The Measures stipulate that no enterprise, organization or individual may provide tattoo services to minors, and may not coerce, seduce or instigate minors to get tattoos. Professional tattoo institutions and medical and health institutions (including medical and beauty institutions), beauty salons and social organizations that provide tattoo services shall indicate in a prominent position that they do not provide tattoo services to minors. If it is difficult to determine whether they are minors, they shall be required to show their identity documents.

The Measures clearly stipulate that the principle of "who approves, who supervises, who is in charge and who supervises" shall be strictly implemented. Article 4 No enterprise, organization or individual may provide tattoo service for minors, or coerce, entice or instigate minors to get tattoos.

The people's court shall try cases that provide tattoo services for minors or coerce, seduce or abet minors to get tattoos, thus infringing on their legitimate rights and interests.

The people's procuratorate may urge and support minors whose legitimate rights and interests have been violated because of tattoos, and if the relevant organizations and individuals fail to file a lawsuit on their behalf; Involving public interests, have the right to bring a public interest lawsuit.
