Chapter I General Provisions
Article 1 In order to do a good job in safety work, ensure the completion of safety work objectives, and benefit from safety, this method is formulated according to the instruction spirit of the Safety Work Management Measures of the Ministry of Security of our company and the actual situation of our department.
Article 2 The main tasks of safety management are to conscientiously implement the principles and policies of the Party and the State on safety in production, implement the spirit of the documents on safety in production at higher levels, establish and improve safety management institutions, ensure safety in production, put an end to major and extraordinarily serious safety accidents, and minimize general accidents.
Article 3 All units should be highly responsible to the Party and the country, stand at the political height of maintaining stability and promoting development, adhere to the principle that safety must be paid attention to when grasping production, strengthen management, be strict with requirements, focus on the overall situation, start with small things, strictly grasp the narrow tube, sound the alarm bell, persevere, and strive to create a good safe production environment.
Chapter II Organizational Structure and Responsibilities
Article 4 A safety production committee is established, which is the management organization responsible for the whole section of safety production, and is responsible for the planning, arrangement, inspection, summary, appraisal and commendation of the whole section of safety work. The section chief is in charge, the party branch secretary is in charge, and the trade union is responsible for the specific work.
Fifth grass-roots units should set up safety work leading groups at all levels, responsible for the safety management of their own units, and have the right to lead, supervise, inspect, summarize and commend the safety work of their own units.
Article 6 In accordance with the principle of "production must pay attention to safety", leaders at all levels, functional departments and safety management personnel should have a clear responsibility system for safety posts, so that all levels have responsibilities and everyone is in charge, and the division of labor is not divided, and joint efforts should be made.
Article 7 The main tasks of security organizations at all levels are:
1, to convey and implement the policies, regulations and rules on production safety issued by superiors.
2, formulate the annual work plan and key points of production safety.
3, combined with the actual situation of the unit and the emergence of new situations, formulate, modify and improve the safety production rules and regulations.
4. Supervise and inspect the implementation of safety systems and measures and the preparation of safety production infrastructure.
5. Be responsible for the handling, statistics and reporting of accidents in this unit.
6. Be responsible for the publicity and education of this unit and the safety technical training of employees.
7. Organize a safety analysis meeting, analyze and study the safety situation, and summarize and commend advanced units and individuals in production safety.
Article 8 The main tasks of the safety officers of each unit are:

15, have the right to stop and report to the superior orders and arrangements that are not conducive to safe production. In the production process, the safety officer has the right to stop the phenomenon and behavior that violates the operating procedures.
Chapter III Construction of Rules and Regulations
Article 9 All units shall carefully formulate seven safety production rules and regulations suitable for the production nature of their own units.
Article 10 Safety education system.
16, special safety education shall be conducted once every quarter, not less than 4 times a year; Grass-roots units conduct special safety education once a month, and important parts (factories, stations, motorcades and branches) conduct safety education once every two months; Every bridge, culvert, oil road construction site and maintenance team should be educated before and after work every day.
17, education should be practical, run classes, blackboard newspapers, slogans and other forms. The necessity of safe production and the harmfulness of accidents should be instilled in all employees and managers.
18, we should do a good job in ideological and political education, labor protection principles and policies education, safety technology knowledge education, typical experience and accident lessons education.
19, the safety management personnel of the whole section should be trained every year. Only after passing the training and examination can they take up their posts.
Article 11 Safety inspection system
1. The safety committee will conduct a special safety inspection every quarter, and will also conduct unscheduled and temporary inspections.
2, grass-roots units check once a month; The maintenance branch shall check once every six months, and the maintenance operation team shall check once a week; Mixing stations, prefabricated parts purchasing plants, various oil depots, material depots and construction sites shall be inspected once a day during the peak production season.
3, safety inspection strictly implement "who is in charge, who is responsible for; Who checks, who is responsible; Who signs, who is responsible. "
4. The contents of safety inspection include: (1) inspection ideas. Mainly refers to the understanding of safety work; (2) Check the site. Check whether the safety facilities are complete, whether the personnel of each type of work carry out the operation procedures and whether there is any illegal command phenomenon; (3) Check for hidden dangers. Whether hidden dangers are found and rectified in time; (4) Check whether the system is sound and whether it is implemented; (5) Check whether the management system is complete and whether the management means are feasible.
5. For any special safety inspection, the leaders of all units should personally lead the team, strictly check, leave no dead ends, find problems, point them out in time, put forward specific rectification opinions and requirements, and follow them up.
6, factories, stations, construction sites, branches, maintenance teams, find out hidden dangers, can make rectification on their own, should be reported to the rectification in a timely manner.
Twelfth safety work conference system
1, Duan and its subordinate units should pay attention to safety at every meeting and achieve "five simultaneities", that is, when planning, arranging, inspecting, summarizing and assessing production work, they should plan, arrange, inspect, summarize and assess safety work at the same time.
2. The team should hold more than 4 safety situation analysis meetings every year to study and analyze the safety work situation, convey and implement the spirit of the superior documents, sum up the safety work experience, find out the existing problems and reasons, and study the specific methods to solve the problems.
3. The Safety Committee shall hold more than 3 safety meetings every year to arrange, guide and summarize various safety activities, put forward requirements and summarize the safety work at the stage.
4, grass-roots units held a safety meeting once a month, summed up the exchange situation, find out the cause of the problem, clear the next step of safety work.
5. The safety work site experience exchange meeting will be held once a year, and grass-roots units will hold more than 2 safety work site exchange meetings every year.

Thirteenth safety responsibility system
1, the network management mode is adopted for safety work, the safety indicators are decomposed layer by layer, and the post responsibility system for safety production is implemented step by step, so that everyone can ask about safety work and someone can take care of it everywhere.
2. Formulate, modify and improve the post responsibility system for safety production of all kinds of personnel at all levels, strictly implement the responsibility system based on posts, and avoid the responsibility system based on people.

Article 14 Safety reporting system
1, Duan and the comrades in charge of reports in grass-roots units, with a high sense of political responsibility, conscientiously implement the report system, so that reports should be true and timely, and no concealment, omission or good report is allowed.
2. The department shall report to the Personnel Department of the Municipal Office before the 5th of each month, and all grass-roots units shall report to the trade union at the end of each month.

Fifteenth safety reward and punishment system
1, strict rewards and punishments are powerful measures to do a good job in safety. The safety reward and punishment system must adhere to the word "strictness" and must not become a mere formality.
2, in strict accordance with the content of the liability form, check the person in charge of the grass-roots unit, resolutely implement the one-vote veto system for safety work, and win prizes for completing the task, otherwise it will be punished.
3, the grass-roots units must be assessed according to the content of responsibility, give praise and reward to good units and individuals, poor units and individuals to give severe criticism and necessary economic punishment.
Article 16 the safety file system
1. All units must establish safety files, and special personnel shall be responsible for the safety files.
2. Safety files mainly include: laws and regulations related to safety production documents, safety production documents issued by superiors, relevant provisions of safety work meetings at all levels and rules and regulations formulated by the unit, summary report materials, safety production work records, safety production inspection records, etc.
Chapter IV Safety Management of Highway Engineering
Seventeenth construction teams and construction sites must establish a safety organization, and the construction team should set up full-time security officers to be responsible for the safety work of the industry. Full-time (part-time) security officers shall be set up on the construction site to ensure a clear division of labor and close cooperation. Safety personnel must be highly responsible and insist on first-line inspection and supervision.
Article 18 The full-time safety officer of the construction team shall formulate and improve various rules and regulations suitable for the production nature of the unit, the post responsibility system for safety production of all kinds of personnel, and the safety operation procedures of all types of work to ensure the standardization and unification of the construction site system. Work safety records and inspection records should be careful and detailed, and should be observed frequently as required.
Article 19 The safety personnel of the construction team should do a good job in safety education and training, especially for new employees and temporary workers, and sign a formal safety contract with legal effect, and take improving the safety awareness and self-prevention ability of employees as a major event.
Twentieth full-time (part-time) site safety personnel should pay special attention to the site safety infrastructure work, with eye-catching safety flags and danger warning signs, fixed safety placards and multi-directional safety slogans and flags to create a safe atmosphere.
Twenty-first put an end to the packaging and management, and special safety monitoring personnel should be set up in the production and operation site with great danger, and illegal command is strictly prohibited.
Twenty-second demolition of old bridges and dangerous construction operations, we must take out the construction plan in advance and report it to the road section, and the construction can only be carried out after the approval of the road section.
Twenty-third blasting operations, we must do a good job in the safety alert of dangerous areas, at the same time, check the number of guns and explosions, and eliminate squibs in time. Blasting materials should be stored in different places by special personnel according to the requirements of the public security department, and strict approval and storage procedures should be established. Blasters must be skilled, skilled and careful in operation, or they can't take up this job with certificates.
Chapter V Highway Maintenance Safety Management
Twenty-fourth road operators should do a good job in pre-shift safety education according to the characteristics of production and environment before taking up their posts, and put forward specific requirements.
Twenty-fifth road workers should wear safety signs and helmets on the road, and always be alert to passing vehicles.
Twenty-sixth road workers in the field, it is forbidden to drink alcohol before work, it is forbidden to chase in the road, it is forbidden to pick.
When paving the road with transport vehicles, it is forbidden for road operators to stand on the vehicles and pave the road with vehicles. When the sand returning truck is working, there should be a warning sign of "little red flag" on the truck, and speeding operation is prohibited.
Article 27. When the pavement near the mountain is constructed, strictly check whether there are any loose stones and cracks on the steep slope. After the pavement construction, clear the accumulated sundries in time to ensure the smooth pavement. When preparing sand and gravel, it is forbidden to dig holes to take sand to prevent landslides from hurting people.
Twenty-eighth do a good job in the repair of highway water damage, designate a person to be responsible for dangerous bridges and dangerous sections, check regularly, find problems, report or eliminate hidden dangers in time.
Twenty-ninth conscientiously do a good job in flood control in rainy season, adhere to the principle of "three rains on the road", promptly remove road water, prevent water damage, open access roads, set up obvious signs and bypass signs to ensure traffic safety. Adhere to the order of "snow", remove snow and pave sand and gravel in time to prevent cars from slipping and ensure smooth roads.
Chapter VI Safety Management of Vehicles and Equipment
Thirtieth strictly implement the first, second and third level routine maintenance of vehicles and equipment and the system of major, medium, repair and scrapping. Drivers and operators should regularly wipe and maintain them to ensure the intact rate of vehicles and equipment.
Thirty-first drivers and operators should consciously enhance their safety awareness, strictly abide by the Traffic Management Regulations of the People's Republic of China and relevant traffic laws and regulations, strictly abide by the operating rules of mechanical equipment, and resolutely put an end to illegal command and operation.
Article 32 Non-driver operators are prohibited from working at their posts, vehicles and equipment are running with diseases, drivers are drunk driving, driving privately, fatigue driving, disabled driving and heroic driving.
Article 33 The administrative vehicles of the section offices shall be uniformly dispatched by the section offices.
Thirty-fourth basic units of normal business, production vehicles by the basic units to deploy.
Thirty-fifth units to lend vehicles outside the county must be approved by the section chief.
Thirty-sixth units shall sign a responsibility letter for production safety with the driver, and reward and punishment shall be carried out in strict accordance with the contents of the responsibility letter.
Thirty-seventh man-made vehicle accidents or damage, should be investigated for responsibility, and bear economic losses.
Thirty-eighth vehicle maintenance should be consulted in advance to the offices of each unit or the main leaders, and the maintenance expenses should be settled and recorded regularly.
Thirty-ninth drivers are not allowed to refuel for other vehicles or individuals, otherwise, they will be fined 10 times the amount of fuel they refueled. If the circumstances are serious, they will be transferred from their posts.
Fortieth outside the county and long-distance refueling must be approved by the office of each unit or the main leaders.
Forty-first vehicle fuel quantity is approved according to the mileage, and the fuel material fee is written off once a month or quarterly.
Chapter VII Safety Management of Key Parts
Forty-second units must take the safety prevention of key parts as a major event, designate a person to be responsible, establish a strict system, strengthen management, do a good job in implementation, organize regular inspections and solve them in time.
Forty-third gasoline and diesel depots, material depots and idle personnel are not allowed to enter the hospital. Smoking is prohibited in the hospital. It is forbidden to set off firecrackers and fireworks on holidays, especially during the Spring Festival. Patrol duty personnel should stick to their posts.
Forty-fourth units should increase investment in production safety, complete with all necessary fire-fighting equipment, and replace and supplement the wires without aging to ensure the quantity and quality of fire-fighting equipment.
Chapter VIII Various Accidents and Deduction Criteria
Article 45 Traffic accidents. The serious traffic accident is 0; The frequency of driving deaths is 0.32 times per million kilometers, and the frequency of accidents is 5 times per million kilometers; The accident casualty rate is two people per million kilometers.
Article 46 factory accidents. The casualty rate per thousand people is 0; The serious injury rate of thousands of people is 0.2; The rate of minor injuries per thousand people is 5.
Forty-seventh points shall be deducted according to the indicators specified in this paragraph and the letter of responsibility signed by the leaders of all units.
Chapter IX Classification and Handling of Accidents
Article 48 The classification of accidents and the classification of minor and serious injuries shall be carried out in accordance with the provisions of the state, and no unit may change or change it by itself.
Article 49 accident handling.
1, the handling of traffic accidents shall be subject to the ruling of the public security traffic management department.
2. Factory accidents should be handled according to the Regulations on Handling Work-related Casualties of Workers in Liaoning Province.
3, some other accidents can be handled according to the relevant documents of the superior and the relevant provisions of this unit. Dealing with accidents must be fair and open, leaving no future trouble.
Chapter X Reward and Punishment
Fiftieth units and individuals that strictly implement the laws, regulations, rules and regulations on production safety and reach the production safety indicators specified by their own units shall be commended and rewarded.
Article 51 If a major accident occurs due to poor management or failure to reach the safety production target set by the unit, certain economic penalties shall be given and the safety veto right shall be exercised.
Article 52 The unit to which they belong shall, according to the seriousness of the circumstances and the degree of losses, give necessary administrative sanctions and economic penalties to those responsible for accidents in illegal operations and risky operations, and to leaders and management cadres who neglect their duties, are bureaucratic, conceal accidents and practise fraud.
Article 53 The responsibility form for safety work signed by Paragraph and grass-roots units shall be subject to the risk of mortgage system, and the units that have not had accidents and completed the safety production indicators specified in Paragraph shall be rewarded. In addition to the mortgage risk, the unit that has an accident will not be returned, and the unit leader, safety director and safety officer will be fined according to the responsibility and circumstances.
Fifty-fourth units that have personal injury or death or caused a lot of economic losses shall be held accountable for their leaders.
Chapter II XI Supplementary Provisions
Fifty-fifth units may, according to these measures and the actual situation of their own units, formulate safety management measures suitable for their own nature.
Article 56 The trade union shall be responsible for the interpretation of these Measures.
Fifty-seventh these Measures shall come into force as of the date of promulgation, and any conflict with the provisions of the higher authorities shall be implemented.
