At the beginning of 1982, Ye Zhihua, a graduate of Huazhong Agricultural University, was sent to the Institute of Plant Protection of Chinese Academy of Agricultural Sciences as an internship researcher to engage in scientific and technological management. Ye Zhihua said: "After working in the national agricultural scientific research institutions for a period of time, through dealing with unit leaders and some experts, I deeply feel that my knowledge is not enough and I should have higher requirements for myself." 1984, there is just an opportunity to study abroad, but I have to pass the exam first. At that time, more than 70 people from China Academy of Agricultural Sciences and agricultural research institutions in various provinces and cities signed up for reference, and only 2 people were admitted. Subsequently, as a research scholar, Ye Zhihua was sent to the International Rice Research Institute in the Philippines to study for a postgraduate degree in entomology at the University of the Philippines. "Studying abroad is also very difficult, especially the language problem. Because our generation of college students have a poor foreign language foundation, they basically rely on letters to study after going to college, and it is difficult to meet the requirements of studying and living abroad for a while. " With the spirit of searching and the unique diligence of Tianmen people, Ye Zhihua finished his studies with straight A's, passed his thesis defense six months ahead of schedule, obtained his master's degree in entomology, and returned to work in May 1988 according to national requirements.

With the balance of supply and demand of domestic agricultural products, China's agriculture has also participated in the international economic and trade cycle more widely. However, in the past, we paid more attention to its output and neglected its quality, which became a major factor restricting China's agricultural products to participate in international competition and was easily affected by trade barriers. At the same time, with the continuous development of the economy, consumers have higher requirements for the quality of agricultural products, which requires a special regulation or standard to regulate and improve the quality of agricultural products. " Ye Zhihua said.
"In the mid-1990s, the lack of agricultural standards in China was prominent: First, there was a lack of standards, such as rice, wheat, corn and other staple crops. There were only some simple acquisition standards, and the grades were confirmed only by impurities and moisture content, while other indicators, such as nutritional quality and safety traits, had no standards; Second, the standards are outdated. Some standards formulated in the 1950s are still in use in the 1990s. Third, the technical content of the standard is low, which restricts the development of agriculture and agricultural products in China. Food is the most important thing for people. From raw material production to final consumption, food needs to go through many links such as production, processing, storage, transportation and sales. In reality, the hidden danger of food safety is mainly that food raw materials contain toxic and harmful substances. Therefore, many countries have adopted the whole process of quality monitoring from farmland to dining table. "
Prior to this, China formulated food hygiene law and product quality law specifically for food hygiene and industrial products, but with the deepening of market economy, these laws and regulations have gradually failed to meet the requirements of the development of the situation. For example, the food hygiene law only cares about the dining table, regardless of food raw materials; The Product Quality Law only focuses on industrial products, regardless of agricultural products, and there is no basis for the supervision of agricultural products with large quantity, wide scope and numerous quality requirements.
From the end of 1990s to the beginning of this century, Ye Zhihua repeatedly reflected the quality and safety of agricultural products in China to the National People's Congress, the the State Council, the Ministry of Agriculture and other departments, and called on China to legislate on the quality and safety of agricultural products as soon as possible, and at the same time, set up special scientific research institutions and testing systems to realize the standardization of agricultural products and comprehensively improve the quality and safety level of agricultural products in China and its competitiveness in the international market.
In order to grasp the first-hand situation of the quality of agricultural products in China, Ye Zhihua conducted a special investigation on some large wholesale markets of agricultural products in China, and reported the results to the National People's Congress. In 2002, the National People's Congress organized a major inspection of the implementation of the Food Hygiene Law. As an expert in agriculture, Ye Zhihua attended the launching ceremony of law enforcement inspection, the systematic law enforcement investigation activities of the Ministry of Agriculture and the final summary report meeting. In many speeches, he directly reflected the outstanding problems in the field of quality and safety of agricultural products in China to the National People's Congress, and called for starting the legislation on quality and safety of agricultural products as soon as possible and strengthening the construction of relevant scientific research institutions and testing systems. Ye Zhihua's speech was highly concerned and fully affirmed by Peng Peiyun, then vice chairman of the National People's Congress, and asked the relevant departments to incorporate the quality and safety of agricultural products into the legislative plan as soon as possible, and the construction of agricultural product quality inspection system into the relevant national plans. This has also laid an important foundation for promoting China's agricultural product quality and safety legislation, starting the agricultural product quality and safety testing system and the construction of scientific research institutions.
