Under the new situation of reform and opening-up, the contradiction between supply and demand of steel in China and Shandong is very prominent, and the steel industry urgently needs supporting transformation, so that the industrial production line can be scaled up and upgraded, and the economic benefits and market competitiveness can be improved. At the beginning of 1986, the State Council decided to use foreign capital to increase steel production capacity by1000000 tons to promote production.
