Our power supply bureau systematically analyzes the factors that affect the reliability of power supply. Our bureau spent more than five months in the first half of XX, classified and counted the data of XX, and found out the main factors affecting the indicators. Through the statistics of XX in the whole year, various factors affecting the reliability are clarified.
Through analysis, it is found that the main factors affecting the reliability of power supply are weak power grid and inadequate management.
1. Planned power outage is the most important factor (planned+temporary), accounting for 82.5% of the total, of which: planned power outage accounts for 70% and temporary power outage accounts for12.5%;
2. The main network factors account for 36.9%, mainly including pre-test, calibration and maintenance power failure;
3. Distribution network factor accounts for 49. 1%, and engineering accounts for 20.5%, accounting for the largest proportion;
4. Power outage accounts for 15.5%, of which 10kV medium voltage distribution network fault accounts for 14.2%, which is an important reason affecting reliability;
5. The power outage caused by customer business expansion project access also accounts for a certain proportion, reaching 12%.
Therefore, on the basis of analysis, after nearly two months of overall consideration and soliciting opinions from many parties, our bureau has made clear the working idea of improving the reliability of power supply, formed the overall work plan, formulated the objectives of each stage, and issued a five-year work plan to improve the reliability of power supply, which has pointed out a clear strategic direction for future pioneering actions.
Second, the main measures taken in XX years and their effects
In order to implement the phased objectives of the five-year plan, highlight the work priorities in different stages, and promote the development of various work, our bureau has issued a series of specific measures and initiatives. The focus of the work is mainly to implement four management measures and five technical measures, including many innovative measures. At the same time, based on the integrated platform of distribution network gis and operation and maintenance, an index statistical analysis system is proposed, which provides information support means to reduce the intensity of statistical work and ensure the accuracy of data. Through the management system, the closed-loop management of "pre-prediction and evaluation, in-process control and inspection, and post-event statistical analysis" is realized.

1, comprehensively strengthen the management of power transfer. Switching power supply is the most important measure to improve power supply reliability at present. In XX years, the urban area transferred electricity 12 19 times, accounting for 97.4% of the transferable times, reducing the average power outage time of users by 3.42 hours per household, which is equivalent to improving the reliability of power supply by 0.039 percentage points, with a substantial increase of 33.7% year-on-year. There are 945 power transfer schemes for complex and important power transfer, even if only 1 user can be transferred in the power outage scheme. At the same time, the research, calculation and experiment of closed-loop power conversion technology are carried out, and the technical principle and related management system are introduced.
2. Strengthen comprehensive power outage management. The power outage plan is arranged by the dispatching center on a monthly basis, integrating the work of main power supply, distribution network, engineering maintenance, user engineering, etc., and reasonably arranging power outages to avoid repeated power outages. When all investments increase by 29.7% year-on-year, the planned power outage is reduced by 14. 1% compared with the same period, and the power outage time of users is reduced by 1.52 hours per household. Some regional bureaus organize hundreds of people to work at the same time, and multiple power outages are carried out at the same time, reducing the time and frequency of power outages.
3. Refined management, optimized workflow and reduced power outage time. Formulate process indicators of power supply reliability, optimize and refine process management, and reduce the power outage time of users in detail. Arrange two groups of personnel to carry out the task of power outage to electricity, so as to reduce the power outage time. The average power outage time is reduced from 40 minutes/time to less than 9 minutes, and the average power outage time of the fastest unit is only 2 minutes.
4. Strengthen equipment operation management to reduce equipment failure rate. In view of the shortcomings of previous distribution network operation management, we should strengthen the construction of distribution network operation management standard system, formulate systems and standards (technical standards for medium and low voltage distribution equipment), consolidate the management foundation, strengthen technical supervision, and establish a rapid power recovery mechanism.
The feeder tripped 982 times in XX years 10 kV, a decrease of 375 times, or 27.6%. With the decline of equipment failure rate, the outage time of distribution network failure is 1.82 hours/household, which is 1.33 hours/household less than the same period last year.
(2) Technical measures
1. Optimize the technical principle of feeder reclosing to improve the timely recovery rate of feeder faults. Optimize the technical principle of reclosing, including all hybrid lines and all cable lines are put into reclosing. In the whole year, the 10kv feeder tripped 4070 times and successfully reclosed 3095 times. The timely power-on rate after failure was 76.04%, up by 1 1.88 percentage points year-on-year, which reduced the average power-off time per household by 0.67 hours.
2. Carry out condition monitoring and condition maintenance on 10kv equipment to reduce the influence of power failure test on power supply reliability. From June 1 day, XX, condition monitoring and condition maintenance were carried out for the equipment in the station 10kv, so as to reduce the impact of power failure on the reliability of the equipment in the station 10kv during regular preventive tests. The outage time of the main network was reduced by 2.58 hours per household due to trial, calibration and maintenance, and the number of outages decreased by 58.2%.
3. Fully promote live working of distribution network. Five routine operations, such as on-off of overhead lines, replacement of fault indicators, treatment of broken floating objects and charging piles, were carried out to reduce the power outage time of the project. It will be fully implemented in the pilot areas of Tianhe and Panyu. The live working of 1 14 was completed in XX years, which reduced the average power outage time of users in the pilot area by 0.22 hours. XX will be promoted all over the world.
4. Vigorously develop the automation construction of distribution network. Distribution automation is not only one of the important measures to improve reliability, but also the only way to build a world-class advanced power supply bureau. The first batch of implementation projects entered the stage of comprehensive construction in XX, and the construction of 1349 electric room was completed within the year, with the coverage rate of the pilot area of 20%. Realizing distribution automation will improve the real-time monitoring ability of distribution network operation, realize rapid and accurate fault location and isolation, and quickly restore power. The project was completed in three years, and the coverage rate of Guangzhou reached over 90% in XX years. It is estimated that the average power outage time of urban users will be reduced to less than 1 hour, which is 73% less than that of XX years, effectively improving the reliability of power supply for users.
5, the implementation of relay protection equipment remote control technology. The scientific and technological project of "Research on Remote Control of Relay Protection Devices" has been completed, and the remote control switching of feeder reclosing, standby automatic switching and low-cycle load shedding has been realized, which has created conditions for Guangzhou to access as many automation devices as possible under the condition that n- 1 is not satisfied to a great extent. The transformation of 35 1 10kv substations has been completed in the urban area, which has remote control conditions, accounting for 4 1% of the total number of urban10kv substations and 0.21%of the total number of global substations.
(three) management, assessment system construction and information technology support
1. Construction of management and assessment system. Formulate (power supply reliability management regulations) and (power supply reliability assessment scheme), and incorporate power supply reliability into performance management. Form a system guarantee, so that improvement measures and indicators are put in place.
2, the use of information technology support means. The index statistical analysis system based on gis and integrated platform of distribution and transportation is completed, which can directly obtain power outage data from dispatching records and emergency repair records, calculate indexes and predict the reliability of power outage schemes. At the same time, it has the function of counting the basic indicators of natural users according to international practice through the data of associated marketing system. By means of informatization, the purpose of reducing the intensity of statistical work and improving efficiency is realized, and more importantly, the accuracy of index statistics is guaranteed.
To sum up, improving the reliability of power supply has received unprecedented attention from the leaders of the overall situation, especially the Guangzhou Bureau, and has become an important factor that must be considered in all work. Establish a responsibility transfer mechanism and incorporate the power supply reliability index into the performance appraisal index management. Release the power supply reliability index at the bureau office meeting and distribution network operation analysis meeting every month to promote all units to effectively implement various measures to improve power supply reliability. Focusing on improving the reliability of power supply, it has effectively promoted the management and technological innovation of various disciplines, and made important breakthroughs in live working, distribution network automation, loop closure and power conversion.
Three, the power supply bureau to carry out entrepreneurial work experience

If we really do it for the purpose of improving management level, I believe that all kinds of problems will find a very good balance point, otherwise everyone may be disturbed and lose their original direction.

The premise of carrying out the work is to find out the family background, find out the correct measures, determine the goals, and then move after the decision. According to the experience of Biotechnology Department of our Power Supply Bureau, as a functional department, no matter what we do, the most important thing is thinking and planning. Many departments report that their work is often interfered by the outside world, and so is the biotechnology department of the former bureau. But in the last three years, it has basically not been affected. Why can you do it? First, it is emphasized that planning, technology and work should be planned. We should not only consider this year's events, but also plan five years' events, including technological transformation and communications. Without planning, there is no long-term. Second, we have basically thought of all the problems that our superiors have thought of, so that we can plan ahead and our work will not be affected. With the promotion of superiors, the work level of the department has also been improved, which has become a thrust and help, not a resistance.
3. The key to promoting the work is to widely publicize the success of the game, choose a typical target tree, and gain the confidence of short-term results. A relatively large-scale work has certain challenges and breakthroughs compared with traditional habitual work. In addition to considering the overall goal, we must also see results in a short time. Otherwise, it is easy to make a fuss, then fail, and finally get exhausted.

5. The measures are based on the institutionalization and regularization of measures, and the statistics of indicators are true and accurate, so as to avoid two skins. The basis of this work is the normalization of work measures. It doesn't mean that workers make a system, record and count independently for the reliability of power supply.
