Article 1 In order to promote socialist democracy, safeguard citizens' legitimate rights and interests, maintain the normal order of letters and visits, and improve the work of state administrative organs, these Provisions are formulated in accordance with the provisions of relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 The term "letters and visits" as mentioned in these Provisions refers to the activities that the letters and visits of the petitioners (citizens, legal persons and other organizations) reflect the situation and express their wishes to the state administrative organs at all levels in this Municipality and the relevant organs and units are responsible for handling them. Article 3 Letters and visits are the duties of state administrative organs. State administrative organs at all levels in this Municipality should attach importance to the work of letters and visits, clearly define the leaders in charge, and set up letters and visits offices to provide necessary business convenience and working conditions for the work of letters and visits. The person in charge of each administrative organ shall participate in the handling of important letters and visits. Article 4 Petition activities conducted by petitioners according to law are protected by law, and no organization or individual may suppress or retaliate against petitioners. Fifth city, district and county people's governments shall set up petition offices; Its subordinate departments shall set up working institutions suitable for their work tasks or be equipped with full-time and part-time petition staff. Article 6 A petition agency is a specialized agency that accepts complaints on behalf of the agency, and is responsible for receiving letters and visits from complainants, and transferring, assigning and undertaking relevant petitions according to regulations. Seventh petition staff have the right to make suggestions, deal with emergencies, take necessary evidence, attend relevant meetings and read relevant documents in petition activities. Eighth petition staff in the petition activities shall abide by the code of conduct for petition staff. Article 9 A complainant shall enjoy the following rights:

(a) to criticize and make suggestions to the state administrative organs and their staff;

The petitioner shall not harm the interests of the state, society or collective or the legitimate rights and interests of other citizens when exercising the right to petition. Article 10 A complainant shall perform the following obligations:

(1) Abiding by the Constitution, laws, regulations and rules;

(three) visit the reception room set up by the state administrative organs, abide by the order of letters and visits and social morality, and take good care of public property;

(4) Posting posters, distributing leaflets, shouting slogans, complaining about land, holding sit-ins, making inflammatory remarks, inciting or gathering people to make trouble in series, attacking organs and assembly places, blocking vehicles and blocking traffic.

In violation of the above provisions or other acts that disrupt the order of letters and visits, if the education is ineffective, the unit or region where the complainant works shall bring it back and give him criticism and education or administrative sanctions; To stay, interfere with official duties, resulting in adverse effects, by the public security organs in conjunction with the petition organs and unit security personnel forcibly taken away; Violation of public security management shall be dealt with by the public security organs according to law; If a crime is constituted, criminal responsibility shall be investigated according to law. (a) criticism and suggestions to the state administrative organs and their staff;

(2) Suggestions and opinions on resolutions, decisions, rules and policies adopted by state administrative organs;

(3) Inquiries about relevant laws, regulations, rules and policies;

(4) Complaints and demands made to state administrative organs;

(five) to report and expose the state administrative organs and their staff;

(six) other petitions within the scope of functions and powers of the state administrative organs at all levels in this Municipality.
