The administrative departments of development planning at all levels shall be responsible for the supervision and management of the declaration, examination and approval, planning and implementation of public welfare water conservancy infrastructure projects in accordance with the requirements of the management of capital construction procedures.
The financial administrative departments at all levels shall, in accordance with the requirements of financial management of capital construction, supervise and manage the financial activities of public welfare water conservancy infrastructure construction.
Audit administrative departments at all levels shall, in accordance with audit laws and regulations, conduct special audits and follow-up audits on major projects of public welfare water conservancy infrastructure construction.
The competent departments of development planning, finance, auditing and water administration at all levels shall establish and improve the relevant rules and regulations for the construction of public welfare water conservancy infrastructure. Sixth public water conservancy infrastructure construction projects, according to the provisions of the state should be subject to tender, tender according to the provisions of the Ministry of Water Resources on the management of water conservancy construction projects. The provincial development plan and other relevant departments shall exercise administrative supervision over the bidding activities according to law. (two) in conjunction with the water administrative department to do a good job in the implementation of the annual plan for water conservancy capital construction and the organization and coordination of major projects;
(three) in conjunction with the water administrative department to organize and guide the preparation of long-term investment plans for water conservancy construction;
(four) comprehensive use of direct investment, foreign exchange, foreign loans, national and provincial reserves and other economic means to ensure the implementation of water conservancy planning, planning and water conservancy industrial policies;
(five) to supervise and inspect the investment, construction progress and construction period. In the implementation of key water conservancy construction plans, timely put forward opinions to solve problems;
(six) in accordance with the authority of infrastructure management, examine and approve or report the feasibility study report, preliminary design, commencement report and completion acceptance report of water conservancy capital construction projects. The main responsibilities of the ninth provincial water conservancy administrative department of public infrastructure construction plan management:
(a) to organize the preparation of comprehensive management plans for provincial river basins or regions;
(two) according to the comprehensive river basin management plan approved by the state and the province, organize the preparation of the province's water conservancy project construction plan and long-term water conservancy project construction plan;
(three) according to the management authority to organize the project feasibility study report, preliminary design and commencement report review, submission and approval;
(four) to organize the preparation of the annual investment proposal plan for water conservancy projects in the province, according to the plan of the national and provincial development planning commission, to prepare and issue specific annual implementation plans, to examine and approve the annual construction budget of the project, and to supervise and inspect the implementation of the annual plan;
(five) to preside over or participate in the completion acceptance of relevant construction projects. Tenth city and county development plans and water administrative departments shall, in accordance with their respective division of labor, do a good job in the planning and management of public welfare water conservancy infrastructure construction. Eleventh public water conservancy infrastructure construction must follow the following procedures, and it is strictly forbidden to merge or surpass without authorization:
(1) Project proposal;
(2) Feasibility study report;
(3) Preliminary design;
(4) Bidding for construction;
(5) Preparation before construction (including technical design);
(6) Commencement report;
(7) Construction and implementation;
(8) Trial operation (trial operation);
(9) Completion acceptance;
(10) Post-evaluation. Chapter III Fund Management Article 12 The fund management of public welfare water conservancy infrastructure construction adheres to the principles of graded management, graded responsibility, earmarking and stressing efficiency.
