Promote the de-administration of colleges and universities
In fact, all parties have long known about the reform of professional titles in colleges and universities. In March last year, the Central Committee issued the Opinions on Deepening the Reform of the System and Mechanism of Talent Development, which clearly stated that it is necessary to highlight the leading role of employers in the evaluation of professional titles, rationally define and decentralize the evaluation authority of professional titles, and promote the independent evaluation of universities, research institutes and state-owned enterprises. June, 5438+this year 10, the two offices issued the Opinions on Deepening the Reform of Professional Title System, which was deliberated and adopted at the 29th meeting of the Central Deep Reform Group. The main points of the Ministry of Education this time can be regarded as the concrete implementation of relevant policies and regulations.
It is inevitable to further deepen the reform of professional titles, so that the evaluation right of professional titles can be directly delegated to colleges and universities, and the colleges and universities will independently evaluate them, and the system and mechanism will be loosened. This is not only conducive to giving play to the leading role of employers in the evaluation of professional titles, but also closer to the reality of selecting and employing people; In the long run, the cohesion of "academic unity" will be continuously formed and strengthened, thus promoting the pace of de-administration of colleges and universities.
In addition, the inclusion of network achievements in the evaluation requirements will inevitably greatly stimulate the enthusiasm and creativity of young teachers. After all, in a sense, in view of its powerful interactive function, the Internet has already become an important field of panning for gold in the sand and identifying academic value. It is neither necessary nor realistic to continue to ignore or choose to ignore directly.
Decentralization is not achieved overnight.
But on this issue, there is no room for simple optimism, let alone "just let it go". Professional titles are related to the external evaluation of a very large group of professionals, involving huge and concrete practical interests. How to embody greater fairness and justice in evaluation can not only make real talents stand out, but also avoid luck and speculation, which is not easy.
First of all, we should design reasonable and binding procedural norms to prevent and avoid the infiltration and intervention of administrative power. It is understandable for colleges and universities to organize their own evaluation. However, if we continue to use the previous evaluation with administrative leadership as the main body, and most of the professional title evaluation committees in colleges and universities are administrative leaders of the school, it will be difficult to completely avoid the tendency of administration. What is particularly serious is that teachers are forced by realistic pressure, and even the hope of appealing will be suppressed.
It is reported that at present, some universities in China have begun to reform. Taking China Renmin University as an example, the title evaluation of the school was changed from "deciding life and death" by the original evaluation committee to "voting by professors". Although there is still a gap with people's imagination, such an attempt has its positive significance, which not only expands the professor's right to speak, but also sets up a protective net for administrative intervention.
Furthermore, it is still necessary to open wider to the outside world in order to openly seek justice. At least within a certain range, the evaluation process should be open and transparent, and accept feedback and interaction from different opinions. In fact, it may be difficult for outsiders and laymen to judge a teacher's academic level, but in universities, or in colleges, departments and research institutes, peers and students often have public opinions. Introducing this kind of public opinion into the evaluation system will inevitably correct the bias and injustice in practice.
