Time: After the February Revolution, two Russian regimes coexisted, namely, engineers representing the Soviet Union and the bourgeois interim government. There is some commotion at home. Just when the people didn't know where to go, Comrade Lenin returned to Petrograd from Finland to give the people timely guidance. On the tasks of the proletariat in this revolution (also known as the "April Outline" because it was published in April of the Russian calendar), he made a report at the Bolshevik meeting in Farida Palace on April 4th 19 17 (Russian calendar).

Contents: ① It is pointed out that the Russian bourgeois-democratic revolution has been basically completed, and it should transition to the stage of socialist revolution to realize the dictatorship of the proletariat and poor peasants;

(2) Propose that the newly established state power should be a Soviet republic, not a parliamentary republic;

③ It is pointed out that the war launched by the bourgeois provisional government is still a predatory imperialist war, and the only way to get rid of this war is to overthrow bourgeois rule;

(4) put forward the slogan of "not supporting the interim government" and "all political power belongs to the Soviet Union". Lenin thought that the temporary government at that time could not be overthrown by ordinary violence, because the Soviet Union supported it, which would be contrary to the Soviet Union and divorced from the masses. He asked the Soviet Union to take back all the political power into its own hands, and then turn the Soviet Union into a dictatorship of the proletariat through internal struggle. Lenin predicted the possibility of peaceful development of the revolution, because weapons were in the hands of the people at that time, and there was no external force to suppress the people. At the same time, Lenin also reminded the people to be wary of the bourgeoisie using counter-revolutionary violence to suppress the revolution;

⑤ Economically, it is proposed to confiscate landlords' land, nationalize land and banks, and engineers will supervise social production and distribution on behalf of the Soviet Union. The April Outline stipulated the route, principles and strategies of Russia's transition from bourgeois democratic revolution to socialist revolution.

The Outline of April pointed out that the current situation in Russia is characterized by the transition from the first-stage revolution to the second-stage revolution. In the first stage, due to the lack of consciousness and organization of the proletariat, the regime fell into the hands of the bourgeoisie; In the second stage, political power should be transferred to the proletariat and poor peasants.
