Article 1 In order to prevent fires, reduce fire hazards and clarify fire safety responsibilities, these Measures are formulated in accordance with the Fire Protection Law of People's Republic of China (PRC), the Regulations on Fire Protection in Henan Province, the Regulations on the Construction and Management of Urban Fire Protection Facilities in Henan Province, and the Measures for the Implementation of Fire Safety Responsibility System in Henan Province, combined with the actual situation of this Municipality. Article 2 Organs, organizations, enterprises and institutions (hereinafter referred to as units) and village (neighborhood) committees within the administrative area of this Municipality must implement the responsibility system for fire control safety in accordance with the provisions of fire control laws, regulations, rules and these Measures. Article 3 The legal representatives or principal responsible persons of people's governments at all levels and their administrative departments and units are the persons in charge of fire control safety in their respective administrative regions, departments and units, and take the leadership responsibility for fire control safety work; People's governments at all levels and their administrative departments and units in charge of fire safety work are directly responsible for fire safety work; The person in charge of fire safety of each post in this unit is directly responsible for the fire safety of this post. Article 4 The people's governments of cities and counties (cities, districts) shall be responsible for the fire safety work within their respective administrative areas in accordance with the principle of territorial management, and perform the following fire safety duties:

(1) Organizing fire prevention publicity and education, implementing fire prevention laws, regulations and rules, enhancing citizens' awareness of fire prevention safety, and improving citizens' quality of fire prevention safety;

(two) the fire control work into the national economic and social development plan, strengthen the construction of public fire control facilities, ensure the investment of fire control funds, and make the fire control work adapt to economic construction and social development;

(three) in accordance with the overall urban planning, the preparation and revision of urban fire protection professional planning;

(4) Put the fire control work on the agenda, hold a government executive meeting every six months, analyze the fire control safety work, study and solve the major problems existing in the fire control work, and urge and inspect the relevant departments of the people's governments at the same level and the people's governments at lower levels to perform their fire control duties;

(five) major holidays and fire season, shall organize fire safety inspection, take fire prevention measures;

(VI) To participate in the supervision and rectification of major fire hazards, make a timely decision on whether or not to agree to the request of public security fire control institutions to stop production and business due to major fire hazards, and coordinate relevant administrative departments, industry authorities and major fire hazards units to formulate plans and take rectification measures for the decision of disapproval;

(seven) in accordance with the national standards and relevant regulations, planning and construction of secret fire stations, small ordinary fire stations, so that the layout is reasonable, and equipped with fire equipment in line with national standards;

(eight) the organization of urban planning, construction, fire protection, water supply, power supply, communications and other departments, the fire truck passage, fire water supply facilities, fire communication, public fire control facilities for completion and acceptance;

(9) Establish an emergency rescue mechanism for extraordinarily serious fire accidents, organize the formulation of emergency plans and conduct drills in view of possible fires in high-rise buildings, underground buildings and inflammable and explosive dangerous goods and situations that have a significant impact on public safety, so as to improve the ability to deal with extraordinarily serious fire accidents;

(ten) after the occurrence of a major fire accident, it shall promptly organize a fire accident investigation; After the investigation, write an investigation report to the people's government at the next higher level, and timely disclose the basic situation, losses, causes, lessons and treatment results of the fire; Organize the media to report objectively and accurately, correctly grasp the direction of public opinion, and enhance citizens' awareness of fire control.

The township (town) people's government and sub-district offices shall perform the duties in items (1), (3), (4) and (5) of the preceding paragraph according to law. Fifth public security organs at or above the county level shall supervise and manage the fire control work within their respective administrative areas, and their public security fire control institutions shall be responsible for implementing and performing the following fire control safety duties:

(a) the implementation of fire laws, regulations, rules and fire technical standards, formulate specific measures for fire control work, and strictly enforce the law;

(two) according to the administrative examination and approval of fire safety or audit, strengthen the supervision of fire products, according to the statutory time limit for fire engineering acceptance and inspection before opening;

(three) to carry out fire safety inspection according to law, and be responsible for urging the units to take fire safety measures to eliminate fire hazards within a time limit;

(four) after receiving the fire alarm, it should immediately rush to the scene of the fire, responsible for rescuing people in distress, eliminating the danger and putting out the fire;

(five) responsible for investigating the cause of the fire and participating in the handling of fire accidents;

(six) to provide professional guidance to the full-time fire brigade and the voluntary fire brigade of the unit, to be responsible for training fire-fighting post personnel, and to promote the construction of fire-fighting intermediary service institutions and the socialized development of fire-fighting work;

(seven) to participate in the evaluation of government fire protection work, and to prepare and revise the professional planning of urban fire protection;

(eight) to participate in the rescue of other disasters or accidents according to law, and perform other duties as stipulated by laws, regulations and rules. Article 6 The member units of the Fire Safety Committee and the administrative departments of the government shall, in accordance with the principle of "who is in charge, who is responsible", do a good job in the fire safety work of their own departments, systems and industries according to their respective responsibilities.

Development and reform departments and financial departments should pay attention to the construction of fire control facilities when preparing national economic and social development plans and budgets. Belong to the scope of fixed assets investment, should be included in the local fixed assets investment plan, to ensure that the fire fighting funds in place.

The administrative department in charge of urban planning and construction shall, according to the requirements of professional fire protection planning, incorporate fire protection planning into the overall planning of urban construction, and ensure the synchronous planning, construction and development of fire protection facilities and other municipal infrastructure.

Communication departments shall, in accordance with the provisions, build fire alarm lines and dispatch lines between fire command centers and fire stations, water supply, power supply, gas supply, first aid, traffic management and other departments and units, and do a good job in maintenance and management to ensure smooth communication.

The administrative department of public utilities shall strengthen the maintenance and management of public fire control facilities such as fire water supply, and ensure that public fire control facilities are in good condition, with sufficient water quantity and water pressure.

The administrative department of education shall incorporate fire protection education into the national education plan, and schools and other educational institutions shall incorporate fire protection knowledge into relevant education courses.

The administrative departments of justice, labor and social security, science and technology shall incorporate fire laws and regulations and fire knowledge into the contents of law popularization, training and popular science work.

Press and publication, radio, film and television and other relevant units and their competent departments shall open up fixed columns, carry out regular and targeted publicity and education on fire safety knowledge and obligations, and carry out public welfare publicity on fire control according to law.

Education, health, culture, tourism, industry and commerce, commerce, supervision and management of production safety, construction and other administrative departments. Within the scope of their respective duties, supervise and manage the fire control work of their own systems and industries, strengthen education and training in fire prevention, fire fighting, escape and self-rescue, urge the rectification of fire hazards, and ensure fire safety.

Other administrative departments of the government shall, in combination with the actual situation of their own departments, implement various measures stipulated by fire laws, regulations and rules, carry out fire prevention publicity and education, carry out targeted fire safety self-examination and management, and urge their subordinate units to rectify fire hazards according to law to ensure fire safety.
