After the name of the seal is corrected, it shall be submitted to the Propaganda Department of the Communist Party of China for review, without objection. As a result, the stamp artwork was officially sent to the factory for plate making and printing. At the same time, a commemorative postmark was designed. At the beginning of September, when the commemorative postmark pattern was sent to the Central Office for review, there was no problem with the postmark pattern design, but it was required to add the word "Soviet Union" to the postmark, that is, "the 35th anniversary of the Great October Revolution" was changed to "the 35th anniversary of the Great October Revolution of the Soviet Union". Since the word "Soviet Union" is added to the postmark, the name of the stamp should be consistent with this. Therefore, the relevant departments of the General Post Office informed the Beijing People's Printing Factory, which printed this set of stamps, to add the word "Soviet Union" to the stamp name. In this way, the original corrected stamp name was changed back. On February 7th, 1953, Shanghai Post Office received the announcement of the Ministry of Posts and Telecommunications on the issuance of this set of stamps, and put forward opinions on the name of this set of stamps to the General Post Office. The General Post Office went to the Propaganda Department of the CPC to study again. The Propaganda Department of the Communist Party of China clearly replied that there was no "Soviet Union" in the slogan commemorating the October Revolution Day, because the October Revolution came first and then the "Soviet Union" was born, and the title of the stamp "The 35th Anniversary of the Great October Revolution of the Soviet Union" must be corrected. At that time, all the stamps had been printed and distributed to post offices all over the country, ready to be sold on February 14. So the Ministry of Posts and Telecommunications immediately sent an urgent telegram to stop selling this set of stamps. Coincidentally,1953 February 14 is the Spring Festival. After the Ministry of Posts and Telecommunications sent an urgent telegram, the personnel on duty of Changsha Telecommunications Bureau in Hunan Province failed to send an urgent telegram sent by the Ministry of Posts and Telecommunications to Hengyang due to negligence and dereliction of duty. Although Hengyang Post Office didn't receive the news of stopping selling "Ji 20", it didn't go on sale on February 14 as scheduled. Considering that it is the Spring Festival, which lasts for three days, and no new stamps were sold in the previous holidays, this set of stamps was not sold until February 17, three days after the Spring Festival holiday. The stamps were sold for about half a month. Hunan Post and Telecommunications Administration found that all post offices in Hengyang were selling the wrong stamps for the 30th anniversary of the October Revolution of the Soviet Union, and immediately notified them to stop selling. But it was too late and sold in small quantities.
Twenty wrong stamps and a full set of new stamps are priceless. Generally, it can only be seen at auctions, and 98% of them are fake in the market, in case of being cheated.
