"50-person talk" is an academic discussion platform and a folk think tank initiated and promoted by a group of famous economists in China, and jointly established by Beijing International Business Innovation Chamber of Commerce, Zhejiang University Private Economy Research Center and Lingnan College Private Enterprise Research Center of Sun Yat-sen University.
Recently, under the guidance of "the Central Committee of the Communist Party of China's Proposal on Formulating the 14th Five-year Plan for National Economic and Social Development and the Long-term Goal in 2035", 50 people talked about "the modernization of industrial chain and supply chain and the high-quality development of private enterprises".
How to integrate private enterprises
"double-chain modernization"
Jiang Zhenghua, the consultant of "50 People Talk" and vice chairman of the 9th and 10th the National People's Congress Standing Committee (NPCSC), pointed out that at present, we should not only see the pressure and sharp increase of the private economy under the impact of the epidemic, but also see many new features in the development of China's private economy: Internet of Things+manufacturing industry, new formats and new models such as online and offline live retail to help farmers, online education and telecommuting, as well as greater vitality and vitality of the national economy, which have brought a large number of small and medium-sized enterprises.
"Based on China's basic national conditions in the primary stage of socialism for a long time, maintaining strategic strength, running our own affairs well, vigorously promoting the modernization of industrial chain supply chain and improving the modernization level of industrial chain supply chain are the basic goals and important tasks of the economic and social development and construction proposed by the Fifth Plenary Session of the 19 th CPC Central Committee, and are also an important foundation and guarantee for the high-quality development of China's economy." Jiang Zhenghua analysis pointed out.
Jiang Zhenghua suggested that at present, we should not only strive to achieve the goal of "six stabilities" and "six guarantees" and stimulate the vitality of private economy, but also further study and discuss how private enterprises can join and integrate into the tide of industrial chain and supply chain modernization, and improve their development ability, level and quality in the process of joining, participating and integrating, so as to promote the upgrading of China's industrial base, the modernization of industrial chain and supply chain and realize the high-quality development of China's economy.
It needs to be built as a systematic project.
"Improving the modernization level of the industrial chain supply chain is not only an important foundation for the high-quality development of China's economy, but also the key to achieving high-quality development of China's economy. Therefore, the modernization of the industrial chain supply chain, that is, the' double chain' modernization, should be built as a systematic project. " Liu Yingqiu believes that the central government's proposal on formulating the 14th Five-Year Plan for national economic and social development and the long-term goal in 2035 regards "improving the modernization level of industrial chain and supply chain" as the key task of "accelerating the development of modern industrial system and promoting the optimization and upgrading of economic system", which is in line with the inherent requirements of China's high-quality economic development.
Liu Yingqiu analyzed that up to now, although China has established a manufacturing industrial system with 4 1 industrial category, 19 1 intermediate category and 523 subcategories, which ranks first in the world, there are still many problems and shortcomings, including the unclear leading industrial chain, low added value of most industries and insufficient independent innovation ability. Industrial chain involves the upstream and downstream relations of industrial development, that is, production chain, enterprise chain, capital chain, talent chain, technology chain, circulation chain, service chain and a series of interrelated and closely related links. In these aspects, there are some problems in our country, such as uncoordinated, uncoordinated, low starting point, low technical content and imperfection.
He pointed out that private enterprises should make great achievements in the construction of "double-chain modernization". Private enterprises should actively embrace state-owned enterprises, and state-owned enterprises and private enterprises should embrace each other and cooperate with each other; Private enterprises should continue to carry forward the spirit of taking the lead in "eating crabs" and vigorously promote technological innovation, especially the innovation of advanced and practical technologies; Private enterprises should not only dig talents, but also attach great importance to discovering, excavating, cultivating and using talents well; In particular, private enterprises should learn to persist in winning social recognition with high-quality products and services and win high-quality capital supply; Private enterprises should also actively embrace big data and cloud platforms, make good use of internet plus as an opportunity, expand and strengthen private capital on the basis of promoting equity cooperation, stock cooperation and interpersonal communication and cooperation, and develop into sophisticated and digital private enterprises as soon as possible.
What does the development of private enterprises need most?
Wei Jianing, a researcher at the State Council Development Research Center, pointed out around the theme of the conference: What do private enterprises need most? He summed it up as "two draws." One is peace and the other is fairness-what our private enterprises need most is peaceful development and fair competition. The basic experience of 40 years of reform and opening up is that whenever we encounter economic difficulties and economic crises, we must first emancipate our minds, emancipate our minds to promote reform and opening up, and promote economic growth through reform and opening up. As long as we "emancipate our minds, deepen reform, and work hard", China's economy will certainly be able to achieve medium and high speed, move towards middle and high end, and realize modernization at an early date.
Li Zibin, president of China Small and Medium Enterprises Association and old mayor of Shenzhen, and Tang Jie, former vice mayor of Shenzhen, took Shenzhen's 40-year development experience as an example to explain the necessity of speeding up the modernization of industrial chain and supply chain.
Tang Jie introduced that from 1995 to 20 15, Shenzhen experienced two major transformations and upgrades, with three similarities: First, it focused on supporting the innovation and development of small and medium-sized enterprises; Second, it is caused by the withdrawal of traditional industries in Shenzhen, and the countermeasures are to cultivate a new generation of small and medium-sized enterprises with strong scientific and technological innovation ability; Third, the focus of policy means is to support small and medium-sized scientific and technological enterprises to establish R&D institutions and improve their innovation and entrepreneurship through scientific and technological system reform and financial reform.
Researcher Jin Wen, a researcher at the Institute of Economics of China Academy of Social Sciences, put forward: To improve the "double-chain modernization", we should further expand leading enterprises and give full play to their role in industrial integration; Promoting the competitive advantage chain of products is the premise for private enterprises to integrate into the industrial chain; We should pay attention to innovation, which is the only way for enterprises to survive and develop with high quality. We should give full play to the role of entrepreneurs, optimize governance structure and mechanism, and implement digital transformation as soon as possible.
In addition, President of China Economic System Reform Society, member of "50 People Talk", Peng Sen, member of the 12th the National People's Congress Standing Committee (NPCSC), deputy director of the Finance and Economics Committee, Gao Minghua, director and professor of the Corporate Governance and Enterprise Development Research Center of Beijing Normal University, Wang Hongling and Tsinghua University, researchers of the Institute of Economics of China Academy of Social Sciences, Liu Junhai, professor of the Law School of Renmin University of China, Chen Yongjie, etc., combined with the spirit of the Fifth Plenary Session of the 19th Central Committee, While deeply discussing how to solve the current development problems of private economy, this paper profoundly analyzes and expounds the paths and methods for private enterprises to actively participate in the construction of "modernization of industrial chain and supply chain" and vigorously enhance their innovation ability and development. The meeting was presided over by researcher Liu Hong Lu, Secretary-General of Fifty People Talk. (Li Renping)
