Regulations on power grid dispatching management
Chapter I General Provisions Article 1 These Regulations are formulated in order to strengthen power grid dispatching management, ensure power grid safety, protect users' interests and meet the needs of economic construction and people's life. Article 2 The term "power grid dispatching" as mentioned in these Regulations refers to the organization, command, guidance and coordination of power grid operation by power grid dispatching institutions (hereinafter referred to as dispatching institutions) in order to ensure the safe, high-quality and economic operation of power grid.

Power grid dispatching should conform to the requirements of socialist market economy and the objective laws of power grid operation. Article 3 Units that generate, supply and consume electricity and other relevant units and individuals in People's Republic of China (PRC) must abide by these Regulations. Article 4 The principle of unified dispatching and hierarchical management shall be applied to power grid operation. Article 5 No unit or individual may allocate or use electricity and energy beyond the plan; In case of special circumstances, if it is really necessary to change the plan, it must be approved by the department that issued the electricity plan. Chapter II Dispatching System Article 7 The principles for dividing the functions and powers of dispatching institutions and dispatching authority shall be formulated by the administrative department of electric power of the State Council. Article 8 The division principle of power plants directly dispatched by dispatching institutions shall be determined by the administrative department of electric power of the State Council. Article 9 The dispatching system includes dispatching institutions at all levels in the power grid and operating duty units of power plants and substations.

The subordinate dispatching organization must obey the dispatching of the superior dispatching organization.

The operating duty units of power plants and substations within the jurisdiction of the dispatching organization must obey the dispatching of the dispatching organization at that level. Article 10 Agencies are divided into five levels: national agencies, agencies across provinces, autonomous regions and municipalities directly under the Central Government, agencies of provinces, autonomous regions and municipalities directly under the Central Government, agencies of provinces and cities and agencies at the county level. The dispatching institution shall prepare and issue a power generation and power supply dispatching plan.

The dispatcher on duty can adjust the daily power generation and power supply dispatching plan according to the relevant regulations and the operation of the power grid. When the dispatcher on duty adjusts the daily power generation and power supply dispatching plan, he must fill in the dispatching duty log. Article 13 Inter-provincial power grid management departments and provincial power grid management departments shall prepare power generation and power supply plans, and when dispatching institutions prepare power generation and power supply dispatching plans, they shall reserve spare capacity according to the plans issued by the state, relevant power supply agreements and grid-connected agreements, and the equipment capacity of the power grid.

For hydropower plant (station) reservoirs with comprehensive benefits, the rational utilization of reservoir water storage should be based on the approved hydropower plant (station) design documents, and take into account the requirements of flood control, irrigation, power generation, environmental protection and shipping. Article 14 Under any of the following circumstances, when it is necessary to adjust the power generation and power supply plan, the inter-provincial power grid management department and the provincial power grid management department shall notify the relevant departments of the relevant local people's governments:

(a) large and medium-sized hydropower plants (stations) lack of water storage;

(2) Fuel shortage in thermal power plants;

(three) other circumstances that need to adjust the power generation and power supply plan. Chapter IV Dispatching Rules Article 15 Dispatching agencies must implement the power supply plan issued by the state, and may not deduct electricity charges and electricity charges to ensure the quality of power supply. Article 16 Power plants must operate in accordance with the dispatching plan and the specified voltage range issued by the dispatching organization, and adjust the power and voltage according to the dispatching instructions. Seventeenth power generation and power supply equipment maintenance, should obey the unified arrangement of dispatching institutions. Article 18 In case of any of the following emergencies, the dispatcher on duty can adjust the dispatching plan of power generation and power supply all day, and issue instructions such as power rationing, power plant power adjustment, starting or stopping the generator set, etc. Dispatching instructions can be issued to the operating duty units of power plants and substations in the power grid;

(a) major accidents occurred in power generation and power supply equipment or power grid accidents;

(two) the frequency or voltage of the power grid exceeds the prescribed range;

(3) The load of power transmission and transformation equipment exceeds the specified value;

(four) the power value of the main line exceeds the prescribed stability limit;

(five) other emergencies that threaten the safe operation of the power grid. Article 19 Provincial power grid management departments, provincial and municipal power grid management departments and county-level power grid management departments shall, according to the requirements of the production dispatching department of the people's government at the same level, the characteristics of users and the needs of safe operation of the power grid, put forward a power limit ranking table for accidents and unplanned external electricity, which shall be audited by the production dispatching department of the people's government at the same level and implemented by the dispatching agency after being reported to the people's government at the same level for approval.

Power limiting dispatching of the whole power grid should gradually realize automatic management. Twentieth without the permission of the dispatcher on duty, no one shall operate the equipment within the jurisdiction of the dispatching agency.

When personal and equipment safety hazards occur in power grid operation, the personnel on duty of power plants and substations can handle them in accordance with relevant regulations, and report to the personnel on duty of relevant dispatching institutions immediately after handling.
