Local projects are organized and implemented according to the operation mode and work requirements of national projects, and the required funds are borne by local governments, and the main body of responsibility is the provincial (autonomous regions and municipalities) project office.

The western plan is divided into seven special projects: basic education, serving agriculture, rural areas and farmers, medical and health care, grassroots youth work, grassroots social management, and serving Xinjiang and Tibet.
Undergraduate graduates, junior college graduates or graduate students listed in the list of national colleges and universities published by the Ministry of Education on 20 17 can sign up for the Western Plan. College graduates, fresh graduates and former students who are not included in the list are not included in the recruitment scope for the time being.
Recruitment process of volunteers for the western plan
After receiving the student registration form, the university project office should timely review the situation of the registered students, organize the registered students to conduct written examinations and interviews, and select students with outstanding volunteer spirit, excellent interview results and professional requirements for job docking. After the job docking, participate in a unified physical examination.
If the university is in the provincial capital city, it will participate in the unified physical examination organized by the recruitment provincial project office; If the university is located in the prefecture (city), it shall participate in the unified physical examination organized by the Youth League Committee or the university in the prefecture (city). After the physical examination, the school will announce the admission list for 3 days. If there is no objection, submit the list to the recruitment provincial project office.
In late June, the National Project Office entrusted provincial project offices to issue confirmation notices to volunteers. Volunteers can find their admission information in the information system. If you are selected by the Western Plan, the status will be displayed as "Accepted". At the beginning of July, the National Project Office approved the list of new volunteers and announced it to the public.
