Regulations of Loudi Municipality on Promoting Civilized Behavior
Chapter I General Provisions Article 1 In order to carry forward Chinese traditional virtues, practice socialist core values, advocate civilized behavior, improve the quality and level of civilization, and promote the construction of socialist spiritual civilization, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the promotion of civilized behavior and related work within the administrative area of this Municipality. Article 3 To promote civilized behavior, we should adhere to the principle of combining guidance, encouragement, education and punishment, and establish a working mechanism of unified leadership by party committees, implementation by the government, responsibility of departments and social participation. Fourth city and county (city, district) spiritual civilization construction steering committee to co-ordinate the promotion of civilized behavior within their respective administrative areas.

City, county (city, district) spiritual civilization construction steering committee office is specifically responsible for the promotion of civilized behavior within their respective administrative areas, and performs the following duties:

Article 5 The people's governments of cities and counties (cities, districts) shall incorporate the promotion of civilized behavior into the national economic and social development plan, and include the required funds in the fiscal budget at the same level to promote the coordinated development of civilized behavior and economy and society.

The management organization of Loudi Economic and Technological Development Zone shall perform the duties of promoting civilized behavior within its scope of functions and powers.

The relevant functional departments of the people's governments of cities and counties (cities, districts), the people's governments of townships and sub-district offices shall, in accordance with their respective duties, do a good job in promoting civilized behavior.

Village (neighborhood) committees shall strengthen the propaganda and guidance of civilized behavior and assist in the propaganda of civilized behavior. Government workers, educators and public figures should play an exemplary role in promoting civilized behavior. Chapter II Code of Civilized Conduct Article 7 Citizens shall abide by the following code of civilized conduct for public order:

(ten) civilized management, do not shout for soliciting, do not illegally set up stalls and occupy roads;

Dogs other than guide dogs are not allowed to take public transport or enter office areas, hospitals, schools, gymnasiums, libraries, museums, theaters, waiting rooms, restaurants, hotels, shopping malls and other places;

(twelve) other civilized behavior norms for maintaining public order. Article 8 Citizens shall abide by the following environmental sanitation and civilized behavior norms:

(1) Reduce the generation of domestic garbage and classify it as domestic garbage;

(two) no littering, scraps of paper, cigarette butts, packaging and other wastes, no littering, waste water, defecation, spitting, chewing gum, betel nut residue, bagasse;

(10) Do not barbecue food or burn straw, fallen leaves and garbage in the open air in prohibited areas;

(eleven) do not set off fireworks in the forbidden time and area;

(twelve) do not raise poultry and livestock in the built-up areas of cities and counties;

(thirteen) other civilized behavior norms for maintaining public health. Article 9 Citizens shall abide by the following traffic civilized behavior norms:

(a) vehicles driving according to traffic signals, shall not change lanes or turn around;

(two) in accordance with the provisions of the use of seat belts or wearing a helmet;

(three) in accordance with the provisions of the use of lights, speakers, courtesy of pedestrians, low-speed through the water section;

(four) in accordance with the provisions of parking vehicles, fire exits, emergency exits, sidewalks, blind roads, etc. ;

(5) Vehicles shall not get on or off passengers or load or unload goods in violation of regulations, and buses, taxis and other operating vehicles shall not refuse to carry passengers in violation of regulations;

(6) Passengers shall not interfere with the driver's safe driving, and drivers and passengers shall not throw objects outside the car;
