Only after the fire department reported the examination and approval procedures, the large-scale lighting exhibition arranged for the fire department to stand by and investigate the safety hazards in time.
Second, the safety qualification examination and approval
The light show is held once a year, which is a tourist-intensive collective activity and needs safety qualification approval. Normal exhibitions can only be carried out after inspection and approval by relevant departments, otherwise law enforcement departments have the right to order the exhibition to be sealed.
Third, safety procedures.
The Spring Festival Lantern Show can only be held at night, which is also the time point of high crime. Therefore, the organizer of the exhibition has obtained the approval of relevant departments, and arranged special personnel to patrol the exhibition area during the exhibition to stop emergencies in time.
Application for filing materials for large-scale events (different regions have different requirements, please refer to the following)
According to the "Regulations on Safety Management of Large-scale Mass Activities of Public Security Organs in Jiangsu Province (Trial)", the following materials shall be submitted in writing when applying for holding large-scale activities.
Twenty-first to apply for a safety license for a large-scale event, the organizer shall apply to the public security organ for a safety license 20 days before the event is held, and submit the following materials:
(a) the application form for the safety license of large-scale mass activities;
(two) the contractor's legal establishment certificate and the identity certificate of the person in charge of safety; In accordance with the provisions of laws and administrative regulations, relevant competent departments shall submit relevant qualifications and qualification certificates if they have qualifications and qualification requirements for contractors;
(3) Large-scale activity plan and its explanation. If two or more organizers jointly undertake large-scale activities, they shall also submit a joint undertaking agreement (the plan for large-scale activities shall be formulated in accordance with the provisions of Article 22);
(4) Safety risk assessment report of large-scale activities (provided by the assessment company);
(five) large-scale activities safety work plan (according to the provisions of article twenty-third to develop large-scale activities safety work plan);
(six) the legal certificate of the place manager, the identity certificate of the legal representative, the administrative license for fire control in the place or the legal documents for filing and spot checking;
(seven) to provide proof of the lease or loan agreement of the activity place or the approval document of the occupation of public places and roads;
(eight) in accordance with the provisions, it shall be approved by the relevant competent department in advance, and submit the relevant approval documents;
(nine) other materials related to the safety work of holding large-scale activities.
Article 22 The plan of large-scale activities and related explanations shall specify: the organizer, organizer, co-organizer, sponsor, time, place, theme, slogan, content, process, participants, important guests, residence, media, parking lot, functional area division, general plan, audience seating chart, etc.
Twenty-third large-scale activities safety work plan shall include the following contents:
(a) the time, place, content, scale, specifications and organization of the activity;
(two) the geographical environment, building structure and area of the activity place (with drawings), the number of people that can be accommodated and the expected number of people participating in the activity;
(3) Information, quantity, task assignment, job responsibilities and identification marks of safety personnel;
(four) the basic situation of the building and temporary facilities in the activity place, the qualification certificate and safety status of the design and construction unit, etc.;
(five) fire safety measures in the activity place;
(six) the establishment and identification of public safety buffer zone, emergency evacuation passage, emergency broadcasting, emergency lighting, medical rescue, barrier-free passage and other facilities and equipment;
(seven) traffic organization and management measures and traffic organization diagram, including the number of vehicles expected to participate in the activity, the setting, location, capacity, signs, guiding signs, corridor diagram, parking and management measures, as well as traffic diversion, guidance and control measures;
(eight) on-site order maintenance and personnel guidance measures;
(nine) basic information such as the unit, number, interview area and guiding measures of news media reporters who intend to participate in the live interview of the event;
