Expand the coverage of party building work in community work, improve the social influence of party organizations, unite the masses around party organizations, and provide strong organizational guarantee for building a harmonious community.

Second, the goal of party building work

Focusing on "one main line", we should strengthen "two coverages", construct "three foundations", form an atmosphere of "four stresses", realize the goal of "five good", establish a "six networks" mechanism, carry out "eight ones" activities in depth, and strengthen community party building work.

Around a main line. Adhere to serving the masses as the main line of community party building work, and regard the satisfaction of the masses as an important criterion for testing community party building work.

Strengthen two coverage. Starting with expanding the coverage and influence of the Party's work, we should take practical and effective measures to strengthen the "two coverage" of the Party's work in communities, that is, grass-roots party organizations should cover places with party member; Where there are grass-roots party organizations, party member's education management should cover them.

Establish three foundations. It is necessary to effectively strengthen the construction of community party building organization system, position construction and system construction. It will take one to two years to establish community party organizations, solve the problems of community activity positions and activities funds, implement the system of community party building work, and build the organizational, material and management foundation of community party building work.

Form a "four stresses" atmosphere. Through in-depth study and practice of Scientific Outlook on Development, an atmosphere of learning, politics, righteousness and dedication is formed in party member.

Achieve the "five good" goals. First, the leading group is good. The leading group and its members can implement the party's line, principles and policies, keep close contact with the masses, be firm in politics, be pragmatic, pioneering and innovative, be diligent and honest, and unite and cooperate. Second, party member has a good cadre team. Community cadres can play a leading role, and community party member can play a vanguard and exemplary role. Third, the working mechanism is good. The working system of community party organizations is sound and standardized, and the coordination mechanism of community party building work is perfect. Fourth, do a good job. Various undertakings in the community have developed in a coordinated manner, and the construction of grassroots democracy and spiritual civilization has achieved remarkable results, and social security is in good condition. Fifth, the masses responded well. The community masses and the units stationed in the district are satisfied with the work of the community party organizations, and the community party organizations are supported by the community masses.

Establish a "six nets" mechanism, enrich the comprehensive management of the community, and form a "six nets". The first is the public security prevention and control network; The second is the floating population management service network; The third is the network of investigation and mediation of contradictions and disputes; Fourth, the placement and education network of the two labors; Fifth, security and stability survey network; The sixth is the legal aid service network.

Carry out the "Eight Ones" activities in depth, and constantly enhance party member's sense of responsibility. Every party member is an "Eight Ones" activity, the main content of which is to help a poor family, help a laid-off worker, look after a building, protect a piece of green land, give full play to one's own specialties, join the volunteer service team, strive to be a civilized family and do a good deed.

Third, establish and improve the party building work system.

In order to implement Theory of Three Represents, solve the outstanding problems existing in the Party organizations and party member ranks, and meet the requirements of improving the quality of party member, strengthening the construction of grass-roots organizations, serving the people, promoting all kinds of work, and establishing a long-term mechanism to maintain the advanced nature of party member, we will focus on improving the responsibility system for party members in 20 10. Faced with such extensive and profound changes in the times, community party committees should adapt to the new situation, take the initiative to do ideological and political work, and create a harmonious, civilized and enterprising environment for social development.
