Since the reform and opening-up, great progress has been made in the construction of transportation infrastructure in concentrated contiguous poverty-stricken areas, and a comprehensive transportation network with railways, highways, civil aviation airports and postal lines as the skeleton is taking shape, which has played an important role in economic development, political stability, national unity, border consolidation and social harmony. However, due to historical, natural, social and other factors, there are still many gaps between the development of transportation in concentrated contiguous areas and the need to build a well-off society in an all-round way and the people's poverty alleviation. The external passage is not smooth, and there are many "broken roads" on the expressway; The national and provincial trunk lines are small in scale and low in technical level; Rural roads are not high in grade and weak in disaster prevention and resilience; The development of passenger and freight transportation lags behind, and the level of equalization of basic public services needs to be improved urgently.
The basic, leading and service nature of transportation determines that transportation must give priority to poverty alleviation. Taking concentrated contiguous poverty-stricken areas as the main battlefield for traffic poverty alleviation and speeding up the construction of a three-dimensional and modern traffic infrastructure network will help to change the backward appearance as soon as possible, improve the self-development ability, guide them to improve their spatial layout, adjust their industrial structure, and solidly promote the urbanization process; It is conducive to enhancing its ability to undertake industrial transfer at home and abroad, promoting the transformation of resource advantages into economic advantages, and laying a foundation for solving development difficulties, releasing development potential and giving play to late-comer advantages; It is conducive to promoting the equalization of basic public services, safeguarding and improving people's livelihood, allowing the poor to enjoy the fruits of development and promoting social harmony and stability.
In order to change the backward situation of transportation development in concentrated contiguous destitute areas as soon as possible, the Ministry of Transport, in accordance with the deployment of the Central Poverty Alleviation and Development Work Conference and the Outline of Rural Poverty Alleviation and Development in China (20 1 1-2020), fully considers the natural conditions, development capacity, environmental carrying capacity and economic and social development characteristics of the region, insists on seeking truth from facts and acting within our capabilities, and determines the development goals of regional transportation according to local conditions. Studied and formulated the Outline of Poverty Alleviation Planning for Traffic Construction in Concentrated contiguous destitute Areas (20 1 1-2020) and the Special Plan for1District, and signed * with the people's governments of 19 provinces (autonomous regions and municipalities) involved in concentrated contiguous destitute areas.
By 2020, integrated transportation networks such as railway trunk lines, expressways, national and provincial trunk lines, civil aviation airports, and postal lines will be initially formed in concentrated contiguous destitute areas. Basically, the national expressway will be built, and the counties with conditions will realize the second-class and above highway connectivity. Conditional towns and villages connect hardened roads (mainly asphalt and cement roads) and shuttle buses, and basically establish a rural logistics service system, which significantly improves the efficiency of urban and rural passenger and cargo transportation services. The service level of rural roads and the ability to prevent and resist disasters have been significantly improved, and the ability of traffic safety and emergency support has been significantly enhanced. The main indicators of basic public transport services are close to the national average, which meets the overall requirements of regional economic and social development and building a well-off society in an all-round way.
Second, improve the ability of network upgrade.
Taking the opportunity of solving the bottleneck of transportation development in concentrated contiguous poverty-stricken areas, we will promote the equalization of basic public transportation services, accelerate the construction of a transportation network that is "connected externally, connected to every village, safe and convenient", and strive to improve the service capacity and level of the transportation system so that people in poverty-stricken areas can enjoy the fruits of transportation reform and development.
Accelerate the construction of rural roads. Rural highway is the most basic or even the only mode of transportation in many poor areas, and it is also the most important production and living service facility. Taking rural roads as the top priority of traffic construction will significantly improve rural production and living conditions and lay a solid foundation for poverty alleviation. During the "Twelfth Five-Year Plan" period, township asphalt (cement) roads 10700 km and 222,000 km were built respectively, which solved the unobstructed problem of more than 400 townships and 39,000 villages; Focusing on strengthening the interconnection between counties and townships and promoting the development of resources and tourism, we will speed up the transformation of county and township highways and build a number of county-level export highways, tourist highways and resource development highways that play an important role in the economic and social development of poverty-stricken areas, with a construction scale of 6.5438+0.7 million kilometers. During the "Thirteenth Five-Year Plan" period, we will continue to promote the construction of the remaining qualified asphalt (cement) roads in villages and increase support for the construction and transformation of county and township roads.
Accelerate the construction of expressways. Overall consideration should be given to the connection of national highways, and the transportation capacity of regional external passages should be comprehensively improved. Focus on national highways, open up "dead ends" and bottleneck sections of important passages, promote the construction of newly-built national highways and expressways defined in the regional planning approved by the State Council in an orderly manner, and build a national expressway network in the region as soon as possible. During the Twelfth Five-Year Plan period, the construction scale is about 6.5438+0.07 million kilometers. During the "Thirteenth Five-Year Plan" period, the newly-added national and provincial expressways and expressways specified in the regional plan approved by the State Council will be basically completed.
Accelerate the construction of national and provincial trunk highways. Give priority to the development of provincial roads, open up the "dead ends" between provinces and counties, improve the road network in the region, and build a number of highways that connect important resource development sites and tourist attractions and play an outstanding role in economic development, so as to increase the regional development capacity. Efforts should be made to increase the proportion of secondary and above highways in national and provincial trunk highways, strengthen the construction of secondary highways in Tongxian County, strengthen the construction of bottleneck sections that restrict economic development in poverty-stricken areas, and strengthen the construction of trunk highways in various districts and their links with surrounding areas. During the "Twelfth Five-Year Plan" period, the construction scale is about 29,000 kilometers; During the "Thirteenth Five-Year Plan" period, the construction of provincial highways in ordinary countries will be further strengthened, and the service capacity and level of trunk highways will be improved.
Accelerate the construction of highway passenger and freight transport stations. Accelerate the transformation of the old passenger stations in the county, rely on the construction of rural roads to simultaneously promote the construction of township-level passenger stations and established village bus stations, and form a multi-level and wide-coverage rural passenger station system with county-level passenger stations as the leader, township passenger stations as the focus, and established village bus stations as the auxiliary. During the "Twelfth Five-Year Plan" period, 272 old county-level passenger stations were transformed or relocated, and more than 4,000 township-level passenger stations and more than 80,000 village bus stations were built. During the "Thirteenth Five-Year Plan" period, we will continue to promote the transformation of county-level passenger stations, the construction of township-level passenger stations and bus stops in established villages.
Accelerate the construction of passenger and cargo transportation service system. Efforts will be made to improve the travel conditions in concentrated contiguous destitute areas and improve the basic public service capacity of transportation. Efforts will be made to build a passenger service network, coordinate the development of urban and rural passenger transport, improve the depth and safety level of rural passenger transport, realize the "opening, staying and benefiting" of rural passenger transport, and promote the establishment of village shuttle bus projects. Efforts will be made to build a freight logistics service network, promote the construction of rural production and living materials distribution network, give play to the advantages of wide distribution of rural passenger lines, promote the pilot of road passenger buses carrying small pieces and express mail in the region, and promote the construction of logistics supporting facilities such as transportation stations, warehouses and information platforms. Give full play to the basic network system, popularity and market share advantages of the postal system in rural areas, support postal enterprises to fully participate in rural logistics network construction, and actively carry out postal cooperation and chain distribution business.
Accelerate the construction of inland water transport. Strengthen the construction of external water transport channels in conditional areas, further improve the water transport infrastructure of important channels and reservoirs (lakes) in the region, promote the large-scale and professional development of inland ports, and further meet the water transport needs of regional materials. During the Twelfth Five-Year Plan period, 3,633 kilometers of navigation channels will be improved and added, and wharf berths 1 and 2 1 will be added.
Strengthen ecological environment protection and safety capacity building. Give full consideration to the characteristics of natural conditions in concentrated contiguous destitute areas, take ecological construction and environmental protection as the basic premise of regional transportation development, take the development of green circular low-carbon transportation as an important task, flexibly determine technical standards and indicators suitable for local characteristics, and intensively use resources. In particular, it is necessary to strengthen the concept of safe development, strengthen the reconstruction of dangerous bridges and the construction of safety protection facilities, continuously improve the safety level of transportation infrastructure, and ensure the safe and convenient travel of the people.
Third, take multiple measures and work together to promote it.
It is a systematic project to fight a new round of traffic poverty alleviation. On the basis of paying attention to planning and guidance, we will increase investment, strengthen support, innovate mechanisms, and coordinate as a whole to form an overall synergy for the scientific development of transportation in concentrated contiguous areas.
Steadily promote the implementation of the plan. Implement the general requirements of "overall planning by the central government, overall responsibility by the province and implementation by the county" to ensure that the leaders, responsibilities, measures and inputs are in place. Seriously organize and implement the poverty alleviation planning outline for traffic construction in concentrated contiguous destitute areas, properly handle the relationship between short-term and long-term, demand and possibility, rationally arrange the construction contents during the Twelfth Five-Year Plan and the Thirteenth Five-Year Plan, solidly arrange related projects, strengthen project management, and strictly control the quality of projects to ensure the smooth implementation of the plan.
Increase financial support. Further increase the support of vehicle purchase tax funds for traffic poverty alleviation. Considering the practical difficulties of rising transportation construction costs and insufficient local supporting capacity, the Ministry of Transport will invest most of the expected incremental funds for vehicle purchase tax in the Twelfth Five-Year Plan in poor concentrated contiguous areas, mainly to improve subsidy standards rather than expand the scale. Among them, the subsidy standard for ordinary national roads has been increased by more than 2.6 times on the basis of the Eleventh Five-Year Plan, and the subsidy standard for township asphalt (cement) roads has been increased by 1 times and 1.5 times respectively. Increase the investment of local finance at all levels in transportation, implement tax and land preferential policies to support ordinary highway construction according to law, make overall use of poverty alleviation funds at all levels and tilt to traffic poverty alleviation construction projects. Combined with the new rural construction and the "one thing, one discussion" system, encourage farmers to voluntarily invest in traffic poverty alleviation construction, actively strive for work-for-relief funds for rural highway construction, and encourage enterprises and individuals to donate money to support traffic construction.
Strengthen the support of scientific and technological talents. Strengthen technical research on highway construction, disaster prevention, environmental protection and safety emergency in concentrated contiguous destitute areas, and accelerate the popularization and application of new technologies for traffic construction in concentrated contiguous destitute areas. Establish a talent exchange and training mechanism, and our Ministry and relevant provinces, autonomous regions and municipalities will strengthen the training of transportation professionals in the construction, management and maintenance of grass-roots roads in contiguous poverty-stricken areas, and further help poor areas to train transportation construction technology and management talents.
Improve the cooperative linkage mechanism. Create a good atmosphere for government departments, social forces and the masses to support and participate in traffic construction. Strengthen coordination between ministries and provinces, and study and promote planning, project approval, funding arrangements, and demonstration pilot construction. Strengthen inter-provincial coordination and linkage, strengthen the connection of major inter-provincial transportation infrastructure construction projects, and promote the development of regional integration. Strengthen inter-ministerial linkage, give full play to the platform role of inter-ministerial joint meetings, support and cooperate with each other, give play to industry advantages, and achieve win-win cooperation.
Strengthen supervision and inspection. Establish and improve the supervision and inspection mechanism for the implementation of the traffic poverty alleviation plan, and increase the supervision and inspection of the decision-making of construction projects, the management of the use of funds, the progress and quality of construction. Strengthen audit supervision to ensure the efficient and safe operation of traffic poverty alleviation construction funds. Establish and improve the statistical system of traffic poverty alleviation, and strengthen the statistical monitoring, analysis and evaluation of traffic poverty alleviation construction.
"The key to a well-off society is to look at fellow villagers." Accelerating the development of transportation in contiguous destitute areas is a basic project to promote local economic and social development and promote the construction of a well-off society in an all-round way. In accordance with the central government's decision-making, we will wait for no time, face up to difficulties, make overall arrangements for work measures with a scientific attitude of seeking truth from facts, and constantly win new victories in the tough battle against poverty in transportation, so as to provide a powerful transportation service guarantee for contiguous destitute areas to enter a well-off society in an all-round way simultaneously with the whole country.
