To participate in emergency response, pursue fugitives and solve major cases, militia units shall apply to the Committee for Comprehensive Management of Social Security for approval, and temporary command institutions composed of public security, armed police and military organs shall be responsible for organizing and commanding. Article 5 The militia shall cooperate with the public security organs to maintain public order:
(1) Protecting factories, mines, villages and roads;
(2) assisting public security organs in cracking down on serious criminal activities;
(3) Protecting important landmarks in Japan and safeguarding the safety of life and property of the country and people;
(4) performing emergency maneuvering tasks. Article 6 The People's Armed Forces Department, public security organs and armed police forces shall organize militia to maintain social order and perform their duties according to the following division of labor:
(a) the people's Armed Forces Department is responsible for organizing and directing the militia to maintain social order and the organization, staffing, political education and military training of the militia security detachment and emergency detachment.
(2) The public security organ is responsible for informing the militia and defending organizations, providing operational guidance and organizing and coordinating.
(3) The Armed Police Force is responsible for assisting the People's Armed Forces Department in training the militia in professional knowledge, technology and skills, and commanding the militia charged with the task of maintaining public order. Seventh units and villages with militia organizations shall establish militia security units. The militia security detachment consists of the backbone militia of the unit. Units with fewer backbone militia can absorb ordinary militia to participate. Eighth members of the militia security detachment, should select outstanding young people with good ideas and good health to participate in, in accordance with the procedures of voluntary registration, recommendation by the masses, and approval by the people's Armed Forces Department of the township (town) or factory. Ninth militia security detachment, should be combined with the annual rectification of militia organizations, adjust and supplement, keep full. Tenth in the following units and nearby villages set up militia emergency detachment: important transportation and communication hub; Prisons and reform-through-labour institutions; Large reservoirs, power plants and forest areas; Warehouses for weapons and equipment, grain and oil materials; Other areas and units prone to emergencies. The location of the party and government organs at or above the county level and large factories and mines may establish militia emergency detachments as needed.
As a mobile support force directly commanded by people's governments at all levels and military organs, the militia emergency detachment is mainly used to deal with emergencies and perform other emergency tasks. Eleventh members of the militia emergency detachment should be selected from veterans and well-trained outstanding militia backbone.
The leader of the emergency detachment shall be the people's armed cadres and full-time armed cadres. Twelfth militia emergency detachment of weapons and equipment, by the military division, county (city, district) people's Armed Forces Department from the militia weapons and equipment transfers. Motor vehicles are guaranteed by the transportation department designated by the organizer or the local people's government. Duty signs are uniformly distributed by provincial military regions.
The custody of the equipment of the militia emergency detachment shall be implemented in accordance with the relevant provisions of the provincial government and the provincial military region. The use of militia to protect production in townships, towns, factories and mines should be approved by the township government and the main leaders of factories and mines respectively, and reported to the people's Armed Forces Department of the county (city, district) for the record. Article 14 When the militia needs to carry guns and ammunition for urgent tasks such as chasing gunmen, the county (city, district) people's armed forces department shall report to the people's government at the same level for approval, and report to the military organ at the higher level and notify the local public security organ. Fifteenth militia to participate in the maintenance of social order, beyond the scope of this area, it should be reported to the people's government at a higher level and the military organs for approval.
Mobilizing militia to guard important units and targets for a long time must be approved by the people's government and the provincial military region.
The use of the militia emergency detachment shall be submitted for approval in accordance with the relevant provisions. Sixteenth militia to participate in the maintenance of social order involves compulsory measures against citizens, must be handed over to the local public security organs in accordance with the provisions. Seventeenth of the militia to strengthen the party's basic line education, national defense education, policy and law education and the nature and task of the militia education, improve political and ideological awareness and organizational discipline. Eighteenth military organs at all levels should take the militia's participation in the professional training of maintaining social security as an important part of the militia's military training and incorporate it into the annual training plan.
The militia security detachment and the emergency detachment shall, on the basis of completing the training tasks of the backbone militia, carry out public security professional training according to the tasks undertaken. Nineteenth military organs at all levels to organize militia to participate in activities to maintain social order, the funds needed by the provincial military region, the military sub-region and the people's armed forces departments at all levels in consultation with the financial department at the same level.
