Jurisprudence analysis: The whole committee of the county party committee is the core of county leaders, elected by the Party Congress for a term of five years. When the Party Congress is not in session, the National Committee of the county party committee is the leading organ of the county party committee. It is responsible for implementing the line, principles and policies of the CPC Central Committee, carrying out the instructions of the higher-level party organizations and the resolutions of the county party congress, and leading the work of the county. The agenda of the National Committee of the County Party Committee is decided by the Standing Committee of the County Party Committee.

Article 57 After the leaders of the new people's government are elected according to law, they shall, within two months, submit to the Standing Committee of the people's congress at the corresponding level for appointment of the secretary-general, directors, directors, committee directors and section chiefs of the people's government.

Article 58 The term of office of local people's governments at various levels is five years.
