Second, we must form working rules. In the past, "three meetings and one lesson" was the working method of the party branch of the government. It is difficult to fully adapt to the situation by "three meetings and one lesson" now. It is necessary to combine the new situation and new tasks faced by party building in government organs, actively explore and innovate, study effective ways, carriers and methods for party branches, party committees and working committees of government organs, sum up innovative achievements into disciplines in time, and promote them as "prescribed actions".
