At present, the Yinchuan Convention on Civilization was formulated in 2004, and some of its contents have not adapted to the current requirements for spiritual civilization construction. According to the requirements of spiritual civilization construction in the new period, combined with the characteristics of Yinchuan's own city, the Civilization Office of Yinchuan revised the Convention on Civilized Citizens. Jinfeng district Comprehensive Law Enforcement Bureau has carried out the newly revised "Yinchuan Convention on Civil Civilization" worldwide, replacing the old convention.

The new version of the Convention on Civil Civilization embodies the requirements for citizens' self-discipline, the advocacy of citizens' morality, social morality and traditional virtues, and the requirements for a healthy and civilized lifestyle. In the next step, jinfeng district Comprehensive Law Enforcement Bureau will advocate citizens to consciously practice civilized conventions, start from themselves and small things, declare war on uncivilized behavior, and strive to be civilized and polite Yinchuan people.
