In order to conscientiously implement the Decision of the State Council on Strengthening the Prevention and Control of Geological Disasters (Guo Fa [20 10/1] No.20) and a series of decision-making arrangements made by the Ministry of Land and Resources and the Gansu Provincial Government on strengthening the prevention and control of geological disasters, test the effectiveness of the construction of the emergency rescue system for geological disasters, enhance the rapid response capability of various departments at all levels, effectively prevent and respond to sudden geological disasters, and ensure the safety of people's lives and property, the Gansu Provincial Department of Land and Resources has formulated. In order to ensure the smooth implementation of the drill, according to the Emergency Plan for Sudden Geological Disasters of the Ministry of Land and Resources, the Guide to Emergency Drill for Sudden Geological Disasters (China Geological Environment Monitoring Station, Geological Disaster Emergency Technical Guidance Center of the Ministry of Land and Resources), the Overall Emergency Plan for Sudden Public Events in Gansu Province and the Emergency Plan for Sudden Geological Disasters in Gansu Province, the drill plan is formulated as follows.

I. Purpose and significance

Through comprehensive emergency drills, we will test the pertinence and operability of the emergency plan for sudden geological disasters, check the preparation of emergency personnel, materials, equipment and technology, enhance the emergency response and coordination capabilities of various departments at all levels, improve the government's emergency response capability for sudden geological disasters, popularize the emergency knowledge of sudden geological disasters, and enhance the people's ability to prevent and respond to sudden geological disasters.

1. Integrated Coordination Group

Responsibilities: Unified dispatch and use of professional emergency teams and community volunteer teams formed by various departments, and invite provincial military regions and provincial armed police corps to send emergency commandos to participate in emergency drills respectively.

2. Monitoring and early warning group

Lead unit: Lanzhou Municipal Bureau of Land and Resources

Partner: Sub-district Office

Responsibilities: Be responsible for monitoring landslide danger and issuing danger alarm and disaster report in time.

Personnel composition: 1 full-time monitoring personnel for group monitoring and prevention, 6 professional technicians, 2 sub-district offices, and 9 people form the danger alarm group.

3. Resettlement Support Group

Lead unit: Provincial Civil Affairs Department

Partner: Lanzhou Civil Affairs Bureau

Responsibilities: Responsible for disaster statistics; Temporary resettlement of the affected population; Transportation, storage and distribution of relief materials; Provide basic necessities for the affected people and provide life support for the rescue and relief personnel.

Personnel composition: 20 people.

4. Public Safety Maintenance Section

Lead unit: Provincial Public Security Department

Cooperation unit: Armed Police Provincial Corps

Responsibilities: Responsible for establishing traffic safety management team; Set up a warning line in the affected area to evacuate irrelevant personnel in the affected area; Organize public security patrols to protect and maintain social security and traffic order in disaster areas; Assist the emergency rescue team to transfer people and property in the disaster area.

Personnel composition: 20 public security traffic policemen and 30 armed police forces.

Equipment configuration: 4 vehicles of public security department and 20 walkie-talkies; The Armed Police Force has 3 vehicles, 20 shovels and 20 pickaxes. Several warning devices (striped cloth, warning rope, tweeter, etc.). ).

5. Traffic Safety Section

Lead unit: Provincial Communications Department

Responsibilities: Responsible for emergency and security of rescue roads.

Personnel composition: 20 people.

Equipment configuration: 1 traffic rescue vehicle, 1 forklift, excavator and dump truck.

6. Emergency rescue team

Lead unit: provincial military region

Cooperation unit: Armed Police Provincial Corps

Responsibilities: Responsible for rescuing trapped people, handling all kinds of urgent and dangerous tasks, eliminating dangerous situations and rescuing injured people.

Personnel composition: emergency rescue brigade of provincial military region 100, and fire brigade of Chengguan District, 20, totaling 120.

Equipment configuration:

Provincial military region: emergency command vehicle 1 vehicle, forklift 1 vehicle, excavator 1 vehicle, dump truck 1 vehicle, 50 life detectors, pickaxes and shovels.

Fire brigade: 2 emergency rescue vehicles and other professional rescue tools.

7. Emergency investigation team

Lead unit: Provincial Department of Land and Resources

Cooperatives: Geological Disaster Emergency Technical Guidance Center of Ministry of Land and Resources, Provincial Bureau of Geology and Mineral Resources, Provincial Meteorological Bureau and Provincial Geological Disaster Emergency Center.

Responsibilities: Organize experts to carry out landslide field investigation, evaluation, monitoring and emergency plan formulation, and provide theoretical basis and parameters for decision-making of the headquarters.

8. Medical and Health Section

Lead unit: Provincial Health Department

Partner: Lanzhou Municipal Health Bureau

Responsibilities: Responsible for setting up on-site medical treatment team, treating the injured, carrying out on-site emergency treatment, transferring the critically wounded, and doing a good job in health and epidemic prevention in epidemic areas.

Personnel composition: 20 people.

Equipment configuration: 2 ambulances, 5 stretchers, several first-aid equipment, 1 health and epidemic prevention vehicles and 4 sprayers.

9. Communications Group

Lead unit: Provincial Government Information Office

Cooperatives: Provincial Department of Land and Resources, Gansu TV Station and Lanzhou Bureau of Land and Resources.

Responsibilities: Responsible for news release and publicity of comprehensive emergency drills.

Personnel composition: 5 people from the Information Office of the provincial government; Gansu TV station has 8 people, 1 director, 2 commentators and 5 feature film crews. Other media reporters (Gansu Daily, Land and Resources News, Gansu Geology and Mineral News, Western Business News, Lanzhou Evening News, Lanzhou Morning News, each 1 reporter).

Equipment configuration: in order to publicize and report, all units should provide their own equipment as needed. Lanzhou Land and Resources Bureau has 40 exhibition boards, 6 banners and 3 spray paintings. Audio equipment 1 set, microphones 10 (4 observation decks, 2 alarm wireless microphones and 4 emergency headquarters), 2 loudspeakers, 1 projector, 2 laptops and 2 printers.

10. Communication Support Group

Lead unit: China Geological Environment Monitoring Institute (Geological Disaster Emergency Technical Guidance Center of Ministry of Land and Resources)

Partner: Information Center of Ministry of Land and Resources.

Responsibilities: Be responsible for the live broadcast of the drill and provide video transmission to the provincial, municipal and county land and resources departments through the Ministry Information Center.

Equipment configuration: a set of on-site satellite relay system.

(3) Organization and coordination of exercises

(1) Organizer: Gansu Provincial Department of Land and Resources, Geological Disaster Emergency Technical Guidance Center of the Ministry of Land and Resources.

(2) Organizer: Provincial Geological Disaster Emergency Center and Lanzhou Municipal Bureau of Land and Resources.

(3) Participating unit: Geological Disaster Emergency Technical Guidance Center of the Ministry of Land and Resources; Member units and subordinate departments of geological disasters in emergency headquarters Province; Information Center and Planning Institute of Provincial Department of Land and Resources; The second and third exploration institutes of the Provincial Bureau of Geology and Mineral Resources; Provincial Nonferrous Bureau; Provincial Bureau of Surveying and Mapping; Lanzhou chengguan district government and relevant departments.

Fourth, the content of the exercise.

1. Training background

Suppose there is heavy rainfall in Lanzhou and a landslide in Kyushu, and the on-site personnel are trapped, threatening the lives and property of more than 800 people. After receiving the alarm, the municipal, district government and the competent department of geological disaster prevention and control immediately launched the emergency plan for geological disasters and carried out emergency treatment in advance; After receiving the disaster danger alarm, the provincial government emergency committee decided to immediately start the second-level emergency response to sudden geological disasters at the provincial level, and reported it to the Ministry of Land and Resources, which promptly started the plan. Shi Jun, commander-in-chief and vice governor of emergency headquarters Province, took the lead in setting up emergency headquarters at the disaster site to organize rapid emergency rescue and disposal of geological disasters.

2. Practice content

The main contents of this drill include response initiation, emergency response, response cancellation, drill evaluation, etc. The site layout includes emergency command and observation area, accident rescue and evacuation area, medical rescue area, resettlement area, publicity area, emergency equipment display area, vehicle parking area, temporary parking area and other exercise areas.

Step 3 practice the program

The drill is divided into five stages: emergency report stage, emergency response stage, emergency disposal stage, response cancellation stage and drill evaluation stage. The drill procedure is shown in figure 1.

Verb (abbreviation for verb) exercises guarantee.

(1) Preparation for the drill. The preparation for the drill is fully responsible by the Provincial Department of Land and Resources. The drill script was written by the provincial geological disaster emergency center.

(2) Exercise coordination ability. It is suggested that the emergency office of the provincial government should be responsible for coordinating the member units of emergency headquarters Province with sudden geological disasters.

(3) Equipment support. Geological disaster emergency investigation equipment is responsible for the provincial emergency center. Among them, the remote consultation system and terminal equipment are rented by the provincial emergency center.

(4) Funding guarantee. It is estimated that the total cost of the drill is 400,000 yuan, which will be charged from the emergency capacity building funds of the provincial emergency center.

Sixth, the drill requirements

(1) attaches great importance to it and organizes it carefully. All participating units should clearly understand the grim situation of sudden natural disasters, improve their understanding of the importance of carrying out emergency drills, and carefully organize them in strict accordance with the work objectives to ensure the effectiveness of the drills.

(2) obey orders, obey orders. Units participating in the drill should strictly obey the instructions issued by the on-site commander, obey the leadership scheduling, resolutely carry out the orders, prohibit unauthorized actions, and strictly implement the instruction reporting system.

(3) Strengthen management to ensure safety. All participating units should be carefully prepared in strict accordance with the responsibilities and tasks determined in the plan; Strengthen safety education to ensure safety.

The second part is the scene layout and process control of the drill.

First, the drill scene layout

The Kyushu Armed Police Training Ground in Chengguan District has a wide field of vision and meets the requirements of the exercise. According to the actual requirements of the drill, the site layout is divided into eight areas: emergency command and observation area, accident rescue and evacuation area, medical rescue area, resettlement area, publicity area, emergency equipment display area, vehicle parking area and temporary parking lot. And draw the site layout, prepare regional isolation facilities and warning signs.

1. Emergency command and observation area

Build an observation platform of 16m× 10m; Arrange two long tables and seat government leaders and representatives of participating units. There are 100 chairs on both sides of the observation deck for other observers to sit on.

Set up a 1 tent, tables and chairs and microphones for the meeting in emergency headquarters. This area is mainly used for holding emergency command meetings.

2. Accident rescue and evacuation area

Located in the north of the drilling field, it simulates the construction of private houses, and the top of the slope is unloaded by dump trucks, simulating the landslide on the spot. After the on-site alarm, the scene mainly simulated landslide alarm and personnel evacuation, and the drill officially began. Two evacuation routes were arranged at the scene, and about 200 people from the masses and volunteers were mobilized to simulate evacuation at the scene.

Dumpers dump soil to simulate landslides. After the landslide, houses were destroyed and people were trapped. Five marks were made in the scene simulation room, five dummies were buried, and the simulator buried them. Arrange five volunteers to play the trapped injured, and paint red signs on different parts of the injured body to show the injured parts.

In the regional drill of accident rescue, the emergency rescue brigade of the provincial military region and the armed police force sent large-scale equipment to clean up the ruins, and used search and rescue personnel such as biological detectors and search and rescue dogs.

3. Medical rescue area

The site is flat, suitable for parking ambulances and medical treatment. All the wounded (dummies and volunteers) transferred from the accident rescue area arrived at the tent, and were treated by the medical rescue team according to the treatment procedure and then carried to the ambulance for transfer.

4. Victims' Settlement Area

The land department and the civil affairs department set up two tents, and the provincial military region set up two tents, which can simulate the resettlement of victims and emergency headquarters. People and volunteers evacuated from the evacuation area according to the scheduled route will be simulated and placed in the area, and relief materials will be distributed.

5. Publicity coverage area

In the publicity and reporting area, 40 geological disaster prevention exhibition boards, 2 spray-painted pictures and 6 slogans were arranged to isolate the participating vehicles from the exercise area.

Six propaganda slogans were arranged at the drill site:

6. Emergency equipment display area

Remote sensing aircraft, 3d scanner, emergency relay vehicles, remote sensing aircraft, meteorological emergency equipment and other geological disaster emergency disposal equipment are all concentrated in the equipment exhibition area after the on-site disposal operation is completed.

7. Parking area for sports vehicles

It is divided into parking areas for participating vehicles and temporary parking lots. Vehicles participating in the exercise should be parked in the designated place.

8. Temporary parking lot

Vehicles of all units should be parked in the designated position of the temporary parking lot.

Second, participate in process control

The drilling process is controlled as follows:

At 9:00, the drill personnel of each unit arrived at the assembly area in front of the viewing platform, led the team to sign in, held a drill preparatory meeting, and announced the drill precautions.

At 9: 30, the drill officially began.

At 9: 40, the drill officially began.

Simulate landslide and evacuate for 5 minutes. Government motorcades at all levels in Lanzhou arrived at the scene for pretreatment and set up emergency command tents.

At 9:45-9:50, vehicles from Lanzhou Land and Resources Bureau and Chengguan Land and Resources Bureau entered the site in turn to carry out preliminary investigation and set up emergency command tents (9:45- 10:20).

At 9: 50, the provincial geological disaster rescue member units reported.

Vehicles of all units drive to the command area, report to the command area in sequence, and start operations at the designated place after reporting. The reporting time of all units is limited to 5 minutes. After the report is completed, the person in charge of each unit can give orders to the personnel of the unit, and the line will be designed by itself according to the content of the exercise.

9:50-9:55, all units of the land and resources system report for duty. According to the order of the Ministry of Environment, the Geological Disaster Emergency Center, the Planning Institute and the Surveying and Mapping Institute, the vehicles of each unit set off from the designated place in turn and lined up at the front of the rostrum, and were reported by the representatives of the ministries and agencies. Then the vehicle returned to the parking area according to the designated route, and the members of the investigation team went to the landslide site to conduct an emergency investigation. On-site inspection time (9:55— 10:30)

At 9: 55- 10: 00, the emergency rescue team of the public security department reported that the vehicles entered the scene in turn, and the personnel lined up at the front of the rostrum, and the person in charge reported to the chief commander. After receiving the report, the vehicle stopped at the designated area and the personnel began to maintain traffic and public security alert (10: 00-11:00).

10:00— 10:05, the emergency rescue brigade of the provincial military region reported for duty, and the vehicles of the provincial military region 10 entered the scene in turn, and the personnel lined up at the front of the rostrum, and the person in charge reported to the general commander. After the report is completed, the large disaster relief vehicles are parked in the designated area, and the tent vehicles are transported to the victims' resettlement area to set up tents (10: 00—10: 30), and then the houses are demolished (10: 30—/kl)

10: 05-10:10, the provincial armed police fire brigade arrived at the scene to report, the armed police vehicles reported to the rostrum in sequence, the personnel lined up at the front of the rostrum, and the person in charge reported to the commander in chief. After the report is completed, the large-scale disaster relief vehicle stops at the designated area, and the rescuers start personnel search and rescue first (10: 05-65433).

10:10-10:15. The medical rescue team reported that the vehicles entered the rostrum in turn, and the personnel got off the bus in a unified manner, and the person in charge reported to the commander in chief. After the report is completed, the medical ambulance will stop at the designated area. 10:15-10: 20, the civil rescue team reported for duty. Before the vehicles entered the rostrum in turn, people got off and lined up in a unified line, and the person in charge reported to the commander in chief. After the report, the material delivery vehicle arrived at the resettlement site of the victims, distributed mineral water to the participants, and simulated the distribution of relief materials (10: 25-65438.

10: 20- 10: 25, the meteorological system team reported that the vehicles entered the rostrum in turn, and the personnel got off the bus and lined up in a unified manner, and the person in charge reported to the commander in chief. After the report is completed, transport the vehicle to the designated location and set up instruments for monitoring (10: 25-11:00).

10: 25 ——10: 30, expert consultation.

Expert consultation, mainly by experts to speak, the formation of disposal opinions.

Third, the overall requirements of the exercise

(1) All units should arrive on time according to the timetable set by the drill, and try their best to arrive at the drill site in advance;

(2) Before the formal start of the drill, the personnel of each unit should gather at the podium to hold the drill and explain the matters. After the official start, except the participants, other personnel are not allowed to walk around the rig floor at will.

(3) All units should strictly abide by the drill procedures and do their own disposal actions according to the scripts formulated by the director department;

(4) This exercise is a real-life simulation exercise, with live video broadcast. Therefore, the participating units should dress according to the actual needs of emergency rescue work;

(5) Vehicles of all units shall strictly abide by the parking system and be uniformly parked in the temporary parking lot on site and the parking lot of participating vehicles. After participating in the drill, the participating vehicles should be parked at the original site according to the designated location, and should not be parked at will;

(6) All participating vehicles should make signs or flags, indicating the words of geological disaster emergency rescue and the name of the unit, so as to facilitate dispatching;

(7) The personnel of each unit shall conduct on-site disposal actions within the specified time after the registration starts, and end the actions after the competent department gives instructions.

(8) After the heads of participating units report to the rostrum and issue orders to the participants of this unit, the heads will gather at the on-site headquarters to hold the first meeting. After the meeting, you can go to the scene to conduct. When the headquarters released the second conference room, it was still concentrated in the on-site headquarters and held the second meeting. After the meeting, I went to the scene to give the evacuation instructions to the participants in this department.

(9) The reporting time of each unit is limited to 5 minutes. After the report is completed, the person in charge of each unit can give orders to the personnel of the unit;

(10) Due to the large number of vehicles and personnel at the drill site, all participating units should strictly implement the safety system to ensure the safety of the participants;
