress. Parents or other guardians should influence their children with good conduct, educate their children with the idea of national unity, and cultivate and spread the idea of national unity and social harmony. Article 40 Religious people should publicize the concepts of mutual tolerance, harmony, unity and friendliness to religious believers, integrate the doctrines of patriotism, peace, unity, moderation, tolerance and good deeds into the activities of explaining scriptures, actively guide religious believers to establish a sense of honesty, consciously resist illegal religious activities and resist the infiltration of religious extreme thoughts. Article 41 No organization or individual may use religion to interfere with social order, work order and life order, or interfere with the state's administration, justice, education, culture, marriage, family planning and inheritance system. Forty-second any organization or individual shall not spread statements that are not conducive to national unity; Do not collect, provide, produce or disseminate information that is not conducive to national unity; Do not preach and spread religious extreme thoughts; Acts that undermine national unity, incite ethnic division or endanger social stability, national security and the reunification of the motherland shall not be carried out. Article 43 No organization or individual may exclude, discriminate against or artificially create obstacles due to factors such as geography, race and religious belief, which will damage the rights of people of all ethnic groups to participate in social management and market competition on an equal footing and enjoy the fruits of economic and social development and basic public services on an equal footing. Article 44 No organization or individual may have any content or behavior that infringes on national customs and habits, damages national dignity and hurts national feelings in books, newspapers, audio-visual products, movies, internet and other commercial activities, such as place names, enterprise names, brand trademarks and advertisements. It is forbidden to produce, perform or disseminate programs that violate national customs and habits, hurt national feelings and incite ethnic discrimination and hatred. Article 45 Hotels, restaurants, stations, bazaars and other public places, railways, civil aviation and other transportation fields should take various forms to promote national unity and progress and provide equal services for citizens of all ethnic groups. Do not discriminate, discriminate in disguised form or refuse to provide services on the grounds of region, race, religious belief and living customs. The catering service industry shall operate legally, be honest and friendly, and its store name, signboard, food name, packaging and advertisement shall not contain any language, characters, symbols, patterns and their combinations that violate laws and regulations, and respect the eating habits of all ethnic groups. Chapter IV Guarantee and Supervision Article 46 The leadership responsibility system and the annual target responsibility assessment system shall be implemented in the work of national unity and progress, and shall be incorporated into the performance appraisal system of people's governments at all levels and their departments. Forty-seventh people's governments at or above the county level shall guarantee the funds needed for the work of national unity and progress. Forty-eighth people's governments at all levels shall hold regular commendation meetings for national unity and progress, and commend and reward units and individuals that have made remarkable achievements and outstanding contributions in the joint ventures of various ethnic groups and mutual assistance in poverty alleviation. Autonomous region at least every 5 years, state, city (prefecture) at least every 3 years, county (city, district) at least every 2 years to hold a commendation meeting for national unity and progress. Article 49 People's governments at all levels should regard strengthening national unity as a strategic, basic and long-term task, make full use of the achievements of national unity and progress, educate and publicize the masses and rally people's hearts. Fiftieth autonomous region to create national unity and progress demonstration unit activities, you can get a one-time award at the end of each year. Measures for creating and rewarding national unity and progress shall be formulated by the people's government of the autonomous region. Fifty-first May each year is the Autonomous Region National Unity Education Month. Fifty-second national unity education activities should be close to reality, close to life, close to the masses, and enhance the attraction, appeal, influence and persuasion of educational activities. To carry out national unity education activities, patriotic education bases, museums, revolutionary history memorial halls (spots), martyrs' cemeteries and other places can be used, and national unity and progress education bases can be established where conditions permit. Fifty-third newspapers, periodicals, radio, television and other mass media, as well as the Internet, mobile phones and other emerging media should play the role of public opinion supervision, publicize and report typical deeds and figures of national unity and progress, and expose and criticize illegal acts that undermine national unity. Article 54 Citizens, legal persons and other organizations have the right to supervise, criticize, stop and report acts that undermine national unity and progress. The relevant departments that accept the report according to law shall promptly investigate and deal with it and give a reply. Chapter V Legal Liability Article 55 If any state organ, mass organization, enterprise or institution, urban and rural grass-roots organization or other organization is under any of the following circumstances, the ethnic and religious affairs department at or above the county level shall, jointly with relevant departments and units, give criticism and education, order it to make corrections, and shall not participate in the advanced collective selection at all levels during the rectification period; If no correction is made within the time limit, the competent department at a higher level shall circulate a notice within the administrative area, cancel the corresponding honorary title and qualified unit qualification, and investigate the corresponding responsibilities of the main person in charge, the directly responsible person in charge and other directly responsible personnel of the unit: (1) failing to perform the duties stipulated in these regulations; (two) damage the legitimate rights and interests of citizens, legal persons and other organizations, and have a serious impact on the cause of national unity and progress; (3) Failing to handle and resolve the contradictions and disputes that affect national unity and progress in time, causing mass incidents that affect national unity and progress and causing serious consequences; (four) other violations of the provisions of this Ordinance. Fifty-sixth in violation of the provisions of this Ordinance forty-second, forty-third, forty-fourth, by their units, the higher authorities to give criticism and education, shall be ordered to make corrections; Those who violate the administration of public security shall be punished by the public security organs according to law; If a crime is constituted, criminal responsibility shall be investigated by judicial organs according to law. Fifty-seventh in violation of the provisions of article forty-fifth, by the competent departments of the people's governments at or above the county level to give criticism and education, shall be ordered to make corrections; If there is illegal income, the illegal income shall be confiscated and a fine of not less than 1,000 yuan but not more than 10,000 yuan shall be imposed; Those who violate the administration of public security shall be punished by the public security organs according to law; If a crime is constituted, criminal responsibility shall be investigated by judicial organs according to law; If losses are caused to citizens, legal persons and other organizations, they shall bear civil liability according to law. Article 58 State organs and their staff who neglect their duties, engage in malpractices for selfish ends or abuse their powers in the work of national unity and progress shall be criticized and educated by their units or the competent department at a higher level and ordered to make corrections; If the circumstances are serious, the main person in charge of the unit, the directly responsible person in charge and other directly responsible personnel shall be given administrative sanctions according to law; If a crime is constituted, criminal responsibility shall be investigated by judicial organs according to law. Fifty-ninth other acts that should be punished in violation of the provisions of these regulations shall be punished in accordance with the provisions of relevant laws and regulations. Chapter VI Supplementary Provisions Article 60 These Regulations shall come into force as of 20 16 1. On February 29, 2009, the Regulations on National Unity Education in Xinjiang Uygur Autonomous Region adopted at the 16th meeting of the Standing Committee of the 11th People's Congress of Xinjiang Uygur Autonomous Region was abolished at the same time.
